Consumerists: Revamp public transport for better road safety

By Cecelia Victor (Malay Mail)

PETALING JAYA: The Federation of Malaysian Consumers Associations (Fomca) and the National Consumer Complaints Centre (NCCC) have sent a joint memorandum to the Transport Ministry, calling for revamps of the Road Transport Act 1967, Land Public Transport Act 2010 and the Land Public Transport Commission Act 2010.

At a joint Press conference yesterday, Fomca chief executive officer Datuk Paul Selvaraj said: "Those three acts affecting public transport should be revamped because the number of road accidents are increasing and there is a need to put in place more effective measures in order for the public to have more trust in road safety, especially when it comes to express buses.

"From our study, we attribute four main causes of fatal bus accidents to reckless driving, faulty vehicles, heavy traffic, especially during festive seasons, and insufficient enforcement on safety aspects."

He said Fomca and NCCC hope their joint memorandum will receive serious consideration by the Transport Ministry, including their calls for revamp of the three acts.

"Road accidents can be reduced if there are more stringent measures. For instance, the vehicle safety checks by Puspakom takes four minutes on the average and this is not good enough. We are also dissatisfied with the performances of the Malaysian Institute of Road Safety Research (MIROS) and the Land Public Transport Commission (SPAD)."

Also present at the Press conference at the Fomca headquarters in Sungai Way here was NCCC senior manager M. Matheevani who said: "In the memorandum, Fomca also suggested NCCC become a secretariat supported by SPAD so that we can work alongside with SPAD to improve public transport.

"We also recommend more buses for the benefit and convenience of passengers, and also the need for buses to depart and arrive on time."

More details needed for MRT project

This is the report you get from The Star today. A lot of people were shocked to know that the Federal Government is embarking on another massive infrastructure project, the Mass Rapid Transport (MRT) system in Klang Valley, without proper consultation with the people although the people have been talking about the massive infrastructure project in Klang Valley.

By and large, there are a lot of public consultations and discussions on the proposed LRT extension of the existing Putra and Star LRT system. Discussions were held at the grassroot level, local council level as well as in the state level. Detailed discussions and briefings were also done. The authority, Syarikat Prasarana Sdn. Bhd., is scheduled to submit their application of development order to the respective local councils this month and works shall start next year.

However, it is not the same for the MRT system. The very first question raised is how is the Federal Government going to finance the massive infrastructure project as it is going to cost the Federal Government some RM36billion without taking into consideration land acquisition cost which is expected at about RM10billion.

Can we have more details about the project?

MRT tender in April, work starts in July
By ZUHRIN AZAM AHMAD and SHARIDAN M. ALI
newsdesk@thestar.com.my

KUALA LUMPUR: The country’s biggest infrastructure project, the Mass Rapid Transit (MRT), will be built almost entirely through open tender to be called in April and construction work will begin in July.

Land Public Transport Commission (SPAD) chief executive officer Nur Ismal Kamal said the competitive bidding process would be evaluated by the Government, project owner Syarikat Prasarana Negara Bhd and project delivery partner MMC-Gamuda Joint Venture Sdn Bhd.

He said two independent bodies – an independent checking engineer and value management consultant – would evaluate all bids.

The checking engineer, most probably an experienced foreign engineering firm, would vet all tenders, approve designs as well as look at the safety and quality of work once construction has started.

The value management consultant would ensure that costs are kept at a minimum without compromising safety.

Work on the first phase of the MRT system, which would see the construction of a new rail line from Sungai Buloh to Kajang, is expected to start in July.

“The MRT work scope includes underground stations, elevated stations, depots, track works, system works and rolling stock.

“While the work scope will be via open tender, tunnelling work will be via the Swiss challenge method where the PDP is also allowed to submit a competitive bid,” Nur Ismal said after a briefing yesterday.

Swiss challenge means a private sector participant submits an unsolicited proposal and draft contract principles for undertaking a project to the Government and competitive counter-proposals are invited.

While the PDP would oversee the delivery process of the whole project and provide a single point of accountability, Prasarana will be the project and asset owner of the MRT system and Syarikat Pengangkutan Integrasi Deras Sdn Bhd (RapidKL) will be the system operator.

The Sungai Buloh-Kajang line would have a population catchment of 1.2 million with estimated daily ridership of 442,000.

The project is expected to be completed by 2015.

On the cost of the first phase, Nur Ismal said they were still finalising the alignment of the first MRT system line, and thus could not nail down the exact figure yet.

“If we disclose it now, it will not be to our advantage because it’s an open tender bidding. We want to get the best price from the contractors,” he said, adding that even the RM36.6bil figure for the MRT system was not final as it was a figure quoted from the MMC-Gamuda joint proposal.

SPAD chairman Tan Sri Syed Hamid Albar said the entire project would be funded by the Government and a special-purpose vehicle under the Finance Ministry would be set up to advise, manage and raise the funds.

On land acquisition, Syed Hamid said it was expected to take place in May and June, immediately after its proposed routes were put up for public display in March.

Easing Seri Setia’s traffic problem

MORE parking space will be built in Seri Setia as part of efforts to ease traffic problem in the area.

Kampung Tunku assemblyman Lau Weng San said projects were being carried out to reduce the traffic problems faced by the residents in the new village.

He said the projects included providing more basement parking lots and creating more parking bays in the area.

“We are levelling a field in the neighbourhood to be turned into a parking area. Once completed there will be ample parking place for motorists here,” Lau said.

He was speaking to the press after presenting New Year goodies worth about RM1,500 to the residents of Seri Setia Old Folks Home recently. Also present was PJU MP Tony Pua.

“Basically it goes back to the issue of public transportation. We need an efficient system,” he said.

Passing by the area might be a scary experience for some, especially those who are not familiar with the area or new to driving.

Narrow one-way road system between the houses, made it akin to driving through a labyrinth.

It does not help that residents park their vehicles along the road and the situation is much worse at the commercial area where the shops and the wet market are located.

Lau said nothing much could be done to improve the road system in the area, but there is still room for improvement in terms of parking.

Meanwhile, the Seri Setia Old Folks Home is a shelter for homeless senior citizens aged 65 years and above.

The home provides them with basic necessities including daily meals and accommodation.

Currently it is home to more than 60 residents.

Email written to RapidKL for appointment poured with cold water

The Most Honourable Prime Minister Datuk Seri Abdullah Ahmad Badawi yesterday traveled from Serdang to Masjid Jamek by KTM Komuter and Putra LRT via KL Sentral Interchange “to get a feel of the transportation problems faced by the people and came away less than satisfied.”

Prime Minister outlined four major weaknesses of our public transportation system, i.e. over congested compartments, unsatisfactory services, insufficient frequency and insufficient coverage network.

I believe that if PM were to travel from his official residence in Putrajaya to Serdang KTM station by bus, he will have more grievances and complaints as there is no bus-stop in front of his official residence in Putra Perdana.

Public transportation has become an important issues, not only because it will be the focus of the upcoming budget after the steep fuel price hike in June 2008, but it is an issue that cut across all racial and religious backgrounds. A city without an efficient and reliable public transportation system will not be a livable city, especially when urban folks from the lower income group have to rely heavily on public transportation as their major mean of transportation.

A lot of people, mainly office workers have turned to public transportation as their daily mean to travel back and forth to their workplaces after the fuel price hike in order to cut down their reliance on personal vehicles and petrol. In fact, the number has been on the growth since petrol price was increased by 30 sen in in 2006.

However, with the increasing numbers of commuters and passengers, public transportation operators in Klang Valley especially Syarikat Prasarana Negara Berhad (or Prasarana) have failed miserably to meet the demands of the passengers.

Prasarana is a wholly-owned Government company under the Ministry of Finance Inc., which was set up to own the assets of selected public transport companies, including the two light rail transit (LRT) lines namely the Ampang Line (or formerly known as Star LRT) and Kelana Jaya Line (or formerly known as PUTRA-LRT).

Prasarana also supplied 1,055 new buses as of April 2008 to service routes within the Klang Valley. Both the LRT and bus services are operated by Rangkaian Pengangkutan Integrasi Deras Sdn Bhd (RAPID KL) a wholly-owned Government company under the Ministry of Finance Inc.

In December 2007, Prasarana took over the assets and operations of KL Monorail System which is currently being managed by KL StarRail Sdn. Bhd. (KLSR) a wholly-owned subsidiary of Prasarana.

For the past one month, there are numerous reports of breakdowns on the two LRT systems, not to mention the many unexpected delays in bus sevices.

I have been trying to make an appointment with the management of RapidKL and prasarana but was unfortunately poured with cold water (Please refer to the email). In an email I sent to RapidKL to seek for an appointment in relation to the frequent breakdown of the LRT services, I was given a reply a few days ago only after several follow-ups and that I was asked to arrange the meeting through Petaling Jaya Municipal Council (MBPJ).

I wonder what has MBPJ to do with the breakdowns. Why an elected representative has to turn to MBPJ in order to convey the message of the people to the management of RapidKL?

There are many major issues concerning public transportation at various level. For example at the policy level, there are dispute why public transportation is put under various ministries when there should be one ministry to fully overlook public transportation?

DAP MP for Petaling Jaya Utara YB Tony Pua yesterday raised a question on on the status of the Commission of Public Transport (Suruhanjaya Pengangkutan Awam) promised by the Prime Minister in his speech to the parliament on the 26th June 2008. YB Tony Pua and I were equally disappointed as the government has not made any decision on the set up of the Commission.

I hope both PM and the Transport Minister can look into Prasarana’s serious lack of concern in improving public transportation in Klang Valley.
