Pengkhianatan terbuka terhadap para pengundi bukan Muslim jika PAS bergabung dengan UMNO


UMNO kebelakangan ini beria-ia untuk berunding dengan PAS khususnya terhadap kemungkinan untuk bergabung dengan PAS. Tindakan UMNO ini berpunca daripada kekalahan teruk UMNO dan BN dalam pilihanraya umum yang lepas, menyebabkan UMNO sebagai sebuah parti yang berunsurkan perkauman perlu berbincang kemungkinan untuk bekerjasama, malahan bergabung dengan sebuah parti politk yang majority besar keahliannya orang melayu.

Sebagai sebuah parti politik yang mempunyai sejarah parti melebihi 53 tahun, adalah mustahil untuk PAS mengetahui agenda tersembunyi UMNO ini, bak pepatah ada udang di sebalik batu.

Oleh yang demikian, adalah tidak wajar untuk Peseruhjaya PAS Kedah merangkap Menteri Besar Kedah Dato' Seri Azizan Abd Razak untuk mengkritik DAP agar tidak campau tangan dalam urusan perbincangan di antara PAS dengan UMNO.

Apa yang perlu diingatkan di sini ialah perbincangan sulit di antara beberapa pemimpin kanan PAS dan UMNO bukan sahaja tidak dimaklumkan kepada rakan-rakan yang lain di dalam Pakatan Rakyat, malahan kebanyakan ahli akar umbi PAS, termasuk Ahli-ahli Parlimen dan ADUN-ADUN PAS yang turut tidak dimaklumkan terhadap perbincangan sulit ini. Ini termasuk bekas Ketua Pemuda PAS Mahfuz.

Tindakan beberapa orang pemimpin kanan PAS ini bukan sahaja telah menimbulkan kerisauan dan kemarahan ahli-ahli akar umbi serta penyokong-penyokong bukan Muslimnya, malahan mereka pula mempermainkan perkataan-perkataan seperti “muzakarah” dan “muqabalah”.

Biarpun DAP tidak berhak untuk bercampur tangan dalam urusan dalaman parti rakan, tetapi DAP mempunyai hak untuk bersuara jikalau sesuatu perkara yang berlaku di dalam parti itu akan memberi impak terhadap sokongan Rakyat terhadap Pakatan Rakyat.

Jikalau PAS bergabung dengan UMNO, maka ini telah membelakangi konsep “PAS untuk semua” yang selama ini dilaung-laungkan oleh PAS dan merupakan satu pengkhianatan terbuka kepada pengundi-pengundi bukan Muslim dan pengundi-pengundi Muslim yang tidak menyokong dasar-dasar perkauman UMNO.

Perlu diingat bahawa punca utama kekalahan besar UMNO dan BN dalam pilihanraya umum yang lalu adalah disebabkan dasar-dasar perkaumannya yang memudaratkan perpaduan nasional. Oleh sebab itu, UMNO bukan sahaja gagal memenangi kuasa kerajaan negeri Kelantan, malahan UMNO dan BN turut kehilangan kuasa kerajaan negeri di Kedah, Pulau Pinang, Perak dan Selangor.

PAS tidak akan dapat mencapai keputusan yang sebegini cemerlang dalam pilihanraya umum yang lepas dengan memenangi 23 kerusi Dewan Rakyat di Parlimen dan 83 kerusi DUN dan sekaligus menjadi Menteri Besar di negeri Kedah, Perak dan Kelantan jikalau tidak mendapat sokongan padu daripada pengundi-pengundi bukan Muslim.

Sokongan yang dihulurkan oleh pengundi-pengundi bukan Muslim terhadap PAS bukan kerana mereka menyokong dasar negara Islam atau masalah perpaduan orang Melayu. Mereka menyokong Pas kerana mereka sudah jemu dengan hegemoni perkauman UMNO dan berhasrat untuk membawa satu perubahan dan pembaharuan.

Kesemua ini perlu dipandang serious oleh PAS. Jikalau tidak, PAS akan ditolak sebulat-bulatnya oleh pengundi bukan Muslim dalam pilihanraya yang akan datang.

Growing old waiting for a bus

CHERAS: Time weighs heavily on the hands of hundreds of senior citizens and pensioners in as many as 10 housing estates in Cheras.

As if growing old isn't bad enough, they also have to suffer long waits for public transport and endure long journeys just to get to a post office or a bank.

The public transport system in areas in Cheras, including Taman Koperasi Cuepacs Batu 71/2, is pathetic, say some pensioners who live there.

To make matters worse, it's 10km to the nearest post office and bank where they collect their pensions every month.

Civil servant pensioner S. Mylvaganam, 67, said residents have been facing problems with the RapidKL bus services for three years.

"The RapidKL buses do ply our neighbourhood but we have to walk a long distance to the nearest bus stop. Once there, we have to wait for almost an hour for a bus.

"Even then the bus that plies our area (RapidKL U405) only stops at Taman Segar bus stop; we have to board another bus to go to the nearest bank or even to town," he said.

Mylvaganam, who moved into the area 10 years ago, said there are no banks or other public amenities near his housing estate and the other nine neighbouring areas.

"Is it too much to ask for these amenities to be provided nearer our homes? Many residents here are pensioners and elderly people. These amenities should be built nearby so people need not travel far."

He pointed out that some shoplots in Taman Alam Jaya, close to Taman Cuepacs, are vacant. "Why can't the authorities allow these premises to be used for post offices or encourage banks to move in there? It will make life so much easier for us who have served the government for a long time."

Mylvaganam said the nearest Bank Simpanan Nasional where civil servants' pension money can be withdrawn is in Taman Suntex, more than 2km from Taman Cuepacs.

There is no bus service to Taman Suntex and residents have to take taxis there. Mylvaganam said errant cabbies sometimes refuse to accept passengers because the journey was too short, and the fare too little.

"For old folks like us, 3km is not a short distance. Even the closest government clinic is about 3km from my taman.

"It is all right for those who have grown-up children living with them. The children can drive them to these places. But it is difficult for others who have to fend for themselves," he said.

In response, RapidKL official said the irregular bus service in certain areas was due to the traffic congestion in the city centre. "With such bad traffic conditions we cannot provide an accurate scheduling of bus services. We also need more buses to ply a wider area."

He said RapidKl was in the midst of rescheduling its bus routes and Cheras would be among the areas looked into.

Mylvaganam added that his neighbourhood was also badly affected by mosquitoes.

"Although the drains were cleared recently by the Kajang Municipal Council, this has not ended the mosquito menace.

"I hope the municipal council will carry out regular fogging in Taman Cuepacs. One never knows when dengue could break out," he said.

Council public relations officer Shahril Zapkah said council health workers had been conducting daily fogging in all areas under its jurisdiction.

"We have about 500 residential areas in Kajang and fogging has been scheduled for each area. However fogging itself is not the best solution; the mosquitoes will become immune if the pesticide is used too frequently."

He urged the residents to write to the council to organise gotong-royongs in their neighbourhood to deal with the mosquitoes.

刘永山:证实未曾有人申请‧非法佔地建筑物可依法拆除

(雪兰莪‧八打灵再也)SS3第39路的小礼堂及巫统北干双溪威区部被指非法占用州政府土地,受促马上撤离。

根据甘榜东姑州议员刘永山向八打灵县土地局查询,经过调查,发现这2栋建筑物是建在空地上,而且没有任何人提出申请。

刘永山指出,有关占用的人士应该马上撤离,而且根据法律,非法建筑物应该马上被拆除。

要求开放善用建筑物

他表示会在州议会提出相关课题,同时要求州政府及相关单位开放该建筑物,让居民善用,并建议用作当地社团组织的活动地点。

若不是民联政府,也不会发现事实的真相,因此希望土地局执法组严加执法。

刘永山是在接获当地居民不满的投诉后,揭发此事,并在今天召开新闻发布会。出席的还有雪州行动党总部执行秘书柯林良及刘永山助理宁生等。

小礼堂周围长满野草

这间位于SS3/39的小礼堂(Dewan Respon)荒置已久,周围长满野草,已经许久无人进出,而建筑物入口处还掛了SS3睦邻计划的牌子。刘永山指出,这栋建筑物的一切税务也无人缴交。

此外,该睦邻计划还有一个货柜办公室在第33路,一样鲜少有人使用。刘永山对处冬眠状態的睦邻中心拥有2个办事处感到不解。

巫统区部被充幼儿园

另一栋较小的建筑物,標明是巫统北干双溪威区部,周围清洁,仅有一些落叶,虽然当时大门深锁,但是明显有人打理。根据在附近工作的人士表示,这栋建筑物已经有5年时间,而且被当作幼儿园。

较早前,莲花苑州议员李映霞及首邦市州议员杨巧双也同样揭发民眾会堂遭占用,不同的是,上述所指的2栋建筑物是非法占用土地。

“我们愿付一切相关费用”

针对这2栋建筑物,刘永山表示,他会正式向双溪威青年俱乐部提出,要求他们致函申请该建筑物作为幼儿园的地点。

他表示,该俱乐部是非营利组织,在当地相当活跃,而且急需物色適当地点。若成功申请,他们愿意缴付一切相关费用。

Watch out WQX8895 and WGV5571





I was driving along Damansara-Puchong Highway (LDP) on my way back from Kg Cempaka to my office in Paramount Garden and there when I stopped at the traffic lights at Taman Megah interchange, waiting patiently for the lights to turn green, here comes a few reckless drivers from my right trying to jump queue and cut into our lane.

I managed to take some snapshot at those vehicles. The first vehicle to cut the lane was a Toyota Innova 2.0 (Registration number WQX8895). No sooner after that, another red Perodua Kancil EX850 (Registration number WGV5571) popped up from behind. Their vehicles blocked cars from behind from making their u-turns.

No enough with that, when I looked at my right back mirror, a Toyota Hiace was also trying to cut his way in, blocking a lorry behind from continuing his way.

I hope with this post will let more people know that they are drivers around with their digital cameras taking snapshot of their rude driving behavior on the road.

Isu muzakarah-muqabalah: Ahli akar umbi mula gusar

KUALA LUMPUR, 29 Julai (Hrkh) - Majoriti pemimpin PAS negeri dan kawasan begitu gusar dengan perkembangan dan kenyataan pemimpin PAS berhubung isu muzakarah atau muqabalah PAS dan Umno yang hangat diperkatakan sekarang.

Mereka bimbang isu berkenaan bakal mengundang salah faham dan tanggapan di kalangan ahli dan penyokong parti atas pelbagai pandangan pemimpin PAS yang terdedah kepada eksploitasi media.

Ketua Pemuda PAS Johor, Khairul Faizi Ahmad Kamil berkata ramai yang menyuarakan pandangan terutamanya di peringkat bawah mula berasa takut berhubung muzakarah PAS dan Umno.

Malah katanya, keresahan ini turut dicurigai Kelab Penyokong PAS apabila mereka mendengar berlakunya perbincangan mengenai muzakarah ataupun istilah baru muqabalah.

"Contohnya semasa saya ke Perak baru-baru ini kelab penyokong persoalkan kenapa PAS perlu bertemu dengan Umno sedangkan selama ini mereka lebih percayakan PAS," katanya semasa dihubungi Harakahdaily hari ini.

Bukan itu saja katanya, malah ada ahli-ahli yang mengugut mahu keluar parti gara-gara isu muzakarah tersebut.

Beliau berkata, isu muzakarah menampakkan Umno lebih menggembar-gemburnya.

Tambahan pula dakwanya, ia menjadi senjata untuk memecah-belahkan perpaduan dalam PAS.

Sehubungan itu, beliau berharap isu muzakarah hendaklah dihenti.

Katanya, biarlah Muktamar PAS ke-54 yang akan berlangsung pertengahan Ogos depan menjadi medan untuk perwakilan membincangkannya.

"Jika mereka mahu timbulkan isu ini dalam muktamar ini mereka membuat keputusan sama ada mahu meneruskan ataupun sebaliknya.

Sementara itu, Yang diPertua PAS (YDP) kawasan Batu, Ishak Surin berkata, secara umumnya beliau melihat ahli PAS tidak setuju sama ada muzakarah atau muqabalah kerana ia boleh menjerat PAS.

"Saya minta pemimpin PAS henti sama sekali dan bincanglah dalam muktamar di Perak nanti," katanya kepada Harakahdaily sebentar tadi.

Beliau berkata, perkara ini juga dikhuatiri akan mencemarkan nama parti.

"Saya harap kita semua membuat keputusan di muktamar kerana ini adalah isu besar dan sangat serius," katanya.

Apatah lagi katanya, orang-orang di peringkat pertengahan sepertinya selalu berdepan dengan rakyat.

Lebih-lebih lagi katanya, PAS sendiri mula dapat sokongan daripada orang bukan Islam.

"Ini yang penting dan kita sebenarnya boleh berdiri sendiri di atas sokongan rakyat yang terdiri dari pelbagai bangsa dan agama.

"Takkanlah begitu mudah PAS mahu bermuzakarah dengan Umno sedangkan sekarang ini PAS sudah jauh melangkah ke depan untuk maju seiring dengan sokongan padu daripada rakyat jelata," katanya.

Katanya, ini juga selari dengan sokongan rakyat terhadap perjuangan PAS yang berlandaskan Islam.

Dalam pada itu, seorang pesara dari Setiu, Terengganu, Che Man Che Mud yang menghubungi Harakahdaily pagi tadi menyifatkan tindakan bermuzarakah dengan Umno kurang profesional.

"Nampaknya apabila Umno sudah tenat barulah mereka hendak berbincang dengan PAS.

"Ini menjejaskan keyakinan ahli-ahli dan penyokong-penyokong PAS kerana tidak semua rakyat bersetuju langkah tersebut.

"Kita risau Umno hanya berlembut dalam keadaan mereka lemas tetapi selepas PAS menolong mereka akan menggigit kita pula," katanya.

Tambahan pula katanya, setelah penat penyokong parti bekerja dengan mudah pula pimpinan membuka ruang untuk Umno bermuzakarah.

Katanya, ini yang meragukan semua pihak.

Sementara itu, Timbalan Ketua Muslimat PAS, Selangor, Noraini Husain berkata, dalam suasana sekarang seeloknya muzakarah tersebut ditangguhkan.

Ini katanya, Umno sememangnya mencari kesempatan untuk mengeksloitasi segala isu yang timbul dan ini akan menyebabkan sokongan terhadap Pakatan Rakyat menjadi semakin goyah.

"Jika dilihat dalam suasana sekarang ia menyebabkan hubungan PAS dan Pakatan Rakyat akan renggang," katanya kepada Harakahdaily.

Katanya, walaupun muzakarah bukan ke arah pembentukkan permuafakatan di antara PAS dan Umno, keputusannya hendaklah diputuskan dalam muktamar nanti.

Bagaimanapun, beliau tidak menafikan pimpinan atas lebih nampak kesan dan akibatnya mengenai muzakarah tersebut.

Dalam pada itu, Timbalan Ketua Muslimat PAS Pahang, Salamiah Mohd Noor berpandangan semua pihak harus memahami usaha yang mahu dilakukan pucuk pimpinan tertinggi parti.

"Kita sangat percaya kepada pimpinan dan muzakarah itu diputuskan oleh Majlis Syura.

"Jadi saya mengambil sikap bahawa kita memberikan keyakinan dan kepercayaan terhadap keputusan yang dibuat oleh kepimpinan kita," katanya semasa dihubungi pagi tadi.

Dengan itu katanya, sebagai ahli bawah beliau mengikuti perkembangan dari semasa ke semasa untuk memastikan sumber yang sampai itu betul.

"Kita sangat bimbang berita-berita yang disampaikan itu dimanipulasi oleh pihak tertentu," katanya.

Menurutnya, sumber itu ada masanya apabila sampai kepada orang bawah, sumbernya tidak betul.

Ini katanya, ada dakwaan sehingga kepimpinan tertinggi PAS mahu masuk Umno dan sebagainya.

Katanya, muzakarah itu bukan mahu mengubah dasar parti dan apabila Umno menerima muzakarah tersebut ahli PAS tidak perlu melatah sebaliknya serah kepada pucuk pimpinan. - mks

马来西亚佛光山近千人参加佛学会考

由马来西亚佛光山主办,马来西亚佛光山人间佛教读书会承办的「2008年佛学会考」,27日早上10时在全国各地13个考场同步进行,计有近1000人报考,报到人数达90%,参加年龄从最小的6岁至最年长为76岁。每一位报考生皆获一份精美纸製笔筒,以示鼓励!
  
今年考试组别涵盖小学组、公开组以及英文组,出题方式包括选择题、是非题、简答题等,参加者只需要熟读大会所提供的《佛光教科书》内容即可参加。
  
由于往年特别增设乐龄组的迴响良好,今年依旧安排此组别,让长者可以活到老学到老,共沾法喜。
  
马来西亚佛光山文教中心当家如行法师在主持启封仪式时表示,学员们要以欢喜心、平凡心以及功不唐捐的心态来引接佛学会考,毕竟佛学会考是长远的目标以及净化身心,从中提升佛法知识的内涵及滋长法身慧命;即使在考试前要付出时间和精力来阅读,但是所付出的一切在未来的日子一定会有所收获。
  
甘榜东姑区州议员刘永山受邀在佛光文教中心主持启封仪式时致词,即使社会上出现林林总总的民间宗教,但是他赞嘆佛光山扮演着正信佛教的角色,提倡佛陀的教育以及佛法的意义,让大家活出自己的人生。最后勉励所有的考生最重要之处是要将佛法生活化,厘清人生的意义和努力的实践佛陀的教导。

佛光山文教中心松鹤班学员尤福财(71岁)表示今年已是他第叁次参加佛学会考,最大的收获是让他在佛法的道路上持续的前进以及增加他对阅读的兴趣,尤其是透过考试让他更清楚自己对于佛法的认识有多深以及应该加强的地方。不仅如此,他也感言佛法是需要经常温故知新才能提升对佛法的认识。
  
佛光山文教中心儿童班学生陈衍河(7岁)表示他是第一次来参加佛学会考,但是他一点儿都不紧张,而此次是父母亲鼓励他报名参加。他觉得佛光儿童班的教科书内容很有趣,而且很吸引他。为了这一次的考试,他也在家里和经常和哥哥一起温习。

Stop interfering in our affairs, Kedah PAS tells DAP

ALOR STAR: Kedah PAS has hit out at the DAP for interfering in the Islamist party's affairs.

Kedah PAS commissioner and Mentri Besar Datuk Seri Azizan Abdul Razak said the party also had the right to hold discussions with anyone, including Umno.

He said PAS would not follow the instructions of anyone in its struggle and as such, the DAP, which was its ally in the Pakatan Rakyat, had no right to stop or determine the party’s actions.

“PAS, DAP and Parti Keadilan Rakyat only cooperated as Pakatan Rakyat to face the Barisan Nasional in the general election. (It is) not an alliance like Barisan,” he said.

“ Why must we follow others’ instructions?” Azizan asked.

He said this when asked to comment on DAP national chairman Karpal Singh’s statement that PAS’ participation in Pakatan should be reviewed following its action of having discussions with Umno on Malay unity.

Karpal Singh had said on Sunday that he considered PAS’ actions as being insincere as it raised doubts about its credibility in Pakatan.

The DAP politician's latest statement is seen as a sign of cracks in the Opposition coalition.

Azizan said Karpal Singh had no right to question any of PAS’ actions or ask PAS to refer to the DAP or Pakatan if it wanted to have discussions with Umno.

“Karpal Singh himself has said that it would be over his dead body if Pakatan ever talked to Umno. PAS has done so. Now it is up to him (to take further action),” Azizan said.

He said PAS actually welcomed the efforts of Prime Minister Datuk Seri Abdullah Ahmad Badawi, who is also Umno president, to have the discussions as PAS had long hoped that the noble intention would be realised.

“The story of PAS urging Umno to hold discussions is not new, so there is nothing to be worried about by the parties in Pakatan,” Azizan said. – Bernama

改朝换代须靠实力

前马华妇女组署理主席兼前巴生区国会议员陈仪乔日前公布推出马华公会。

继民政党的李家全及陈记光等领袖以及前国大党青年团团长兼前哥打拉惹区国会议员威尼斯瓦兰纷纷推出各自之前所属政党之后,陈仪乔是最新一名退出国阵,也是第一名退出马华的重量级领袖。

在2008年2月国会解散前,陈仪乔是雪兰莪州巴生区国会议员,并出任国际贸易与工业部政务次长,但国会解散后就被除名,马华公会没有委派她参加第12届全国大选。

目前的巫统情况非常诡异,有人在言论和态度上已经缓和过去的种族霸权语调,但是也有一大部分依然忘不了过去种族霸权政治给他们带来的威风。

巫统巴西沙拉区国会议员达祖丁在国会大殿频频大发种族主义言论就是最好的例证。

‘怀小孩’京那巴丹岸区国会议员依然故我。看来308前后的巫统并没有什么改变。308之后的非巫统政党说话比较大声,但是来到国阵最高领导层会议、内阁会议等等,老百姓还听不到什么不同。

冰冻三尺非一日之寒。如果是一两个国阵前朝议员推出国阵,然后加入另一个政党,这是跳槽。但是如果一大群政党人士包括议员这么做,这已经超越‘跳槽’的定义,因为这是诸如‘出埃及记’(exodus)的大动作。

由此可见,我们可以预设国阵内有许多不满巫统的种族霸权政治,但是这些沉默的一群在过去二三年一直不敢出声。308过后,当在野党成功在五个州属夺下政权,间接激发这些人士的勇气。

但是,令人纳闷的是,退出国阵成员党人士毕竟只是前国会议员或政府高官,如前首相马哈迪等等。这些人士的退出在短期之内对国阵并不会造成巨大的伤害。

即使是胆敢向首相呛声的杨德利也只不过是一名前州首席部长,不是州议员,也不是国会议员,更没有在沙巴州政府机构出任任何职位。令人连想‘无官一身轻’的背后意义。反之,沙巴进步党斗湖国会议员蔡顺梅和署理主席陈树杰都是身居国会议员和副首长职位,讲话就不能太直接。

民联如要短期之内执政中央,则必要仰赖现任国阵国州议员的大动作。大动作的背后就是勇气,马来西亚要改革,需要的是有勇气的人,如果这些国阵议员连那一丁点的勇气都没有,那么改革始终事倍功半。民联则必须按部就班,以实力取胜,无需继续浪费时间挖角。

First batch of aid for Kg Tunku folks


KAMPUNG Tunku assemblyman Lau Weng San and PJ Utara MP Tony Pua recently distributed the first batch of aid from the Selangor state government to the poor and representatives from welfare homes in Lau’s constituency.

Forty families and two welfare homes - Rumah Hope and Lovely Disabled Home - comprised the first batch of recipients. Lau said the remaining goods would be distributed in the coming weeks.

Each poor family received one 5kg bag of rice, 1kg of sugar and one can of sweetened creamer, while each welfare home received 50 units of rice, sugar and sweetened creamer.

“Each assemblyman will be given 700 units of the three items to be distributed in their constituencies. Most of those who will be receiving the aid in my constituency come from Sungai Way and Sri Aman,” Lau said, adding that the aid distribution to welfare homes was done on his own initiative.

“Those who qualified for the aid are mainly families who have a household income of less than RM1,500, but consideration is also given to families of school-going children with a certain income who are in need of the aid as well,” Pua said.

Lau said registration for the aid was still ongoing, and families who would like to apply need to attach a copy of documents like identity card, payslip and children’s birth certificates.

He cautioned that the assemblymen have the right to take back the aid should the applicants supply false information.

Meanwhile, Lau said that all Petaling Jaya city councillors’ committee meetings have started, or will be held within this month, including the One-Stop Centre committee meeting represented by councillors Derek Fernandez, Assoc Prof Dr Melasutra Md Dali, Robert Tan and Halimey Abu Bakar.

“The MPs and assemblymen have been invited to sit in on the meetings as observers,” Pua said.

“Now that we have a proper channel, a lot of the complaints that have been brought up over the past few months will be brought up again at the committee meetings,” said Lau.

“Most of the major issues will be channelled via the councillors, who have been assigned their respective zones in PJ and will be working closely with the assemblymen.”

He also welcomed the public to send him questions which he could submit for the next state assembly, which is scheduled to be held from Aug 20-22.

Each assemblyman is allowed to send in 10 oral and 10 written questions. Submission deadline is July 30. The questions should be sent via his email lauwengsan@gmail.com.

乐富门交通圈建交通灯‧年杪摆脱塞车苦

(雪兰莪‧八打灵再也)长年累月受乐富门交通圈塞车问题困扰的驾驶人士,可望在今年杪摆脱塞车的痛苦。

人民公正党八打灵再也南区国会议员许来贤披露,他目前正等待交通规划专家提呈报告。他说,一旦报告证实在乐富门交通圈设立交通灯是可行的短期措施,此计划便可在1个月内动工,然后在3个月内完成交通灯的建设工程。

他周四(24日)联同公正党国会议员蔡添强与罗国本拜访《光明日报》受询时指出,他拟定3项措施解决乐富门交通圈塞车问题,一是每天安排交警维持交通的短期方案;二是设立交通灯;叁是扩大当地的路段以纾解交通。

他强调,前国阵州政府计划在乐富门交通圈建立高架天桥是不可能实现的措施,因为一方面州政府没能力承担6000万令吉拨款;而在第九大马计划下,中央政府也没有拟定这笔款项。

他说,交通灯的拨款是20万令吉,交通规划专家将根据乐富门交通圈的车辆流量,作为设立交通圈的标准,并拟定2周内完成报告。

“初步了解,乐富门交通圈的车流量并不高,所以设立交通灯是可行措施,而八打灵再也市政厅已同意此建议。”

许来贤披露,他将在下周与发展商讨论加阔有关地区的路段面积,使道路增至两条车道,工程预计2年内完成,而总拨款是2000万令吉,其中一部分拨款由发展商负责。

“在短期措施下,警方目前安排两至叁位交警,每天在繁忙时段维持交通秩序。”

较早前,民主行动党甘榜东姑区州议员刘永山披露,为了纾缓交通流量,市政局推出“八打灵再也地方蓝图”,初步计划废除乐富门交通圈,改以交通灯取代,而附近的希望路(Jalan Harapan)、士马兀路(Jalan Semangat)、大学路(Jalan University)及19/1路也会全面加宽。(TKM)

交通圈常现车龙


乐富门交通圈位于八打灵再也17区与《光明日报》及《星洲日报》八打灵再也总部通往SS2的交接点。由于位置不适当,一直以来出现严重塞车,在佳节前夕甚至会阻塞大半天,成为驾驶人士最头痛的塞车黑区。

乐富门交通圈是通往灵市各个地区的主要道路,从马大和马大医院、东南亚花园、灵市SS2、16区、17区、14区等,都需要经过这个交通圈。

一旦有车辆拋锚塞在单边路、发生车祸或因附近公司举行大倾销,都会造成交通圈在非繁忙时间出现车龙。此外,由于17区组屋和马大宿舍前的早市巴剎,使交通圈几乎每周四出现大塞车。

本月10日早上10点,乐富门交通圈又无故大塞车,由于一些车主不让路,单是在交通圈前就发生好几宗车祸,令塞车情况更严重。

Shop lots in place of parking lots

PETALING JAYA: Residents of Sri Aman low cost flats between Paramount Garden and SS1 are dismayed that their motorcycle parking lots have been turned into a business area.

A restaurant, a sundry shop and several other shoplots now stand on the grounds of their covered parking lot under their flats.

This has led to the residents having to park their motorcycles further from their homes, and resulting in many bikes being stolen.

The residents are upset with developer of the flats for turning their covered parking spaces into shop lots.


"Many of the motorcycles have also been vandalised," said one resident.

He claimed that the developer, Sri Aman Development, had gone against their Sale and Purchase agreement.

Resident Ruslan Basri, 48, said under the Sale and Purchase agreement, the developer could build only a maximum six shop lots, but now there are 13 shop lots.

"They have no right to turn our parking lot into shop lots. They have broken the regulation by allowing more than six shop lots in one premise," he said.

Ruslan pointed out that according to MBPJ guidelines for every 40 units, there should be one shop lot.

"There are 340 units here, so there should be nine shop lots and not 13," he said.

"We want our parking lot back. We feel that the developer has taken advantage of us," he said.

However, the residents were told by the developer that the shop lots were built with approval from the Petaling Jaya City Council.

Ruslan said the developer should have discussed the project with the residents first.

Kampung Tunku state assemblyman Lau Weng San said that the developer had no right to build shop lots unless the residents asked for it.

"What the developer did was not right," said Lau who promised to bring the matter up to MBPJ.

Meanwhile, Petaling Jaya Utara Member of Parliament, Tony Pua said that the developer acted without any regards for the residents.

"I just hope that in future the selection of developers is done in a proper manner. We don't want a few black sheep to tarnish the image of developers," he said.

爭取绕道官民起衝突

万挠新村高压电缆事件纷扰多年,村民於3年前开始爭取高压电缆绕道,事件从去年3月开始白热化。村民拒绝与土地局洽商赔偿数额,並多次提出绕道计划,而国能曾多次欲施工,惟皆遭到村民的抵抗,甚至曾因此爆发肉身挡神手、肢体衝突、村民被捕等事件。

当时的马华万挠州议员拿督邓诗汉多次与爭取绕道、反对逼迁的万挠新村工委会,以及国能代表进行会议,但最终仍无法达成协议。期间,曾出现“只要雪州政府拨地即可绕道”的说法,但最终也没有落实,过程中更出现“幽灵屋”的说法。

经过308大选,雪州政权易主,而士拉央国会议员及万挠州议员分別由公正党梁自坚及顏贝倪中选。在雪州政府和顏贝倪的紧密配合下,雪州大臣丹斯里卡立最终决定6月18日將作出是否绕道的定夺。

不过,卡立於6月18日与国能及工委会委任的专员进行会议后,以暂时无法解决技术性问题而初步决定根据国能提呈的建议图行事,令村民备感失望。不过,卡立將在6月26日再度拜访万绕新村,並在听取民意,才作出最后决定。

万挠电缆绕道风波‧传顏贝倪引咎辞职‧村民:不应辞职‧面对事实

(雪兰莪‧八打灵再也)万挠新村高压电缆绕道课题经过多年纷爭,距离雪州大臣週六(26日) 到访新村作出最后决定还有数日的时间,但是万挠新村已经流传万挠区州议员顏贝倪指一旦无法兑现与人民爭取绕道的承诺,將引咎辞职之说,村民皆为此感到无奈和可惜。

当地村民在投选出新政府及代议士后,以为这起事件终露曙光之际,雪州政府却在最后一分钟“紧急煞车”,拋下“如无法解决技术问题,將以国能的建议作准”的初步决定,教村民失落无比。

万挠新村一名不愿具名的家庭主妇向《光明日报》透露,村民虽对大臣的初步决定感失望,但是,村民目前的情绪还是稳定,並爭取最后的努力。

不过,她声称,村民最近却接到消息,指公正党州议员顏贝倪如无法完妥善处绕道的问题,將自动引咎辞职,使心情低落的村民感到无奈。

村民;没有怪她

她坦承,她们並不能肯定顏贝倪最终是否真的引咎辞职,但是,他们可以了解到顏贝倪连日来忙於澄清谣言和安抚民心,並且採取行动反击敌对政党的打击,一定备感压力。

她提出,村民辛苦投选出新任代议士,无非想要一个有干劲肯奋斗的年轻人为村民爭取权益,但是,她无奈顏贝倪遇到一点点挫折就要意放弃。

“我们一起走过风风雨雨,努力爭取绕道,村民好不容易才看到一线曙光。如果她现在就要放弃,那么敌对人士不就拍手掌叫好了吗?”

她认为,村民不是“矇渣渣”(糊涂),他们从多年来的高压电缆绕道事件中,可以看得出谁真的为村民著想,而谁又是表面支持却暗地里泼冷水。

“我们是明白事理的人,万挠高压电缆绕道的问题不是一朝一夕就可以爭取,我们知道顏贝倪其实都在尽心尽力,所以我们都没有怪她。”

她劝勉顏贝倪说,村民並没有放弃,顏贝倪更不应该放弃。

吴亚九:村民情绪稳定
无人要顏贝倪下台

万挠新村爭取高压电缆绕道、反对逼迁工委会主席吴亚九受访时声称,顏贝倪一旦无法为民爭取绕道而將引咎辞职之说,他对此並不知情。他说,村民目前的情绪稳定,无人要求顏贝倪下台。

不过,他认为州议员有必要对无法兑现的承诺作出交代,至於是否有必要引咎辞职,他则表示不宜置评。

他认为,村民无论如何都会坚持要求绕道到底,如果雪州政府最终都无法顺从民意,他相信事情还是会继续被拖延下去。

受询顏贝倪引咎辞职会为村民带来的反应,他开始时表示將有许多村民作出挽留,不过,他过后却拒绝评论村民对顏贝倪的评价。

“我们没有权力叫她下台或著留下,这要看她个人的意愿,但是,她早期答应会替人民爭取,但是,她现在做不到的话,就要作出交代了。”


他认为,如果顏贝倪放弃,肯定会使敌对阵营“开香檳庆祝”,这是因为政治因素使然。

UMNO-Pas government is unviable, impossible and unsustainable

There have been disenchantments about the so called UMNO-Pas talks in the media lately.

Yesterday, there was a report in Malaysiakini.com that former Selangor Mentri Besar, Dato’ Seri Khir Toyo held talk with Selangor Pas leaders to jointly rule Selangor days after 3rd March political tsunami.

While leaders from various Pakatan Rakyat are quite open-minded towards similar talks held at the national level, it will be quite impossible for such idea to materialize in Selangor.

BN Selangor is basically reduced to UMNO alone as MIC, PPP and Gerakan are completely wiped out while MCA is reduced to a mosquito political party with only two state seats and one parliament seat, making it the one of the most irrelevant component parties in BN.

UMNO has 18 ADUNs and together with MCA’s two and PAS’ eight. Looking at the number alone, it is clear that the three parties are unable to form a stable state government as the total number is only 28 seats, half of 56.

PKR and DAP are holding 28 state seats in Selangor. Compared this line-up with the proposed BN-Pas line up, it will not be difficult to discover that if the latter scenario materialized, it will be a line-up which 90 percent of its assemblymen are Malay with only one female. This line-up fails to represent the racial breakdown in Selangor.

When UMNO proposed to have a coalition government with PAS, we can immediately foresee the ill intention of UMNO of having a monoethnic-dominant government which is unfeasible, unviable, impossible and unsustainable. It is hopeful that leaders of all Pakatan Rakyat can understand the true colour of UMNO.

巫统—回教党联合雪州政府不可行、不可能和不持续性

针对最近媒体频频报道巫统和回教党举行会谈,许多人士对此表达不满。

昨日,著名网络媒体当今大马刊登一则报道,即前雪州州务大臣拿督斯里基尔曾经在3月8日政治大海啸之后和雪州回教党领袖举行谈判,以便成立联合执政政府。

虽然民盟各成员党领袖对类似巫统—回教党的谈判抱持开放的态度,但是我认为巫统若要和回教党在雪州组成联合州政府是不可能的事。

经过308政治大海啸之后,雪州国阵基本上已经溃不成形。雪州民政党、国大党以及人民进步党在雪州全军覆没,而雪州马华已经沦为一个只有两个州议席和一个国会议席的蚊子党。因此如果我们所看到的雪州国阵基本上跟巫统是没有什么两样,因为在雪州,巫统一共赢得18个州议席。

巫统的18个州议席、马华的两个州议席,如果再加上回教党的8个州议席,总数是28个州议席。

雪州行动党和雪州公正党所赢的州议席总和也是28席。就数字上来说,国阵—回教党联合政府是不可能成立的。如果国阵(巫统)和回教党能够成立州政府,那么这将会使一个拥有超过90巴仙马来议员和只有一名女性议员的州政府。这根本无法反映雪兰莪州内的种族比例。

因此,当巫统建议要和回教党谈判成立联合州政府一事,我们可以立即看到巫统背后居心不良的真面目——要成立一个单一族群的政府——而这是根本不可行、不可能和不持续性的方案。希望民盟成员党的领袖能够真真看清巫统的真面目。

Flat dwellers seek MP’s help

RESIDENTS of the Sri Aman low-cost flats in Petaling Jaya are plagued with a host of problems, among them a lack of parking space for cars and motorcycles, and excessive number of shoplots.

Sri Aman Low-Cost Flats Residents Association chairman Ahmad Fauzi Mat Said and deputy chairman Ruslan Basri brought up the problems during a meeting with PJ Utara MP Tony Pua.

Kampung Tunku assemblyman Lau Weng San and two Petaling Jaya City Councillors – Tiew Way Keng and S. Ramakrishnan – were also present at the meeting.

According to Ruslan, their sales & purchase (S&P) agreement stated that there would be only six shoplots at the flats, but the number had increased to 13 when they moved in the middle of 2006.

“We checked with the MBPJ (Petaling Jaya City Council), which said that the developer had requested to increase the number of shoplots. But the residents were never consulted on the request or informed of the reason for the increase,” Fauzi said.

“We want the additional seven shoplots to be emptied so the space can be used as parking space for motorcycles as per the original plan,” he said.

“Some of the flats are also leaking, while the large gap between the stairs poses a danger for the children,” he said.

“There is also a deep and wide drain parallel to the exit road which we want closed for safety reasons,” Fauzi said.

Ruslan said of the 340 flat units, 300 are occupied by former squatters of Kampung Taman Aman, while the remaining 40 were sold to outsiders or brokers.

“Priority to buy the 40 units should have been given to the residents’ children, as most would want to remain close to their families after getting married,” he said.

According to Pua. even though the MBPJ guideline states that there is a ratio of one shoplot for every 40 residential units, this is irrelevant because the contract signed between the developer and residents specifically states only six shoplots.

“If the developer wanted to make any changes to the contract, they should obtain the agreement of the buyers before revising it,” he said.

“What we have now is a breach of contract. A supplementary agreement should have been attached to the S&P if the developer wanted to increase the number of shoplots,” Pua said.

Ramakrishnan said he would highlight their problems at the next MBPJ sustainable committee meeting.

Tiew said a sub-committee under the economy, investment, industrial and privatisation committee would set up a task force to audit those who are qualified for low-cost flats.

Lau said he hoped the MBPJ would be able to resolve the problems soon, and that the council should be more careful in constructing and allocating low-cost flats in the future.

“On the state government’s part, it should be careful in the selection of developers for such projects because we don’t want the good name of the building industry to be tarnished by a few black sheep,” Lau said.

雪州政府点名观察 或撤换安邦市会主席

(莎阿南20日讯)《南洋商报》探悉,遭雪州政府“点名”被观察中,或被撤换的地方议会主席,极有可能是安邦再也市议会主席拿督莫哈末耶谷!

雪州行政议员刘天球昨日透露,雪州政府目前正在观察一名表现欠佳的地方议会主席,经过本报明察暗访,这个被点名的人,就是近来频频面对不利课题的莫哈末耶谷。

商家业者指处事不公

消息向本报指出,雪州内近来问题及投诉多多的市议会“嫌疑”包括安邦再也市议会、八打灵再也市政厅等。其中,安邦再也市议会主席被指与雪州政府的合作关系欠佳,嫌疑最大。

此外,月前在雪州政府公布州内的县市议员名单期间,爆发3名市议员人选有案底的风波,尽管最后其中2人签下宣誓书,另外一人自动退出,结束这场风波,然已让安邦再也市议会蒙上“阴影”。

而最近也有一群来自安邦再也的商家及业者们,联合炮轰安邦再也市议会主席,在处理许多课题上出现不公现象,并已针对此事求助雪州政府及要求撤换该市议会主席。

掌管地方政府及研究常务委员会主席刘天球受到本报询问时,始终不愿证实哪一个地方议会主席的表现欠佳,只表示的确有一个地方议会的主席正在受到州政府的“观察”。

循序渐进改变工作风气

他说,州政府的确有接获民众对于州内多个地方政府的各项投诉,当中有些有被报章报道的,不过州政府也接受市民私下的公函投诉。

“如果州政府接获许多相同地方议会的投诉,就会进行观察该地方议会的表现,及在必要时采取行动。”

他受询时说,许多地方议会的管理层,在过去国阵政府领导下的管理风气都已“根深蒂固”,雪州民联在执政雪州政府后,的确发现不少地方议会内存有弊病。

“要他们在一朝一夕间改变是很难的,因此州政府会以循序渐进的方式来进行,不会过于激进以免造成反效果,例如改变地方议会的工作风气、公务员的工作态度等等方面先开始。”

安邦市会主席若被撤换 部分市民乐意接受

(莎阿南20日讯)如果“嫌疑”最大的安邦再也市议会主席拿督莫哈末耶谷果真被撤换,部分安邦再也市民将会乐意接受。

做事敷衍塞责

一名与莫哈末耶谷共事一年多的知情者向《南洋商报》揭露,莫哈末耶谷喜爱摆“官爷架子”,做事向来敷衍塞责,经常以公务繁忙为由,拒绝参与亲民活动,令他与市民之间出现“代沟”,引起市民不满。

“区内举办过的多项居民对话会,他都是首位被受邀的,不过,他从来没有露面,对民生问题漠不关心。”

她指出,莫哈末耶谷一味将投诉的问题交予其秘书跟进,根本没有对区内的事情表示关心,好比最近因为网咖业者对前者不满而发动示威行动,声称要前者下台。

因此,她说,如果莫哈末耶谷真的是传闻中会被撤换的市议会主席,相信是该区市民“梦想成真”的时候,且值得高兴。

知情人士也直言,莫哈末耶谷可谓“最多人投诉”的市议会主席,因此如果将他撤换可会改善该区会的问题。

灵市政厅 11委员会成立‧近期展开服务



(雪兰莪‧八打灵再也)甘榜东姑州议员刘永山披露,八打灵再也市政厅11个委员会已正式成立,其中以市议员哈里梅、陈昌集、美拉苏特拉教授及德利费南德斯为首的一站式服务中心委员会,也会在近期展开服务。

他补充,就他所了解,一站式服务中心委员会已在数天前进行会议,并会在近期着手处理居民所投诉的民生问题。

促居民电邮方式提问题

他也针对雪州议会会议将在8月20至22日进行,而呼吁甘榜东姑选区居民在7月30日前把他们面对的问题以电邮方式告知他,以让他在以书面或口头提出有关问题。

他周六上午偕同八打灵再也北区国会议员潘俭伟于其服务中心,即雪州行动党总部派发食品给贫穷家庭时,如此表示。

收入少家庭可申请米粮

刘永山呼吁居住在甘榜东姑选区收入少于1500令吉的家庭,前往其服务中心登记,以取得雪州政府派送的米粮、白糖及炼奶。

他说,想申请有关食品的家庭,只要前往雪州行动党总部填写有关表格,并附上大马卡副本、孩子报生纸或大马卡副本及薪水单(或J表格),符合资格者就可以取得食品。

“如果家庭收入有2000令吉,但还有孩子在求学的家庭,也可以提呈有关申请,雪州政府将给予适当的考量。”


雪州政府派送食品予贫户

刘永山表示,由于生活不景气,所以雪州政府决定派送食品予贫户,以减轻雪州子民的负担。

他说,目前该选区已取得700包5公斤白米、白糖及炼奶,第一批受惠的为四十多户来自甘榜东姑的居民,其中希望之家和爱心之家分别各获得50包米、白糖及炼奶。

潘俭伟表示赞赏


另一方面,潘俭伟在会上赞赏雪州政府派发食品给贫户的政策,并认为有关方式是最直接协助贫户面对通货膨涨的方法。

他指出,虽然中央政府在调高油价后,有给予现金回扣,但有关回扣只能让拥有符合条件的车主申请,并不是所有贫户可以受惠。

“有些贫户家庭是完全没有能力购买车子,他们不但没有办法取得汽油涨价后的车子现金回扣,还要承担汽油涨价后,百物涨价的压力。”

询及区内的组屋问题时,潘俭伟说,目前灵市地区有3个廉价组屋计划在进行中,一旦组屋竣工,相信可以容纳更多之前无法申请到廉价组屋的居民,也可以让暂时被安顿在梳邦谷的居民搬迁至该处。

SS3 folks upset by Syabas’ action

RESIDENTS of Taman Seaport in SS3, Petaling Jaya, were appalled by the sight of the bulldozed slope in Jalan SS3/51.

The residents had only wanted Syabas to trim the trees around the reservoir, said SS3 Taman Subang secretary Musa Abdullah.

“Syabas had promised to cut down only the trees that were growing within the gridline and to replant them, but as it turned out, they just cut down all the trees,” he said.

According to a letter from Syabas, it had received a complaint from residents in Jalan SS3/51 regarding soil erosion and fallen trees near their houses. It is also stated that the MBPJ landscape department had asked Syabas to cut down the trees that had fallen or were on the verge of falling, as the trees were of a species that was prone to rotting.

Musa said many of the trees that were felled were in good condition.

He also pointed out that this could lead to clogged drains and suggested that the authorities cover the drains.

“We want the Petaling Jaya City Council (MBPJ) to have a landscaping proposal within a week and get the residents’ agreement as it affects us,” he said.

Resident Alfred Chang was worried that his garden would be demolished as part of Syabas’ project.

“It was designed by the previous owner and I continued tending the garden after I bought the house.

“Although the garden is part of the authorities’ land, I see no need for it to be demolished as there’s no problem of soil erosion because we have used concrete terracing,” he said, adding that it was ironic the issue was cropping up at this time, just after the celebration of International Green Day.

According to Kampung Tunku assemblyman Lau Weng San, Syabas wanted to cut down the trees to insert ports to strengthen the stability of the soil.

“When we asked, Syabas said it had obtained a permit from MBPJ to do so but the latter denied it,” he said.

A stop-work order was issued on April 12, but work resumed after a month.

Petaling Jaya Utara MP Tony Pua said even if Syabas owned the property it had to obtain the residents’ agreement as it affected them.

“Syabas resumed work, stating that none of the residents had objected to it.

However, everything should be in black and white.

“Syabas should submit landscape plans to the MBPJ,” he said, referring to the verbal agreements made by Syabas.

Also present was newly-appointed MBPJ councillor Tiew Way Keng, who promised to raise the matter during the council’s full board meeting.

不分种族颁发奖学金

最近公共服务局调整奖学金配额引起马来社会的不满。许多右派马来组织最近纷纷站出来附议林茂区国会议员凯利的要求,即要求最高元首依据联邦宪法插手处理奖学金配额的问题。

他们的理由是这项措施将会打击土著社会的发展,扩大土著和非土著专业人士的距离。玛拉工艺大学名誉校长丹斯里阿都拉曼甚至认为,奖学金分配也应反映出大马的种族比率。

他说:“如果种族比例显示大马土著佔67巴仙,那大马土著专业人士比例须达67巴仙。若未达67巴仙,他们必须获得协助。”

这种以数字零和游戏作为分配国家资源的做法是落伍的。其背后理由说出来更是荒腔走板。

公共服务局奖学金的资金是来自全体马来西亚国民。既然资金是来自全体国民,就自然应该花在所有人民的身上,尤其是来自中下阶层但品学兼优的优异生,而不是依据种族或肤色来判断。

在之前,90巴仙的奖学金颁给考获马来西亚教育文凭的中五土著毕业生,让他们在国内外报读预科班,然后进入海外大学就读。

现在,公共服务局要调整奖学金数额,即把55巴仙的奖学金颁给土著学生,另外45巴仙则颁给非土著学生。

其实,不管是55巴仙还是90巴仙,当局以肤色来决定谁比较需要帮助是过时的做法。马来西亚要成一个真正先进前卫的国家,就必须抛开肤色的歧见。

有人说土著若占人口67巴仙,则应该获得67的奖学金,若这个道理可以接受,我们是否以后在生活的每一方面都要根据67巴仙的诅咒?例如土著获得67巴仙的小贩执照、德士执照、私人公司要有至少67巴仙的土著、甚至家庭成员也要有67巴仙的土著不成?我们是否也能够要求富裕的土著商家把其33巴仙的财富拨出来分发给非土著穷人?

可见这是多么不可思议的事!

要申请公共服务局奖学金,学生除了品学兼优之外,其家庭背景也是非常重要。我们没有必要为了填补土著固打而把珍贵的奖学金颁给来自中上阶层的土著学生,可是我们绝对不能因为土著固打而剥夺贫穷学生的升学需求,不管这名学生是来自什么家庭背景。

最近雪州政府为舒解贫困人民的生活压力,决定派发五公斤白米、一公斤白糖和一罐炼奶予月收入低于1500令吉的各种族贫穷家庭。虽然许多人认为这是民粹政策,但是在高通膨时代,这微薄的援助对他们的意义重大。

灵市政厅11委会成立‧一站式服务中心將启用

(雪兰莪‧八打灵再也)甘榜东姑州议员刘永山说,八打灵再也市政厅11个委员会已正式成立,其中以市议员哈里梅、陈昌集、美拉苏特拉教授及德利费南德斯为首的一站式服务中心委员会,也將在近日投入服务。

他週六(19日)与八打灵再也北区国会议员潘俭伟在雪州行动党总部,派发食品给贫穷家庭时提到,雪州议会会议將在8月20至22日进行,而甘榜东姑选区居民在7月30日前把他们面对的问题以电邮方式告知,让他在以书面或口头提出有关问题。

他不忘吁请住在甘榜东姑选区收入少於1500令吉的家庭,前往其服务中心登记,以取得雪州政府派送的米粮、白糖及炼奶。

欲申请食品须填表

他表示,想申请有关食品的家庭,只要前往雪州行动党总部填写表格,並附上大马卡副本、孩子报生纸或大马卡副本及薪水单(或J表格),符合资格者就可取得食品。

他补充,如果家庭收入约2000令吉,但孩子仍在求学的家庭,也可提呈有关申请,雪州政府將给予適当考虑。

刘永山说,目前该选区已取得700包5公斤白米、白糖及炼奶,第一批受惠的为四十多户来自甘榜东姑居民,其中希望之家和爱心之家分別各获50包米、白糖及炼奶。

他声称,他们將到斯里阿曼廉价组屋及双溪威新村为居民进行登记手续,並派发食品给区內其余慈善中心如老人院、残障中心和孤儿院等。”

派食品助贫户

潘俭伟认为,雪州政府派发食品给贫户的政策,是最直接协助贫户面对通货膨胀的作法和方案。

他声称,虽然中央政府调高油价后,有给予现金回扣,但有关回扣只能让拥有符合条件的车主申请,並非所有贫户可受惠。

他解释,一些贫户家庭完全没能力买车,他们不但没办法取得现金回扣,还要承担汽油涨价后,百物涨价的压力。

询及区內组屋问题时,他则表示,目前灵市地区有3个廉价组屋计划在进行,一旦组屋竣工,相信可容纳更多之前无法申请到廉价组屋的居民,也可让暂时被安顿在梳邦谷的居民居住。

委村长是州政府权利‧雪不承认中央委村长

(雪兰莪‧安邦)掌管雪州新村发展及处理非法工厂事务的行政议员欧阳捍华重申,雪州政府不会承认,由中央政府委任的村长,也无意在此课题上作出妥协。

他週五(18日)晚上出席行动党莲花苑州议员李映霞所举办的“民主创新天,人民新希望”42週年兼筹款晚宴时表示,按照宪法,委任村长是州政府的权利,但中央政府却因失去5个州属政权,也要委任村长,导致一村有二长的窘况。

他指出,村长的450令吉津贴中,其中400令吉由中央政府支付,但在308大选后,中央政府不愿支付此津贴,州政府须自掏腰包。

而李映霞则在晚宴上讲解国会议员、州议员和市议员的各別任务,其服务中心所接获的投诉中,有80%是属於市议员的工作,例如砍树、执照和泊车位等。

她表示,市民在生活上接触的多与市议员的工作有关,民联將爭取恢復地方议会选举。她也介绍了数名安邦再也市议员,並教育市民爭取本身的权益。

安邦再也市议员包括陈淑珊、罗国强、张群芳、黄启斌、陈华民、苏比拉马尼、米尔力詹和行动党副组织秘书吴兴荣也出席晚宴。

掌管雪州投资、工业及商业事务的行政议员郭素沁披露,州政府已针对万挠电缆绕道课题作出定案,有关定案相信会引起部份居民不满。

她强调,这並非州政府首次召集各造开会討论,而是多次召集会议瞭解各方意见。她说,州政府把人民放在最重要位置,反观国阵政府却以朋党利益为上。

“DNA样本不会旧” ‧林吉祥:没必要再抽验

(霹雳‧怡保)行动党中央策略与政策委员会主席林吉祥认为,警方在调查安华被指鸡姦其私人助理赛夫的案件时,不应抽取公正党顾问拿督斯里安华的脱氧核糖核酸(DNA)样本。

他说,警方不能以10年前的DNA太旧,而要重新抽取安华的DNA;警方要重新抽取安华的DNA新样本,是否表示安华以往被抽取的DNA样本已遗失,或已被另一个样本取代?

针对首相拿督斯里阿都拉指安华於10年前被抽取的DNA样本太旧,因此警方要抽取安华的DNA新样本,林吉祥说,DNA样本是不会太旧的。

林吉祥今日(週六,7月19日)在怡保为该党甲巴央区州议员陆志仁的服务中心主持开幕后说,在安华被指鸡姦赛夫的案件中,政府应委任独立人士来进行全面调查和检控,而全国总警长和总检察长不能参与调查和检控。

促政府赔偿塞车受影响者

林吉祥说,警方日前在国会大厦外道路设路障造成大塞车事件,政府应向成千上万受影响的公眾道歉和负起责任,並给予金钱赔偿。

他说,警方在国会大厦外设路障,使几十万人受影响,估计造成高达数百万令吉的生產力损失。

他表示,政府应该成立特別单位,研究如何赔偿受影响的人士,如果政府拒绝赔偿,他將於8月举行的国会会议上提出动议。

林吉祥表示,警方无需动用多达1600名警员来设路障,在这期间根本没有发生动乱,也没有人举行示威抗议。

反驳林苍佑国阵强稳论

针对民政党元老敦林苍佑指国阵仍强稳,林吉祥较早致词时表示,国阵在国会拥有58个多数议席固然还是很强,但实际上,国阵每日都在担心倒台,並不稳定,而人民对国阵已失去信心。

林吉祥也说,怡保西区国会议员古拉兼任怡保市议员是没有问题的,因为以往人民进步党领袖西尼华沙甘曾担任国会议员、州议员和怡保市长,已有先例。

No work allowed on Sundays

Developers and contractors in Petaling Jaya are allowed to carry out construction work from 8am to 6pm from Mondays to Saturdays only, and not on Sundays and public holidays.

“If the developer wants to extend the work hours, he must apply to the Petaling Jaya City Council (MBPJ), which will consider whether or not to approve the application,” MBPJ public relations director Haniza Abdul Hamid said.

“If the application is approved, the work hours can only be extended until 10pm. The developer must also abide by the council's regulations on noise level and cleanliness,” Haniza said.

Developers and contractors are required to comply with the Department of Environment's conditions on noise level.


The permitted maximum noise level from 6am to 6pm is 85 decibel and 65 decibel at night, i.e. between 6pm and 6am.

“If the residents have complaints, they can call our 24-hour hotline at 03-79542020. Our enforcement officers on standby duty will check on the problem,” Haniza said.

First-time offenders will be issued a compound under the MBPJ Compounding of Offences Bylaws, Street, Drainage and Building Act, which carries a maximum fine of RM12,500.

Repeat offenders will be taken to court under Section 70 (12) of the Street, Drainage and Building Act (Act 133) which carries a maximum fine of RM25,000.

According to Kampung Tunku assemblyman Lau Weng San, he has so far received only one complaint about an ongoing project in Section 22, Petaling Jaya, but the situation was rectified during a consensus reached between the contractor and residents.

拉查理博士这个人

雪州工业大学校长拉查理阿古斯教授在6月下旬遭雪州工业教育基金有限公司(PIYSB)解雇。与此同时,副校长鲁斯坦阿巴斯教授也被遣回玛拉工艺大学。

一般媒体在处理这则新闻皆以拉查理 ‘遭无理解雇’的脉络来处理这则新闻。

到底拉查理是何方神圣,以致州务大臣卡里须出此手段解雇拉查理。

拉查理博士在出任雪州工业大学校长之前曾经在马来亚大学出任掌管学生事务署副校长。在他掌校期间,拉查理在校园内扶植亲巫统学生派系,加速以高压方式肃清另一派的学生。马大校园也频频发生诸多和校园选举有关的具争议性事件,例如强制寄宿生在宿舍投票,方便校方监督寄宿生的投票倾向、强制要求候选人须考或总积分3.00以上等等。

在2005年校园竞选前夕,学生事务署曾经多次骚扰亲学生阵线候选人和助选团,包括以粗暴对待助选团成员,以及校方人员夜袭亲学生阵线候选人和助选团房间。

在2006年,马大校园传出亲校方阵线候选人在当时州政府的赞助下,下榻八打灵再也一间四星级酒店——晶冠酒店,以示慰劳。

电子媒体《当今大马》过后的跟进报道更进一步指出州政府支出超过5千令吉付还学生们的住宿费。中间人就是拉查理教授掌管的学生事务署。

拉查理教授过后在2007年被委任为雪州工业大学(Unisel)校长。雪州工业大学是雪州州政府通过雪州工业教育基金有限公司全权拥有的大学。该大学位于八丁燕带的校舍无独有偶就是坐落在现任雪州州务大臣卡里的选区——依约。

该公司的当然主席就是当时的州务大臣基尔。可见拉查理和基尔交情非凡。

在2007年4月依约补选,拉查理是巫统助选团的大将,负责应付挑战者人民公正党候选人卡里(也就是现任依约区州议员兼雪州大臣)。虽然身为一名公务员和学术人员他们不能参与政治,更不可干涉政务,但是拉查理似乎拥有‘免死金牌’。

2006年8月,副首相夫人拿丁斯里罗斯玛曼速出任雪州工业大学名誉校长一职。舆论界和学术界认为这项委任的政治意义大于学术目的。

在马来西亚,巫统干预国立大专行政是一项公开的秘密,但是拉查理教授的所作所为可说是马大校园竞选史无前例的。如果搬出拉查理教授出掌马大第十宿舍舍长的纪录,相信我们能够更进一步了解州政府的决定。

砍树没准证居民不满‧“安排多造对话寻对策”


(雪兰莪‧八打灵再也)民主行动党甘榜东姑州议员刘永山表示,他将安排八打灵再也市长、雪州水供公司、SS3居民及八打灵再也市议员等人针对雪州水供公司在SS3/51路蓄水槽的山坡处砍伐斜坡树木工程进行对话,寻找解决方案。

刘永山说,雪州水供公司两度没有向市政厅申请工程准证情况下,而在SS3/51路蓄水槽的山坡处砍伐斜坡树木工程和进行有关防土崩墙的工程,引起居民不满。

他也指出,SS3/51路蓄水槽的山坡影响到SS3/51路、SS3/49路、SS3/53路及SS3/47路居民的生活环境,让原本阴凉的环境因缺乏了树木而变得闷热,也让居民担心土崩的发生。

刘永山是在星期日下午,偕同八打灵再也北区国会议员潘俭伟、八打灵再也市议员张菲倩、SS3居民协会主席沙列阿末及秘书姆沙阿都拉等人的陪同下,巡视雪州水供公司在SS3/51路蓄水槽山坡进行的工程时,如此向记者表示。

他说,他是在大选后即接获居民指雪州水供公司在没有向市政厅申请工程准证的投诉,于是他安排雪州水供公司与市政厅对话,当时市政厅也下令停工。

后来,雪州水供公司以附近居民没有投诉为由而申请復工,并在6月中展开工程。

“雪州水供公司答应只砍伐腐朽的大树及保留小树,结果他们不但砍完全部树木,而且至今也没有要种其他树的意思。”

因此,刘永山希望可以在即将举行的多造对话会上,要求雪州水供公司以文件方式表明工程目的及打算种的树木类别。

同时,他也希望有关课题被带入环境小组,以监督雪州水供公司在SS3/51路的工程进展。

另一方面,潘俭伟认为,虽然雪州水供公司是在他们的地段进行工程,但却应事先征得地方政府及社区居民的同意,并公布未来将如何处置山坡,而不是完全没有取得任何一方的同意就展开工程。

他强调,有关公司的做法不符合程序,难以让居民信服。

张菲倩:被要求拆后院居民不满

张菲倩表示,由于居民向她投诉雪州水供公司在进行砍伐树木过程要拆除他们已美化的后院,因此她将向居民索取相关文件,以寻找解决方案。

“该居民是在前几年才迁入该处,也不知道上一任屋主是否有市政厅缩批出的在后院种植准证,因此我需要时间向市议会瞭解,再尝试帮居民要求保留。”

她说,经居民美化后的后院种满花草及树木,让人看得赏心悦目,可雪州水供公司说拆就拆,让居民感到不满及难过。

曾太太:盼可保留后院花草

居民曾太太表示,她及家人在3年前迁入SS3的住家时,前一手屋主已在屋子后院进行园艺美化。

“我们接手后,也花了很多心思来打理,所以极度希望可以保留后院的花草树木。”

她说,邻居后院种的植物也被清理,只剩光秃秃的土地,这让人担心土崩的发生。

回教党

民主行动党雪州甘榜东姑(Kampung Tunku)区州议员刘永山认为,安华再惹鸡奸疑案是令回教党“不高兴”的原因之一。

一连串负面发展过后,回教党似乎已退守自己的基本盘,适时与人民公正党划清界线。哈迪阿旺在访谈中宣扬“以马来人为核心政治论”,与巫统的种族政治思想没什么两样。非常明显地,回教党正藉种族和回教政治论述,与人民公正党竞争拉拢巫统的议员跳槽。这层竞争关系,令到在大选前和组民联之初淡化自己保守色彩的回教党,有走回头路的迹象。

政党为守基本盘,回到自己的舒适地带,早有先例。1999年“烈火莫熄”(Reformasi)运动正炙时,回教党扬起“回教国”的旗帜,与公正党、民主行动党及人民党组成替代阵线(简称“替阵”);但是回教党“回教国”概念遭马华公会大肆炒作,令民主行动党惨败收场。2002年9月22日,民主行动党宣布退出替阵,与回教党划清界限。

雪州施政招致友党不满

经记者提问,法沙和刘永山也点出,民联雪州的执政纰漏,也可能是回教党和人民公正党产生分歧的因素之一。法沙指出,雪州人民公正党没有心理准备执政雪州,因此没有经验处理各项问题,这或是令回教党不满的地方。法沙认为,回教党的回教价值观非常浓厚,反之人民公正党走多元文化路线,决策时需考量华人、印度人的感受,因而令回教党“不爽”。

刘永山则认为,哈迪阿旺的言论,瞄准了民联执政百多天来的施政弱点,雪州官员卷入贪污丑闻,也打击了民联的形象。

他也指出,早前雪州政府与民主行动党及回教党议员缺乏沟通,在没有通知州议员或最后一分钟才通知州议员的情况下,就对外宣布新政策,令州议员不满。不过,民联如今已成立囊括三党老中青领袖的协调委员会,每两周开会讨论各项问题,此问题暂时缓解。

除此之外,刘永山也认为,“百万人抗议油价高涨大集会”发生的“露底”插曲,打击了回教党的士气。他也说,人民公正党基本由三种政治文化组成,即非政府组织派、人民党派及前巫统派,而目前的人民公正党正由前巫统派别主导,以致带入了巫统的政治文化,“令人有不满之感”。无论如何,他补充说,三党的合作没有太大问题,大部分问题还是属于可以改进的“细节问题”。

反贪局调查雪州行政机构 4年捕12官员提控4人

(八打灵再也13日讯)从2004年至2008年期间,雪州政府属下各行政机构共有54名官员涉嫌贪污,遭反贪局调查,并有12人被逮捕和4人被提控上庭。
同时,反贪局已呈交22宗贪污报告给各有关单位,以便采取纪律行动对付涉及的官员。

行动党甘榜东姑区州议员刘永山指出,他于5月份召开州议会时,询问州政府官员是否涉嫌贪污事件,得到有关答案。

他说,在州议会上,他提出各项口头和书面询问,直至昨日才收到州政府的书面回答。

他今日召记者会说,根据州政府书面回答说,从2004年至2008年间,54位来自州政府属下各行政部门、单位官员,疑涉嫌贪污遭反贪污局调查。

他指出,在54位官员中,共有12人被逮捕,4人被控上法庭。

发22份劝告信

他说,同时,反贪污已将22个贪污案的调查报告,提呈给相关单位主管,以便采取进一步纪律行动。

“各有关单位主管在接获报告后,必须提呈给各行政机构纪律委员会,以决定要采取甚么纪律行动。”

刘永山指出,反贪污局也提呈21份招供书给各相关单位主管,以便能根据1995年州政府公务员条令(行为与纪律)采取纪律行动对付涉及贪污的官员。

“反贪污局也发出22分劝告信予各相关主管。”

他也询问州政府是否准备在州议会中列出有关官员涉及贪污事件的书面报告时,州政府的回应是,州政府有意在州议会中提呈官员涉嫌贪污事件的报告,但却受到1972年机密法令的限制。

刘永山:布城移交中央
须年拨州政府750万


甘榜东姑区州议员刘永山指出,雪州政府移交布城给中央政府后,中央政府每年须拨出750万令吉款项给雪州政府。

他在5月州议会上,询及州政府移交吉隆坡、布城予中央政府作为直辖区协议中,州政府是否在协议中受惠。

他说,据州政府回应,在有关协议中,中央政府已拨出2亿令吉给州政府,同时每年拨出750万令吉给州政府,是永久性拨款。

他指出,州政府也说,在第8大马计划中,中央政府拨出8亿令吉给州政府,发展雪邦县议会尤其是布城周围地区。

针对恢復地方政府选举的询问时,刘永山说,据州政府书面回应,由于受到171法令第15(1)项条文限制,州政府还未鉴定何时恢復地方政府选举。

“不过州政府指会和房屋及地方政府部会谈,并建议修正有关法令,以恢復地方政府选举。”

针对州政府子公司财务状况时,刘永山说,州政府也在回应时,列出雪州经济发展机构(PKNS)、雪州柏郎商集团有限公司(KPS)和达鲁益山有限公司( KDEB)在2004至2007年的财务状况。

他说,根据报告,雪州经济发展机构在2004年至2007年间,扣除税务后有盈余,但雪州柏郎商集团有限公司和达鲁益山有限公司,在扣除税务后,在2004年至2005年没盈余。

Waivers for welfare bodies under study

THE Selangor government is looking into the possibility of providing discounts or waivers for welfare organisations for certain payments, said Selangor Welfare, Women’s Affairs, Science, Technology and Innovation Committee deputy chairman Gan Pei Nei.

“We’re doing a study to see if we can give them a nominal rate or discount for payments like quit rent to help non-profit organisations.

“We’re trying to identify the welfare organisations that are registered under the state's welfare department.

“The present figures we have are outdated, hence we need to reregister the welfare organisations to get the accurate data,” said Gan, when opening Rumah Hope’s Open Day.

Kampung Tunku assemblyman Lau Weng San, who was also at the event, said: “I’ve spoken to the management of the welfare centres in my constituency of my intention to write in to the relevant departments to help them apply for any payment reductions, like quit rent, assessment rates, licence fees and electricity tariffs.

“I will bring the issue up at the local council and state levels so that other welfare organisations can enjoy the same benefits, and also apply to the Land Office to allocate part of my constituency development fund to welfare homes.”

The main purpose of the event, themed Give Love Give Hope, was to raise funds to buy a minibus to replace the home’s old van.

“The van which we've been using to ferry the children around is already 15 years old and breaks down often. We’re targeting to raise RM80,000 to buy a minibus,” said Rumah Hope chairman David Ramoo.

On this issue, Gan said she would bring it up with the committee chairman (Rodziah Ismail) and discuss how the state can help with the funding.

“We sent invitations out to companies and individuals who've supported Rumah Hope in the past to take up stalls at the open day,” said Ramoo.

“We have over 30 stalls today set up by corporations, colleges and church groups selling food and trinkets, as well as games and jumble sales.”

Shaun Khoo and his friends from Universiti Tunku Abdul Rahman, called the MAD (Making A Difference) group, were among the volunteers helping out at the event.

“We’re here as part of our university’s CyberCare programme. We’ve managed to raise RM3,570 from the event’s coupon sales, and proceeds from today’s sales will go towards the home,” said the 24-year-old psychology student.

The MAD group ran the face-painting and games stalls, and entertained visitors with their musical performance.

Another volunteer who helped run a food stall was 18-year-old Doris Lee Wan Yi, a Rumah Hope “graduate” who won a scholarship to pursue a graphic design course at Sunway University College.

“Since I came in, I’ve learnt to be responsible and independent by doing my daily chores and taking care of the younger kids,” said Lee, who coordinated the event’s opening song-and-dance performance.

“The adults here are like parents to me, and they’re constantly encouraging and motivating me to do better.”

She has a passion for painting landscapes and wants to become a successful graphic designer.

“I hope to set a good example for my three sisters and the other kids at Rumah Hope, and I’m planning to come back to help out whenever I have the time.”

The home was started in 1994 as an outreach of Good Hope Church in aid of five poor children and as a sanctuary for abused, neglected and underprivileged children aged between five and 17.

After four years, the home moved to its present premises in Paramount Garden, Petaling Jaya, and has since expanded to two blocks of three-storey buildings that houses 70 children.

大马宜和国际原油市场脱钩

马来西亚虽然不能决定国际原油价格的起落,但是作为石油出口国,我们有能力决定本身的石油价格,再加上我国并非是石油输出国组织成员,既然国际市场并没有为我们带来好处,我国没有必要继续被国际原油市场牵着鼻子走。

国际原油价格一度冲破每桶140美元大关,市场开始出现传言,当石油价格持续上涨之下,到底今年年底政府会否再次调涨石油价格。

我认为当面对国际原油价格持续上涨,政府除了要强化国内公共交通系统、提升公共服务传递系统的服务之外,在应对国际原油价格上涨之际,政府必须要有战略性的应对方式,不能盲目调涨燃油价格。

原油价格扶摇直上,这已打乱许多国家的经济议程。政府必须快刀斩乱麻,避免居高不下的原油价格打乱马来西亚的经济,其中一个可以考虑的方法就是从国际原油市场脱钩。

牵动国内经济物价走势

这是一个大胆的建议,国际原油价格一直牵动国内的经济和物价走势,几乎可说是牵一发而动全身。


国际油价飙升,乃因为热钱基金经理把大量的资金投资在原产业期货市场。传统上,这些热线基金经理倾向于把资金投资在回酬极高的股汇市场。但由于各国股汇市场最近回酬表现一般,热钱基金经理转而把热钱投资在原产业期货市场,导致过去5年来原产业价格一直“稳健”发展。

许多经济观察家一致认为,国际油价上涨的主因就是大量投机资金涌入期货市场,推动油价暴涨。可见,如果我们纯粹以国际原油价格上涨,而认为消费人必须承担更高的油价,这其实把整个问题简单化。

我不能接受一些人士每每大言不惭地说这是“自由市场”的定律;似乎说“自由市场”下人人必须接受事实。这肯定是自误误人。

原产品期货市场受操纵

热钱基金经理一窝蜂把大量资金投入原产品期货市场,把原油价格推高。这是有系统地操纵原油价格。既然如此,原油价格上涨就不是简单的“自由市场”因素所导致,因此其背后出现人为因素。

马来西亚虽然不能决定国际原油价格的起落,但是作为石油出口国,我们有能力决定本身的石油价格,再加上我国并非是石油输出国组织成员,既然国际市场并没有为我们带来好处,我国没有必要继续被国际原油市场牵着鼻子走。

和国际原油市场隔离脱钩是一条出路,政府可以考虑把马来西亚国内生产的石油由外输出转为内需。这样一来,政府有权制定国内石油价格,无需处处受制于国际市场。剩余的石油则可充作马来西亚的战略库存。

政府既然曾经表示国油大部分的盈利是从国外赚取,那么国内石油不外输应该不会影响国油的长期表现。

同时,政府应该强制外国汽车在我国添油支付该国本身的石油价格。要不然每辆入境的外国汽车需付额外汽车入境税。总而言之,政府应考虑的是全国人民的长远利益,而不是边境少数商家的短期利益。

暂时稳定国内燃油价格

必须提醒的是,这个建议虽然和马哈迪1998年的货币管制政策几乎一样,但是这项建议并不是保护政策,也不是鼓励国人继续现有的生活方式,而是要提供一个机会让各行业商家喘一口气,暂时稳定国内的燃油价格,进而稳定各项物资的价格。市场现在真正埋怨的并非是燃油起价,而是物资价格的不稳定,导致他们无法正确估计他们的成本预算。

或许,这样马来西亚政府才能在燃油价格方面真正掌握一定程度的自主权。

乐富门交通圈拟废除‧改设交通灯解决塞车

(雪兰莪‧八打灵再也)位于《光明日报》与《星洲日报》总社前的乐富门交通圈,今日(周四,10日)早上10点开始又无故大塞车,由于一些车主不让行,单是在交通圈前就发生好几宗车祸,令堵车情况更严重。针对此事,甘榜东姑区州议员刘永山披露,为了纾缓交通流量,市政局已在两周前推出的“八打灵再也地方蓝图”内,初步计划废除乐富门交通圈,改以交通灯取代。

此外,他也透露,一旦计划在今年内通过,受惠的马路包括希望路(Jalan Harapan)、士马兀路(Jalan Semangat)、大学路(Jalan University)及19/1路也会全面加阔。

“这项建议还在洽商的过程中,最快也应该是要到明年才会实现吧。”

刘永山针对乐富门交通圈已成为灵市塞车“黑区”一事说, 乐富门交通圈几乎每周四出现大塞车, 是因为17区组屋和马大宿舍前的早市巴剎所引起。

他也说,他曾试过从百乐花园前往13区的方向途中,困在车龙中半小时。

周四早市巴剎引发塞车

《光明日报》记者当天早上接获许多读者来电投诉,指乐富门交通圈又大塞车后,到现场看个究竟,却发现没有交警在现场维持秩序,许多车主被困在车龙中,怨声载道。

乐富门交通圈是通往灵市各个地区的主要道路,从马大和马大医院、东南亚花园、灵市SS2、16区、17区、14区等, 都需要经过这个交通圈。一旦有车辆拋锚塞在单边路、发生车祸或因附近的公司举行大倾销时,都会造成交通圈在非繁忙时间出现车龙。

记者较后致电八打灵再也市政厅投诉部反映情况时,一名官员解释说,可能是附近的工厂在举办大拋售,才会这么塞车。不过,约半小时后,官员再次拨电告诉记者,其实是因为早上的一场小雨,才会出现车龙。

截至中午12点,已有交警在现场维持秩序,车龙才得以纾缓,恢復正常。

交警人手不足
无法疏导交通


针对没有警员在乐富门维持交通秩序一事,八打灵再也交警主任黄思全回应说,由于人手不足, 加上事先已安排好工作表,若一些非塞车黑区发生交通瘫痪,警员也无法提供服务。

“就算交警经过大塞车的现场,他们也无法停下来帮忙维持秩序,因为他们需要跟着已安排好的时间表去工作。若要更换工作地点与时间,他们是需要等待我们的批准的。”

他提到,其实交警每天都会到一些固定的地区,如Jalan Barat、Jalan 2/2、Jalan Gasing及Persiaran Surian维持交通。

“至于没有交警维持秩序的地方,就得靠民众提供情报给我们了,我们才会儘量派人去跟进。”

不过, 黄思全说,如果塞车的情况是因为下雨及路面积水的问题,那么民众就得向有关当局投诉
了。

透露,截至周四中午,他并没有接获任何民众投诉乐富门交通圈出现交通瘫痪。

眼看公司在前面
却花半小时才到


《光明日报》几名员工投诉,因为乐富门交通圈周四的一场大塞车,造成他们上班迟到。他们还说,眼看公司就在前面,可是却要花半小时才能抵达。

记者张玳维说,他是在马大医院前往《光明日报》的方向行驶途中,塞了半小时。“我已习惯塞车了,没办法,只有耐心等待。”

住在格拉那再也的体育组记者李荣华是在灵市SS2前往本报的方向,同样塞了半句钟。他说,他发现人们在抵达交通圈时都争先恐后,互不相让,结果全部车又“塞成一团”,造成交通更瘫痪。

另一名体育组记者黎秉辉则说,他已两次在大白天非繁忙时段塞车,虽然感到好奇和生气,但也无可奈何。“在塞车时,我看到许多不耐烦的司机都去找其他的出路。”

Reckless driver in Sea Park PJ


Today is a frustrated day for me.

I was on my bike entering Sea Park Shell petrol station to fill up my bike as it is running low on fuel.

I was riding pass through two cars on my left and right, only to discover that the pumps were occupied. I have to ride through them and go to the other side for my petrol.

When I was riding though, the drive of the car on my left, a light yellow Honda Accord, opened! I managed to avoid it but unfortunately I lost balance and almost fallen to the ground on my right. Lucikily the Toyota Prado on my right is right at the place to support me.

I turned back, trying to talk to the middle-aged driver of the Honda Accord. I told him it was not right for him to open his car door without looking back to check whether there are any vehicle approaching.

He seemed to be stunned with my action. Yes, I always do that whenever I met up with some reckless drivers who do not give a damn to motorcyclists even though they are at fault.

He refused to wind down his window although I told him to do that so that I can talk to him. His car door is half-opened (in fact, it is always in closed position). I told him he is at fault. He told me I should not ride pass between cars. I told him I was looking for my pump, the law did not prohibit me to ride pass between cars. I rebut him that he should be the person to ensure that there is no approaching vehicles from behind, whether it is a car or a motorbike.

He refused to layan me and even told to go away. I was very angry but I controlled my emotion. I told him that he is at fault and asked him to admit it with an apology.

He refused to talk to me. I have no way but to take his car photograph. He was lucky that he managed to block my camera (I can't remember the car plate but it is something like WMT 9???. For those who use to patron Sea Park Shell Station, please watchful of any light yellow Honda Accord carrying plate number WMT 9???). I warned him not to touch me. I told him I am not saying anything but merely doing what I should do.

This incident tells us that there are still a lot of reckless drivers in town. They could have the money to buy luxurious cars worth six figures but they are having a mentality of less than four figures, probably their driving licenses are also bought through illegal means. Such arrogant driver is a classical example.

If this can happen on a YB, how about those normal motorcyclists?

唉,公正党!

吴慧芳(槟城《南洋商报》记者)〈不吐不快

槟城报界有这样一个说法,采访权倾朝野的安华绝对是一件痛苦的事,想不到采访下野后的安华同样令人气愤。

为什么?这都要拜安华身边由公正党党员组成的所谓“保镖”,以及帮他安排活动时间表的助理所赐,每次安华来槟城出席活动,抵达现场的时间肯定比传媒接获的通知迟一两小时。

他每次迟到,就有所谓的“保镖”围成一道人墙“开道护主”,这些“保镖”多数是彪形大汉,一些则凶神恶煞,他们举起手来就推,运气好者只是被碰触,运气差者可能被推撞向人群。

其中一个例子,大选前,媒体受通知在下午1时到一个马来甘榜采访,许多传媒饿着肚子赶来,等啊等,等啊等,直到下午2时30分,还是等不到主角出现,公正党党员则只说,对不起,大桥塞车。

又有一次,采访一名州议员的服务中心开幕,媒体依照通告,准时于下午5时抵达现场,结果还是要等足一小时多才见到安华出现,这时公正党的“保镖”把人群推向旁边,就连拿着相机的记者也几乎被挡在“保镖”的巨大身躯后。

本月5日,面对鸡奸指责及宣称生命受威胁的安华前来威北出席政治讲座会,各源流媒体、包括摄影记者在安华等“正主儿”未抵达现场之前,一会儿被公正党的工作人员赶去东边,一会儿赶去西边。

安华等人抵步时,许多人又被工作人员推挤到摄影记者的台上,结果造成场面混乱,其中一名女摄记更几乎失去平衡,差点从台上跌下。

我引用这名女摄记在本身部落格上的开场白:“进入社会工作6年,从来没试过因为工作被气得全身颤抖……,生气与他们起争执,是因为他们没有尽责任维持秩序,才会出现混乱场面差点发生意外,还有对媒体的不尊重。”

这番告白令人感同身受!

身为媒体一分子,我明白“保镖”可能只是在尽责保护“主子”,特别是在现今的微妙政局下,他们更须提高警惕,以免出乱子。

问题是,第一,一些党员的态度需要这么恶劣甚至嚣张吗?第二,公正党不是大喊改革口号吗?可是为何每次安排活动行程都必须让媒体苦等超过1小时?

可以看出在野的安华在亲民形象上下了不少功夫,然而,公正党党员的处事方式与态度,却越来越像另一个被指嚣张跋扈、态度专横的政党。

一名媒体同道在部落格上说:“一朝得志、语无伦次”,还没执政已如此,执政后岂不鸡犬升天?

百物涨薪水不涨‧打工族非法摆档“找”钱

(雪兰莪‧八打灵再也)甘榜东姑区州议员刘永山披露,许多低收入一群的打工族在物价涨薪水不涨的情况下,面对无能力维持家庭开销的窘境,被迫需要兼职,致使吉隆坡各地区涌现现了许多非法小贩摆档卖东西。

他今日(周一,7日)在行动党雪州总部召开记者会时说,他希望市议会执法组网开一面,在打击非法小贩的同时,考虑批准他们申请临时执照。

“这样一来,能增加市议会的收入,非法小贩又能维持开销,让他们能渡过难关。”

打扰当地居民作息

刘永山认为,执法组严厉打击非法小贩的主因,除了是因为他们没营业执照,也涉及卫生问题、製造交通阻塞或打扰当地居民日夜作息等。

“但如果小贩没有製造不便,我希望有关当局能体谅他们。”

涨电费后所赚营利
国能应用以装灯柱


针对电费在7月开始涨价一事,刘永山认为,基于各区尤其灵市的治安败坏,他希望国能把调涨后赚取的营利用在纳税人身上,即在各地区装置电灯柱,以履行社会责任。

他举例,“有时,我要拨电投诉路灯失灵时,一些广告纸如大耳窿借贷的广告往往遮住了柱子的号码。就算国能工作人员要找,也会遇到麻烦。”

所以,他吁请灵市选民若遇到路灯失灵等问题,除了致电国能前来修理,也应拨电到雪州行动党总部(03-78754724)提供情报,好让国州议员收集到更多资料。

Sokongan ADUN atau MP untuk permohonan sijil kelakuan baik adalah tidak memerlukan

Saya difahamkan mulai 3 Mac 2008, Kementerian Luar Negeri telah mengeluarkan Borang Permohonan Sijil Kelakuan Baik yang baru untuk warganegara Malaysia yang meninggalkan Malaysia.

Saya telah difahamkan bahawa terdapat satu ruangan khas di dalam borang yang baru ini untuk ulasan sokongan yang hendak diberi oleh pegawai-pegawai termasuk ADUN dan Ahli Parlimen.

Memandangkan borang yang dimaksudkan ini adalah berkaitan dengan kelakuan baik pemohon, maka adalah tidak munasabah untuk meminta ADUN atau Ahli Parlimen untuk membuat ulasan bagi menyokong permohonan ini memandangkan ADUN atau Ahli Parlimen selalunya tidak mengenali secara mendalam personaliti pemohon.

Maka adalah tidak adil untuk mana-mana ADUN atau Ahli Parlimen untuk membuat sebarang ulasan sokongan jikalau beliau tidak mengenali si pemohon selain menambah beban kerja ADUN dan Ahli Parlimen.

Tambahan lagi, pemohon juga perlu membuat satu Pengakuan Statutori di hadapan seorang Hakim Mahkamah Seksyen, Majistret atau Pesuruhjaya Sumpah untuk mengesahkan kelakuan baiknya.

Saya melihat syarat ini sudah memadai untuk menyokong pemohonan sijil kelakuan baik kerana adalah merupakan satu kesalahan di sisi undang-undang jikalau seseorang itu membuat sumpah palsu di hadapan seorang Hakim Mahkamah Seksyen, Majistret atau Pesuruhjaya Sumpah.

Saya telah menulis satu surat aduan pada pagi ini kepada Tan Sri Rastam bin Mohd Isa selaku Ketua Setiausaha Kementerian Luar Negeri Malaysia untuk meneliti masalah ini dan mengambil tindakan bersesuaian untuk memperbetulkan masalah ini.

填写申请行为良好证书表格需国州议员签名没必要

外交部在3月3日发布最新指令,强制要求前往国外求学或工作的马来西亚公民向外交部填写申请行为良好证书表格

这项最新的指令也强制要求申请者获得国州议员的签名支持。

由于这项措施涉及申请者的个人品行,国州议员并非认识所有人,因此国州议员往往无法了解是否能够单凭表面断定申请者的个人行为品性。

有鉴于此,若要求国州议员勉强支持,这对国州议员来说是非常不公。与此同时,这也增加国州议员的工作负担。

其实,要求国州议员签名支持是没有必要的,因此外交部的这项措施也同时要求申请者向地庭法官或宣誓官申请法定宣誓书,证明申请者的个人行为良好。

有鉴于此,我已经致函外交部秘书长,要求他重新研究这项措施。

New venue for July 6 protest

The ‘one million people’ protest which was previously scheduled to be held at Padang Timur, Petaling Jaya on July 6 has been moved to the Kelana Jaya stadium.

According to PKR Youth Chief Shamsul Iskandar Mohd Akin, the decision to relocate was made during a party meeting held last night.

It is believed that the meeting was held at PKR de facto leader Anwar Ibrahim’s residence in Bukit Segambut.

Organisers said that the protest will kick off this Sunday at 10am.

The Kelana Jaya stadium has some 50,000 seats and its field can also accommodate the same number of people.

When contacted, Anti-Inflation Coalition (Protes) secretary Dr Hatta Ramli also confirmed new the relocation.

The gathering has originally been planned at a football field in Petaling Jaya, as the culmination of a series of demonstrations triggered by a 41 percent fuel price hike last month.

Organisers fear that the police may seal off surrounding roads to the open field.

Police on Thursday warned the public not to take part in the rally, saying "action can be taken" on those defying the ban.

Hatta criticised the ban and said it was an attempt to intimidate the public and justify the use of "extreme force" to disperse protesters.

"In a way, the people will be intimidated as police will use extreme force to clear us. But our target to gather one million people remains," he said.

Rare joint police-military exercise

Hatta said Prime Minister Abdullah Ahmad Badawi was anxious to suppress the gathering, which would escalate pressure for him to stand down after poor election results in March.

He also denounced unusual moves to deploy the military to maintain public order, after the police chief said the armed forces could assist police in future and that the two security wings were conducting a rare joint exercise.

"Has the government lost control of the situation? Is the country in a crisis, that the military has to be called to maintain public order," Hatta said.

Amnesty International's Malaysia branch criticised the proposal to draft in the military as "highly improper" and said it could worsen human rights violations in Malaysia.

The rights watchdog said the proposed joint action could create confusion in the chain of command, and lead to unnecessary aggression that could result in fatal injuries.

Police sources said the last time the military was deployed to maintain public order was during deadly racial riots on May 13, 1969

No guns in politics!

Kit Siang asks Najib to go on leave.

I am wondering, that should the no-confidence motion which was first proposed to be tabled against the Prime Minister Abdullah should be first table against Najib instead.

You have more reasons to worry when Anwar revealed to reporters that "the threat on his life was serious enough for someone to give him a bullet-proof vest".

The stock market Bursa Malaysia Stock today suffered from a technical failure in its computer system this morning and was unable to open for business on Thursday 3rd July 2008.

Somebody links it to the Statutory Declaration by P. Balasubramanian that the statutory declaration is a bomb shell to Malaysia politics and the stock market can never take it. Therefore it has to be "closed" for one day before it leaves a deep impact on the country economics.

True or not true, I do not know. But politics should remain peaceful and not violence. We never had any assination of politicians for the past three decades and I hope guns can be removed from our politics.

Private investigator P Balasubramaniam has made shocking claims that Deputy Prime Minister Najib Abdul Razak had links with murdered Mongolian Altantuya Shaariibuu.

He revealed that Najib had also informed his close associate Abdul Razak Baginda that inspector-general of police Musa Hassan would 'take care' of the murder case which implicated Abdul Razak.

He further revealed that his evidence linking Najib to the murdered Mongolian was removed by the police and prosecutors during the murder trial - a move seen to protect the DPM.

These shocking revelations were made by Balasubramaniam in a statutory declaration which he filed on July 1 and was revealed by PKR de facto leader Anwar Ibrahim in a packed press conference this morning.

Balasubramaniam was the PI hired by Abdul Razak to ‘handle’ Altantuya, who had apparently come over to Malaysia in 2006 to settle some financial issues with Abdul Razak.

Soon after Altantuya was found murdered in an isolated site in Shah Alam, Selangor.

'Matter will be resolved ... be cool'

In the statutory declaration, Balasubramaniam said he was told by Abdul Razak on Najib's links with Altantuya. These include:

* Abdul Razak had been introduced to Altantuya by Najib at a diamond exhibition in Singapore.
* Najib informed Abdul Razak that he had sexual encounters with Altantuya and that she was partial to anal intercourse.
* Najib wanted Abdul Razak to look after Altantuya as he did not want her to harass him since he was now the DPM.
* Najib, Abdul Razak and Altantuya had all been together at a dinner in Paris.
* Altantuya wanted money from Abdul Razak as she felt she was entitled to a US$500,000 commission on a submarine deal she assisted with in Paris.

Meanwhile, during the course of his investigation, Balasubramiam said Altantuya made some disclosures including:

* She met Abdul Razak in Singapore with Najib.
* She also met Abdul Razak and Najib at a dinner in Paris.
* She was promised a sum of US$500,000 as commission for assisting in a submarine deal in Paris.
* Abdul Razak had initially bought her a house in Mongolia but her brother had refinanced it and she needed money to redeem it.
* Her mother was ill and she needed money to pay for her treatment.
* Abdul Razak had married her in Korea as her mother is Korean whilst her father is a Mongolian/Chinese mix.
* Since Balasubramaniam disallowed her from meeting Abdul Razak, she hoped that he could arrange for her to meet Najib instead.

The former special branch officer also revealed that Abdul Razak had SMSed Najib on the day he was arrested over Altantuya's killing and had received a reply from Najib stating that the matter will be taken care by the IGP.

According to the private investigator, Najib's SMS said: “I am seeing IGP at 11am today … matter will be solved … be cool.”

Details that implicate Najib

Balasubramaniam said he had give the information to the police and the prosecution team when they took his statement but was surprised that all mention of Najib were eventually removed from the police statement which he reluctantly signed.

Asked why he signed the police statement if it did not contain details that implicate Najib, he said he did so under duress.

In his statutory declaration, Balasubramaniam said he was held in the police lock-up twice during the investigation into the murder - the first time for five days, the second, seven days.

“If you have experience in the cell, you will definitely sign the statement. I wanted to go out, I have three children.

“For no reason, they put me in the lock-up. Why was I arrested when they can just call me in to take a statement from me,” he said.

His lawyer Americk Singh Sidhu (photo, right) told reporters that the reason why Balasubramaniam made the statutory declaration two days ago was because the prosecution has wrapped up their case against Abdul Razak without raising his revelations.

Balasubramaniam who was the first prosecution witness in the trial, was not asked about Altantuya’s connection with Najib when the hearings began in June last year.

“He was waiting for prosecution to ask but they never did so that’s the reason why he’s surprised and that’s why he came up with the statutory declaration.

“This press conference is to bring into light the available evidence and to tell the police and prosecution that Balasubramaniam is at their disposal at anytime,” Americk said.

Americk stressed that the statutory declaration is not a statement of the truth but a statement of what was said to him by Abdul Razak and Altantuya.

“We’re not saying what he heard is absolute gospel, this must be distinguished. Balasubramaniam is not in the position to determine what is true or not,” he said.

Najib had previously said that he never knew and had never met Altantuya.

Frenzy of conspiracy theories

Meanwhile, Anwar said that it was evident that the police and the prosecution team, especially IGP Musa Hassan and attorney-general Abdul Gani Patail, have hidden relevant information in the Altantuya murder case.

He was worried that they would do the same in the ongoing probe into the sodomy allegation made against him by his former aide Saiful Bukhari Azlan.

Last Saturday, Saiful lodged a police report alleging that Anwar had sodomised him which sparked of a frenzy of conspiracy theories among the public especially after photos of the former with Najib's special officer Khairil Anas Yusof surfaced online.

“Najib believes that I am doing this (to bring him down) which is not true. He fears that I would continue to use the Altantuya case to embarrass him and lead to his downfall.

“That’s why I suggested that I strongly believe that the AG, IGP and Najib are involved in these new attacks against me,” he said.

Two days ago, Anwar lodged a report against Musa and Gani for fabricating evidence in his trials 10 years ago.

Pressed whether he had more concrete evidence suggesting actual links between Najib and Altantuya, Anwar said "yes".

“We will adduce further evidence soon. This is not the end. I just want to test not only the nerve but the commitment by Prime Minister Abdullah Ahmad Badawi that everything should be (professionally investigated).

“I want to reiterate. There is nothing personal here. I have evidence, I will submit it, be it evidence against Najib or Abdullah,” he added.

Anwar took the opportunity to point out that he has been informed that mainstream media have been told to black out negative news mentioning Najib.

“We will see tonight whether his name will appear in the news tonight. If it does not appear, it shows that all top level officials are relieved from any offences and those who do not like Umno and Barisan Nasional will be made to look like criminals,” he asserted.

Statutory declaration by P. Balasubramaniam

The following is the full 16-page statutory declaration sign by Abdul Razak Baginda's private investigor P. Balasubramaniam on July 1.

I, Balasubramaniam a/l Perumal ... do solemly and sincerely declare as follows:

1. I have been a police officer with the Royal Malaysian Police Force, having joined as a constable in 1981 attached to the police field force. I was then promoted to the rank of lance corporal and finally resigned from the police force in 1998 when I was with the Special Branch.

2. I have been working as a freelance private investigator since I left the police force.

3. Sometime in June or July 2006, I was employed by Abdul Razak Baginda for a period of 10 days to look after him at his office at the Bangunan Getah Asli, Jalan Ampang between the hours of 8am to 5pm each working day as apparently he was experiencing disturbances from a third party.

4. I resigned from this job after 2½ days as I was not receiving any proper instructions.

5. I was however re-employed by Abdul Razak Baginda on the Oct 5, 2006 as he had apparently received a harassing phone call from a Chinese man calling himself ASP Tan who had threatened him to pay his debts. I later found out this gentleman was in fact a private investigator called Ang who was employed by a Mongolian woman called Altantuya Shaaribuu.

6. Abdul Razak Baginda was concerned that a person by the name of Altantuya Shaaribuu, a Mongolian woman, was behind this threat and that she would be arriving in Malaysia very soon to try and contact him.

7. Abdul Razak Baginda informed me that he was concerned by this as he had been advised that Altantuya Shaaribuu had been given some powers by a Mongolian ‘bomoh’ and that he could never look her in the face because of this.

8. When I enquired as to who this Mongolian woman was, Abdul Razak Baginda informed me that she was a friend of his who had been introduced to him by a VIP and who asked him to look after her financially.

9. I advised him to lodge a police report concerning the threatening phone call he had received from the Chinese man known as ASP Tan but he refused to do so as he informed me there were some high-profile people involved.

10. Abdul Razak Baginda further told me that Altantuya Shaaribuu was a great liar and good in convincing people. She was supposed to have been very demanding financially and that he had even financed a property for her in Mongolia.

11. Abdul Razak Baginda then let me listen to some voice messages on his handphone asking him to pay what was due otherwise he would be harmed and his daughter harassed.

12. I was therefore supposed to protect his daughter Rowena as well.

13. On Oct 9, 2006 I received a phone call from Abdul Razak Baginda at about 9.30am informing me that Altantuya was in his office and he wanted me there immediately. As I was in the midst of a surveillance, I sent my assistant Suras to Abdul Razak Baginda’s office and I followed a little later. Suras managed to control the situation and had persuaded Altantuya and her two friends to leave the premises. However Altantuya left a note written on some Hotel Malaya notepaper, in English, asking Abdul Razak Baginda to call her on her handphone (number given) and wrote down her room number as well.

14. Altantuya had introduced herself to Suras as ‘Aminah’ and had informed Suras she was there to see her boyfriend Abdul Razak Baginda.

15. These three Mongolian girls however returned to Abdul Razak Baginda’s office at the Bangunan Getah Asli, Jalan Ampang again, the next day at about 12 noon. They did not enter the building but again informed Suras that they wanted to meet Aminah’s boyfriend, Abdul Razak Baginda.

16. On Oct 11, 2006, Aminah returned to Abdul Razak Baginda’s office on her own and gave me a note to pass to him, which I did. Abdul Razak Baginda showed me the note which basically asked him to call her urgently.

17. I suggested to Abdul Razak Baginda that perhaps it may be wise to arrange for Aminah to be arrested if she harassed him further, but he declined as he felt she would have to return to Mongolia as soon as her cash ran out.

18. In the meantime, I had arranged for Suras to perform surveillance on Hotel Malaya to monitor the movements of these three Mongolian girls, but they recognised him. Apparently they become friends with Suras after that and he ended up spending a few nights in their hotel room.

19. When Abdul Razak Baginda discovered Suras was becoming close to Aminah he asked me to pull him out from Hotel Malaya.

20. On the Oct 14, 2006, Aminah turned up at Abdul Razak Baginda’s house in Damansara Heights when I was not there. Abdul Razak Baginda called me on my handphone to inform me of this so I rushed back to his house. As I arrived, I noticed Aminah outside the front gates shouting “Razak, bastard, come out from the house”. I tried to calm her down but couldn’t, so I called the police who arrived in two patrol cars. I explained the situation to the police, who took her away to the Brickfields police station.

21. I followed the patrol cars to Brickfields police station in a taxi. I called Abdul Razak Baginda and his lawyer Dirren to lodge a police report but they refused.

22. When I was at the Brickfields police station, Aminah’s own private investigator, one Mr Ang arrived and we had a discussion. I was told to deliver a demand to Abdul Razak Baginda for US$500,000 and three tickets to Mongolia, apparently as commission owed to Aminah from a deal in Paris.

23. As Aminah had calmed down at this stage, a policewoman at the Brickfields police station advised me to leave and settle the matter amicably.

24. I duly informed Abdul Razak Baginda of the demands Aminah had made and told him I was disappointed that no one wanted to back me up in lodging a police report. We had a long discussion about the situation when I expressed a desire to pull out of this assignment.

25. During this discussion and in an attempt to persuade me to continue my employment with him, Abdul Razak Baginda informed me that:

1) He had been introduced to Aminah by Najib Razak at a diamond exhibition in Singapore.

2) Najib Razak informed Abdul Razak Baginda that he had a sexual relationship with Aminah and that she was susceptible to anal intercourse.

3) Najib Razak wanted Abdul Razak Baginda to look after Aminah as he did not want her to harass him since he was now the deputy prime minister.

4) Najib Razak, Abdul Razak Baginda and Aminah had all been together at a dinner in Paris.

5) Aminah wanted money from him as she felt she was entitled to a US$500,000 commission on a submarine deal she assisted with in Paris.

26. On Oct 19, 2006, I arrived at Abdul Razak Baginda’s house in Damansara Heights to begin my night duty. I had parked my car outside as usual. I saw a yellow Proton Perdana taxi pass by with three ladies inside, one of whom was Aminah. The taxi did a U-turn and stopped in front of the house where these ladies rolled down the window and wished me ‘Happy Deepavali’. The taxi then left.

27. About 20 minutes later the taxi returned with only Aminah in it. She got out of the taxi and walked towards me and started talking to me. I sent an SMS to Abdul Razak Baginda informing him “Aminah was here”. I received an SMS from Razak instructing me “to delay her until my man comes”.

28. Whist I was talking to Aminah, she informed me of the following:

1) That she met Abdul Razak Baginda in Singapore with Najib Razak.
2) That she had also met Abdul Razak Baginda and Najib Razak at a dinner in Paris.

3) That she was promised a sum of US$500,000.00 as commission for assisting in a submarine deal in Paris.

4) That Abdul Razak Baginda had bought her a house in Mongolia but her brother had refinanced it and she needed money to redeem it.

5) That her mother was ill and she needed money to pay for her treatment.

6) That Abdul Razak Baginda had married her in Korea as her mother is Korean whilst her father was a Mongolian/Chinese mix.

7) That if I wouldn’t allow her to see Abdul Razak Baginda, would I be able to arrange for her to see Najib Razak.

29. After talking to Aminah for about 15 minutes, a red Proton Aeroback arrived with a woman and two men. I now know the woman to be lance corporal Rohaniza and the men, Azilah Hadri and Sirul Azahar. They were all in plainclothes. Azilah walked towards me while the other two stayed in the car.

30. Azilah asked me whether the woman was Aminah and I said “Yes”. He then walked off and made a few calls on his handphone. After 10 minutes another vehicle, a blue Proton Saga, driven by a Malay man, passed by slowly. The drivers window had been wound down and the driver was looking at us.

31. Azilah then informed me they would be taking Aminah away. I informed Aminah they were arresting her. The other two persons then got out of the red Proton and exchanged seats so that lance corporal Rohaniza and Aminah were in the back while the two men were in the front. They drove off and that is the last I ever saw of Aminah.

32. Abdul Razak Baginda was not at home when all this occurred.

33. After Oct 19, 2006, I continued to work for Abdul Razak Baginda at his house in Damansara Heights from 7pm to 8am the next morning, as he had been receiving threatening text messages from a woman called ‘Amy’ who was apparently ‘Aminah’s’ cousin in Mongolia.

34. On the night of Oct 20, 2006, both of Aminah’s girlfriends turned up at Abdul Razak Baginda’s house enquiring where Aminah was. I informed them she had been arrested the night before.

35. A couple of nights later, these two Mongolian girls, Mr Ang and another Mongolian girl called ‘Amy’ turned up at Abdul Razak Baginda’s house looking for Aminah as they appeared to be convinced she was being held in the house.

36. A commotion began so I called the police who arrived shortly thereafter in a patrol car. Another patrol car arrived a short while later in which was the investigating officer from the Dang Wangi police station who was in charge of the missing persons report lodged by one of the Mongolians girls, I believe was Amy.

37. I called Abdul Razak Baginda who was at home to inform him of the events taking place at his front gate. He then called DSP Musa Safri and called me back informing me that Musa Safri would be calling handphone and I was to pass the phone to the inspector from Dang Wangi police station.

38. I then received a call on my handphone from Musa Safri and duly handed the phone to the Dang Wangi inspector. The conversation lasted 3-4 minutes after which he told the girls to disperse and to go to see him the next day.

39. On or about Oct 24, 2006, Abdul Razak Baginda instructed me to accompany him to the Brickfields police station as he had been advised to lodge a police report about the harassment he was receiving from these Mongolian girls.

40. Before this, Amy had sent me an SMS informing me she was going to Thailand to lodge a report with the Mongolian consulate there regarding Aminah’s disappearance. Apparently she had sent the same SMS to Abdul Razak Baginda. This is why he told me he had been advised to lodge a police report.

41. Abdul Razak Baginda informed me that DPS Musa Safri had introduced him to one DSP Idris, the head of the criminal division, Brickfields police station, and that Idris had referred him to ASP Tonny.

42. When Abdul Razak Baginda had lodged his police report at Brickfields police station, in front of ASP Tonny, he was asked to make a statement but he refused as he said he was leaving for overseas. He did however promise to prepare a statement and hand ASP Tonny a thumbdrive. I know that this was not done as ASP Tonny told me.

43. However ASP Tonny asked me the next day to provide my statement instead and so I did.

44. I stopped working for Abdul Razak Baginda on Oct 26, 2006 as this was the day he left for Hong Kong on his own.

45. In mid-November 2006, I received a phone call from ASP Tonny from the IPK Jalan Hang Tuah asking me to see him regarding Aminah’s case. When I arrived there I was immediately arrested under Section 506 of the Penal Code for criminal intimidation.

46. I was then placed in the lock up and remanded for five days. On the third day, I was released on police bail.

47. At the end of November 2006, the D9 department of the IPK sent a detective to my house to escort me to the IPK Jalan Hang Tuah. When I arrived, I was told I was being arrested under Section 302 of the Penal Code for murder. I was put in the lock up and remanded for seven days.

48. I was transported to Bukit Aman where I was interrogated and questioned about an SMS I had received from Abdul Razak Baginda on Oct 19, 2006 which read “delay her until my man arrives”. They had apparently retrieved this message from Abdul Razak Baginda’s handphone.

49. They then proceeded to record my statement from 8.30 am to 6pm everyday for seven consecutive days. I told them all I knew including everything Abdul Razak Baginda and Aminah had told me about their relationships with Najib Razak but when I came to sign my statement, these details had been left out.

50. I have given evidence in the trial of Azilah, Sirul and Abdul Razak Baginda at the Shah Alam High Court. The prosecutor did not ask me any questions in respect of Aminah’s relationship with Najib Razak or of the phone call I received from DSP Musa Safri, whom I believe was the ADC for Najib Razak and/or his wife.

51. On the day Abdul Razak Baginda was arrested, I was with him at his lawyers office at 6.30am. Abdul Razak Baginda informed us that he had sent Najib Razak an SMS the evening before as he refused to believe he was to be arrested, but had not received a response.

52. Shortly thereafter, at about 7.30am, Abdul Razak Baginda received an SMS from Najib Razak and showed, this message to both myself and his lawyer. This message read as follows: “ I am seeing IGP at 11am today … matter will be solved … be cool”.

53. I have been made to understand that Abdul Razak Baginda was arrested the same morning at his office in the Bangunan Getah Asli, Jalan Ampang.

54. The purpose of this Statutory declaration is to:

1) State my disappointment at the standard of investigations conducted by the authorities into the circumstances surrounding the murder of Altantuya Shaaribuu.

2) Bring to the notice of the relevant authorities the strong possibility that there are individuals other than the three accused who must have played a role in the murder of Altantuya Shaaribuu.

3) Persuade the relevant authorities to reopen their investigations into this case immediately so that any fresh evidence may be presented to the court prior to submissions at the end of the prosecutions case.

4) Emphasise the fact that having been a member of the Royal Malaysian Police Force for 17 years, I am absolutely certain no police officer would shoot someone in the head and blow up their body without receiving specific instructions from their superiors first.

5) Express my concern that should the defence not be called in the said murder trial, the accused, Azilah and Sirul will not have to swear on oath and testify as to the instructions they received and from whom they were given.

55. And I make this solemn declaration conscientiously believing the same be true and by virtue of the provisions of the Statutory Declaration Act 1960.
