Kuala Lumpur di bawah Kerajaan Selangor akan memanfaat warga kota

Kuala Lumpur bukan lagi pusat pentadbiran Kerajaan Persekutuan

Kuala Lumpur telah dikeluarkan daripada negeri Selangor pada 1 Februari 2008 dan diletakkan di bawah penguasaan Kerajaan Persekutuan selama 30 tahun sebagai pusat pentadbiran Kerajaan Persekutuan sebelum kewujudan Putrajaya. Selepas penyerahan Putrajaya, diserahkan kepada Kerajaan Persekutuan, Putrajaya telah mengganti Kuala Lumpur sebagai pusat pentadbiran Kerajaan Persekutuan.

Semalam telah dilaporkan bahawa Pemudah telah ditugaskan untuk mengambilalih pentadbiran Dewan Bandaraya Kuala Lumpur (DBKL) disebabkan prestasi DBKL yang semakin merosot dan pengambilalihan ini berkuatkuasa serta-merta.

Berikutan dengan pengambilalihan ini, warga kota kini menumpukan perhatian terhadap DBKL dan saya di sini ingin membangkitkan satu persoalan yang serious, iaitu adalah Kuala Lumpur masih perlu kekal diletakkan di bawah pentadbiran Kerajaan Persekutuan?

Walaupun Kuala Lumpur masih merupakan Ibu Kota Malaysia, peranan pentadbiran Kerajaan Persekutuan sudah dipindahkan ke Putrajaya. Pada masa sekarang, hanya 8 buah kementerian daripada 31 buah kementerian sahaja masih ditempatkan di Kuala Lumpur, iaitu Kemeterian Perumahan dan Kerajaan Tempatan (KPKT), Kementerian Pertahanan (Kementah), Kementerian Pelancongan, Kementerian Penerangan, Kementerian Perdagangan dan Perdagangan Antarabangsa, Kementerian Warisan dan Kebudayaan, Kementerian Pembangunan Wanita, Keluarga dan Masyarakat (KEMAS) serta Kementerian Kerja Raya. 

Dengan itu, adakah perlu Kuala Lumpur dikekalkan di bawah penguasaan Kerajaan Persekutuan?

BN tidak mempunyai perwakilan di Kuala Lumpur tetapi monopoli semua sumber politik DBKL

Wilayah Persekutuan Kuala Lumpur mempunyai sebelas orang Ahli Parlimen. Daripada kalangan sebelas orang Ahli Parlimen, Pakatan Rakyat (PR) sudah ada sepuluh orang Ahli Parlimen. Secara teknikal, BN merupakan minoriti di Kuala Lumpur. Biarpun begitu, DBKL masih terletak di bawah penguasaan Kerajaan Persekutuan yang dipimpin BN. Datuk Bandar Kuala Lumpur masih dilantik oleh Kerajaan Persekutuan dan kesemua sepuluh orang Ahli Parlimen PR tidak berhak mencampur tangan dalam hal urusan DBKL. Sudah tentu ini merupakan satu fenomena yang tidak adil dan tidak demokratik.

Kalau kita mengikuti sejarah Kuala Lumpur, sebelum Kuala Lumpur diserah kepada Kerajaan Persekutuan, Kuala Lumpur mempunyai 8 orang ADUN di DUN Selangor, warga kota Kuala Lumpur juga mempunyai hak mengundi untuk memilih wakil mereka ke Majlis Tempatan Kuala Lumpur. 

Hari ini pula, walaupun negeri Selangor mempunyai 12 buah PBT dengan ahli-ahli majlisnya di semua PBT ini, DBKL masih merupakan sebuah badan pentadbiran yang tidak mempunyai seorang ahli majlis pun.

Apa yang dipersoalkan ialah, apabila Kerajaan Persekutuan mengambil alih pentadbiran Kuala Lumpur daripada Kerajaan Negeri Selangor, alasan yang digunakan ialah untuk memperbaiki prestasi pentadbiran DBKL. Selama 30 tahun DBKL dan Kuala Lumpur di bawah pentadbiran Kerajaan Persekutuan dan hasilnya ialah Kerajaan Persekutuan gagal memperbaiki pentadbiran Kuala Lumpur sehingga memerlukan Pemudah untuk merawat DBKL. Jikalau begini, adakah perlu Kuala Lumpur terus diletakkan di bawah penguasaan Kerajaan Persekutuan? Lebih-lebih lagi, Kerajaan Persekutuan sudah mempunyai Putrajaya sebagai pusat pentadbirannya di mana Putrajaya sebelum ini merupakan sebahagian daripada negeri Selangor.

Salah satu tugas berat dipikul oleh Pemudah ialah memperbaiki prestasi pentadbiran DBKL dan mempertingkatkan ketelusan pentadbirannya.

Bagamana Pemudah dapat melaksanakan tugasnya? Untuk menjawab soalan ini, saya mencadangkan supaya kesemua 10 orang Ahli Parlimen PR diberi peluang untuk mengambil bahagian perihal pentadbiran DBKL sebagai “Ahli Dewan Bandaraya Kuala Lumpur sementara” agar mereka dapat menyalurkan hasrat dan pendangan rakyat dengan berkesan di dalam DBKL.

Kedua, Pemudah harus mencadangkan kepada Kementerian Wilayah Persekutuan supaya Akta Ibu Kota Persekutuan 1960 (Akta 190) (Peraturan-Peraturan Lembaga Penasihat Bandar Raya Kuala Lumpur 1989) dan Akta Bandaraya Kuala Lumpur 1971 (Akta 59) serta mana-mana akta lain yang berkaitan dipinda untuk membolehkan warga kota memilih Datuk Bandar Kuala Lumpur serta wakil mereka ke dalam DBKL melalui peti undi.

Jikalau Pemudah tidak mampu berbuat demikian, maka saya akan bercadang kepada Kerajaan Negeri Selangor di bawah PR untuk meminta kepada Kerajaan Persekutuan supaya dikembalikan hak penguasaannya terhadap Kuala Lumpur kepada Kerajaan Negeri Selangor tertakluk kepada peruntukan undang-undang sedia ada. 

Pada pendapat saya, jikalau ini dapat dilakukan, warga kota Kuala Lumpur dapat menikmati pelbagai ganjaran yang telah disediakan oleh Kerajaan Negeri Selangor kepada rakyat Selangor, contohnya bekalan air 20m3 percuma, program Mesra Usia Emas, Tabung Warisan Anak Selangor (TAWAS), Hadiah Anak Masuk Universiti dan sebagainya.

Saya berharap supaya dengan ini perbincangan mengenai nasib warga kota dapat dimulakan khususnya di kalangan warga kota.

KL should hold its own mayoral and councilorship election...

I don't think KL will be benefited by being governed under Selangor state government... It's been 30 years since KL is separated from Selangor, and served as a capital of the country even before the country obtained its independence...

What would happen when Selangor state government take over KL? What would happen to the capital of Selangor state, Shah Alam by then? What would happen to the conflicts between KL and its surrounding Selangor cities? Will KL still be seen as ibu kota by then?

I'm a KL-ite and I'm all out in opposing such action. The DAP EXCO who holds the portfolio of local government and chaired the Selangor state non-muslim affairs failed miserably in safeguarding an Indian temple from being destroyed by the state's local government, how would I as a KL-ite believe that will not happen when KL is under the governance of Selangor state government?

Also, the state government, like many other states that DAP has political clout on, has proven failure in the issue about local elections... These states, namely Penang, Selangor and Perak failed to push through a much-awaited local election, which voters can decide their own local councilors and mayors / YDP... Even worse, the appointment of local councilors in the Selangor state sees the DAP and PR's reluctance to uphold transparency and meritocracy by appointing various cronies and not following the series of guidelines... Such situation had been rightly confronted by various DAP ADUNs which include YB Jenice Lee and Speaker Teng Chang Kim. YB Lau you yourself raised questions over the appointment of PKR councilors under the NGO quota in MBPJ... All these issues weren't given any explanations...

How would I as a KL-ites feel comfortable to have Selangor taking care over my beloved city, which has some 1.8 million residents, and a widespread influence over the surrounding Selangor cities, forming a metro of 7 millions people? The capital city needs its very own government, which has to be competent, transparent and independent enough, to secure the 1.8 million residents and a total of 7 millions people that are influenced by the city...

In current situation, Selangor state government did not show its capability in granting the DBKL a competent, transparent and independent environment... and that makes I as a KL-ite wonder why should I agree to hand away the city from an incompetent BN federal government to an equally incompetent Selangor state government? It could go even worse when the 1.8 million people get free access to 20 cubic meter of water, because it will create more wastage of water, and as a result, sucking out the waters from the neighbouring state which further damaging the environment by building more dams. The grand project to transport Pahang water to Klang valley which is destroying tonnes of precious environmental resources sees no political will from Selangor state government to scrutinize...

What KL needs, is an independent city government... The KL should emulate the Washington DC, which is recognized as Federal territory in the USA, and governed by its own City and district council... Or we could learn from the Austrailia which its capital forms legislative assembly on its own...

Handing back the governance power of KL to the Selangor state government is like asking Maryland state to take care of Washington DC, or merging Australian Capital Territory with Victoria Territory or Queensland Territory, which is outrageously stupid idea...

What KL people want is to have our own Datuk Bandar and Councilors, and to take care the city with CAT...

Dear Bentoh,

You should read carefully what I wrote, that the Selangor State Government should consider taking back the city of Kuala Lumpur only when the Federal Government fails again and again, even after the adoption of Pemudah to improve KL.

This is the last resort as under the current political system, you will have no way to get any DBKL councillors, unless if there is political will from BN to amend various laws and acts as explained.

At least under a state government, there will be councillors for the people, whether the councillors are elected or appointed. My suggestion is merely to offer a way out for city folks unless you believe if there are still chances for changes and reforms under BN.

I admit that the state government is not seemed to be doing enough to push for local government election. And I wish that you can voice out the same complaint again if we really fail to revive local government or to initiate the reform five years later when we have to return to the people seeking for mandate.

I, by all means, will ensure that it will be unnecessary for you to do that five years later, for five later, the state government shall initiated reforms to fulfill its election pledges by hook or by crook.

We (that means you, me and many other Malaysians) have been waiting for 42 years to get back local government election, why can't we strive for it in the next few months or years (definitely not longer than 5 years) to revive local elections, or at least to start something on it?

You mentioned about the demolition of the Hindu temple in Ampang Jaya and I wish to inform you that the officer granting order to demolish the temple has been suspended from his duty. I have to inform you in case you do not read Chinese newspaper that it has been reported that some of the major high-ranking civil servants in Ampang Jaya Municipal Council (MPAJ) is under scrutiny by the state government for refusing to cooperate with the state government on various matters which touch on the policy set by the new PR government.

If this is what has disappointed you, let me apologise to you and please also be informed that actions will be taken against any civil servants who do not follow the policy of the new PR state government. We are zero-tolerant on this.

You mentioned about the free water scheme and I wish to inform you surprisingly that there is no wastage in the sense that there is no significant increase in terms of consumption. It was reported in the press by the MB himself and I will have to get the details about it in the state assembly.

The reason is that the consumer will have the pay 50 sen more for every single cubic metre they consumed when the meter hit at the 21st cubic metre. In other words, consumers in Selangor are trying to save water consumption so that their monthly water bill will not exceed 20 cubic metre, which is a healthy development we are glad with.

If Selangorians can do it, why not KL city folks?

You also mentioned about the Pahang-Selangor water transfer issue. Please be informed that both state governments have yet to finalise on the terms of agreement, not to mention about signing any agreements. At the moment, the state government of Selangor is only carrying out piping works with little environment destruction as compared to construction of water dam, which is not materialised yet. Nothing has really been finalised. Even if it is finalised now, and even if agreement is signed now, the whole project can only kick start in 2011 or 2012.
