加强警队的人才培训

今年1月1日,Rakan COP(警察之友)计划全国正式推展。这项由吉隆坡警察于2004年8月9日首先采用的计划以社区警卫概念为主导,专以对付社区罪案。既然是以社区网络作为警卫概念,那么就不得不和社区人民有关联。

以往一旦发生罪案,受害者必须前往警察局报案,警方然后将根据报案书进行调查或采取行动逮捕涉嫌人士。‘警察之友’和以往不同的是其操作方式。通过‘警察之友’,任何人士如果目睹任何罪案,它可以立即通过短讯或热线电话向‘警察控制中心-Cop Control Centre)投保。


警察控制中心过后将会把有关短训传发给多个单位,包括当天在事发事件执勤的警员、或者是路经当地的德士司机以及其它相关的公众人士(当然,他们必须向有关方面注册成为警察之友),并尽量在15分钟的时间之内抵达案发现场。

这项计划与目前在新山实行的‘自卫警卫网’相似,惟不同的是新山‘自卫警卫网’是由民间组织所发起的警卫网,而‘警察之友’计划则是官方设计的社区警卫方式。

自在吉隆坡启用后,吉隆坡2005年的攫夺案据报道已经下降44巴仙。警方也有意在未来进一步提升效率,把最多15分钟抵达案发现场的时限下调至8分钟。

‘警察之友’计划的成败取决于社区成员参与的多寡。‘警察之友’在吉隆坡实行不到两年的光景,它究竟能够吸引多少吉隆坡市民参加这项计划?警方并没有公布这方面的资料,惟表示自实行一年以来,隆市警方一共收集5865则短讯投报以及4437宗电话投报,显示大多隆市市民尚未参加,或者是已经参加但仍未积极参加该计划。

众所周知,最近警方人员滥用职权事件频频曝光,警方的公众形象实已经降至最低点。隆市警方此时通过先进科技,以‘警察之友’计划成功降低首都的攫夺案,这是是令人可喜可贺的。

但若要更大幅度地严打罪案,我们还是不能忽视最基本的因素,那就是警察本身的素质。类似隆市‘警察之友’和新山‘自卫警卫网’ 的计划只是电脑软件。纵然我们有再好的软件,但如果没有电脑程序员好好使用这些软件解决人们所面对的问题,那问题依然存在。

其实针对警方所面对的问题和缺点,警方皇家调查委员会的两份报告书实已给予非常详细的报告。如果我们要求高素质的警察部队,那么人才培训是不可否缺的一环。不能否认的是,我们需要更多诸如‘警察之友’的成功计划,以打造一个真正世界级的警察部队。我们需要更加多能够构思如此创意性的计划的警员,以应付日益复杂的罪案。在这方面大马皇家警察部队又作了多少?

Crime rate down, says IGP

The community based policing programme, Rakan COP, has proven itself to be a major success ever since it was launched in 2004.

Inspector-General of Police Tan Sri Bakri Omar said since then, the crime rate in the city has dropped significantly, largely due to the support received of the public.

Bakri said in 2004, the total crime index recorded throughout the city was 21,241 cases compared to 24,571 reported cases in 2003.

“The figure in 2005 dropped to 19,695 from the 21,241 in 2004. The police were able to reduce crime rate because of the number of tip-offs and information from the public,” he said.

The IGP said this after attending the opening of the police beat base in Mid Valley Shopping Mall, recently.

He said police received 38,643 calls and SMS since the Rakan COP programme kicked off.

“The information we received was for robberies, thefts, vandalism and illegal racing. The drop in crime statistics proves that Rakan COP programme is efficient,” said Bakri, adding that he hopes the public will continue to help police fight crime.

He said as of Feb 15, 20,830 members joined Rakan COP.
