Access road to Jalan 21/27 SEA Park being built on court order

A new access road currently under construction from Paramount View condominium in Section 22, Petaling Jaya to link to Jalan 21/27 SEA Park is part of the condominium project plan approved in 2005 by Petaling Jaya City Council (MBPJ) and the developer is complying with a court order which ordered that the approved plan be followed.

The approved plan called for Jalan 21/27 to be used as exit road and Lorong 22/44D as entrance and exit road. Lorong 22/44D has been built but residents staying along Jalan 21/27 were against the construction of the access road to Jalan 21/27 as they worried it will bring traffic congestion to the area.

These facts were make known to reporters and nearby residents who were present at the press conference called by Kampung Tunku state assemblyman Lau Weng San at a field near the condo recently.

“The access road will only allow one-way traffic from the condo to exit into Jalan 21/27,” said Lau who called for the press conference in response to a report in “The Star” dated July 26, 2012 which reported that residents in Section 21 SEA Park opposed the access road being built. In the same report Petaling Jaya Utara (PJU) Community Service Centre chairman Dato’ Dr Wong Sai Hou called for MBPJ to issue a stop-work order and resolve the matter.

Lau showed copies of the court order and the condominium project plan which was tabled and approved by MBPJ councillors at its full board meeting on August 30, 2005 to members of the media present.

The approved plan called for the use of Lorong 22/44D as entrance and exit road and Jalan 21/27 as exit road. Lorong 22/44D had been built but residents staying along Jalan 21/27 were against the exit road to Jalan 21/27 currently under construction as they worried it will bring traffic congestion to the area.

Lau said that the access road has to be built as per the court order. However he will hold discussion with the Joint Management Body (JMB) to resolve the matter.

“The JMB may no use the access road due to extra operational cost. I will try to get their goodwill not to use this road perhaps to use it only for utility access.”

Also present at the press conference was MBPJ councillor zone 19 Jeyaseelen Anthony.

“We have to abide by the court order. The developer is building the access road to link to Jalan 21/27 as per a court order,” said Jeyaseelen.

MBPJ had extended twice the temporary Certificate of Fitness (CF) issued to the condo which was occupied since November 2010. The developer is now building the access road to link to Jalan 21/27 SEA Park to comply with the court order and to obtain full CF for the condominium from MBPJ upon completion of the access road.

The developer of Paramount View condominium had filed for a judicial review against stop-work orders issued by MBPJ on the construction of access roads following objections by affected residents and this had caused a delay in the issuance of the CF for the 233-unit condominium which was fully completed in May 2009.

In the same year, it obtained a court order from Shah Alam High Court that the original MBPJ 2005 approved plan be followed, which is to use Lorong 22/44D as entrance and exit road and Jalan 21/27 as exit road, and all stop-work orders issued by MBPJ be cancelled.

劉永山斥黃世豪誤導‧“百樂景公寓新路工程早批准”

（雪蘭莪‧八打靈再也28日訊）行動黨甘榜東姑州議員劉永山今日針對八打靈再也北區國會選區聯邦協調官拿督黃世豪日前帶領幾位居民反對百樂景公寓（Paramount View Condo）發展商新建一條銜接公寓與21/27路的道路，並針對靈市政廳沒有諮詢該區居民的意見而求市政廳立即發出停工令一事作出反駁，並指其言論嚴重誤導居民及媒體。

他在新聞發佈會上指出，該發展計劃是在2005年8月30日獲得市議會批准，有關發展項目有3期，第一期是斯里阿曼廉價組屋（Rumah Pangsa Sri Aman）、第二期是百樂景公寓及第三期則是18個單位的3層排屋，如今第一及第二期的工程已完成。

他表示，有關發展商曾向市議會申請修改圖測，由於針對發展商在施工期間出現的一些問題無法獲得解決，而有關事件也在2009年時被帶上法庭，最終高等法庭作出判決，即要求市議會立即收回停工令，讓發展商根據藍圖編號KJB-P/PJ/2005/10-1的圖測來完成百樂景公寓的工程，並批准使用SS1/25路及22/44路。

黃世豪當市議員時已批准

“今天，我也拿出有關的圖測及文件，而有關圖測是在黃世豪當市議員時期已經獲得批准了，當時身為甘榜東姑州議員的黃世豪也是八打靈再也市議員，他是不可能不知道的。＂

他也非常同情及瞭解居民反對之因，待該公寓成立公寓管理委員會之後，再由他們決定是否要使用該單行道的銜接道路，他也表示，該銜接路並不會侵佔公園的保留地。

申請撥款提昇21區遊樂場

劉永山已向州政府申請撥款來提昇21/20路及21/27路之間的遊樂場，希望能夠改善該區的環境。

Townhall meeting with residents of PJ Section 21 SEA Park Residents

The office of Kampung Tunku Assemblyman, Lau Weng San, will organise a townhall meeting at 8pm on 19th June 2011 at SEA Park RT booth with the residents of Petaling Jaya Section 21 SEA Park resident which will be attended by Petaling Jaya Utara MP, YB Tony Pua and Petaling Jaya City Council (MBPJ), Mr Anthony Jeyaseelen. The event is co-organised by SEA Park Residents Association and Rukun Tetangga.

All residents of Section 21 SEA Park are invited to attend the townhall meeting, which is a platform for residents to meet and exchange views on matters related to state government, local council or even national issues with elected representatives in Petaling Jaya Utara and MBPJ Councillor. SEA Park RA will also sponsor dumplings to early birds to cheer the event.

This is the third townhall meeting organised by Lau Weng San’s office. The first two hownhall meeting were held at SS3 Taman Universiti basketball court at Jalan SS3/14 in 2010 and SS3 Taman Subang playground. The two townhall meetings were warmly received by the residents and they raised issues such as crime rate, inflation, maintenance of roads and drainages by local council etc to us.

Therefore I strongly urge the residents of Section 21 SEA Park to grab this opportunity to attend the townhall meeting.

刘永山潘俭伟19号和八打灵再也21区居民对话

甘榜东姑州议员办公室将于6月19日晚上8点在东南亚花园睦邻原则计划中心举办一场与民对话会。我们邀请所有21区东南亚花园的居民踊跃出席这项对话会。这项对话会是和21区东南亚花园居民协会和睦邻原则计划一起主办。目的是要让居民能够针对地方政府、州政府甚至是时事课题发表看法以及和议员交换意见。

该居民协会也将会在现场先到先得派发粽子给出席对话会的居民。出席对话会的除了本人之外，还包括灵北国会议员潘俭伟以及领养21区的市议员惹耶斯兰。

这场对话会是甘榜东姑州议席第三场对话会。首两场对话会是在去年年尾SS3大学园篮球场和2011年年初在SS3 Taman Subang游乐场进行。居民反应非常热烈，并且在对话会上针对各项问题如治安、通货膨胀、道路维修、市议会行政效率、州政府的政策以及其他课题提出看法和问题。

因此，我呼吁居民能够踊跃出席这项对话会，同时直接向国州议员甚至是市议员发表看法。

100万拨款用以维修道路沟渠，黄世豪应弄清楚才对外发言

国阵灵北协调官黄世豪昨日巡视东南亚花园21区27路公园时发表，即本人拥有100万拨款，因此必须优先拨款维修该公园破损的游乐场。

我对黄世豪的言论感到苦笑皆非，因为黄世豪曾经担任十多年的市议员和州议员，竟然还搞不清楚每名州议员每年获得的100万拨款其实是用来维修道路和沟渠的拨款。这笔拨款的名称是马来西亚道路记录资料系统，英文为Malaysia Road Records Information System，简称MARRIS。

这笔拨款是由中央政府拨给各地方政府维修道路和沟渠的额外款项。因此这笔款项绝对不能用来做其他用途。联邦工程部部长之前曾经抨击民联政府滥用这笔拨款来做企图用途，怎么同样是联邦政府委任的国阵协调官黄世豪却反其道而行呢？

无论如何，我希望澄清市议会和本人一直都有跟进有关公园游乐场器具破损的问题。除此以外，市议会也协助居协寻找适合的地点置放有关货柜箱。因此，黄世豪指责当局没有关注设施安全的问题反而把矛头指向居协是颠倒是非黑白的说法。如果当局指着居协不是，那么当局也不会协助居协重新安置有关货柜箱，本人也不会拨款协助居民协会重新安置新的货柜箱。

此外，在今年4月和6月初，市议员惹耶斯兰曾经要求八打灵市政厅派员铲除该区过于茂盛的树枝，让夜晚的照明灯和街灯能够在毫无阻挡的情况下照亮整个操场。针对游乐场设备破损一事，我和市议员已经在 5月份就告诉市议会，市议会也答应将会在最短的时间之内进行维修工作。我在6月初针对居协货柜箱进行记者会的时候也已经告诉媒体，即市议会将会在最短的时间之内解决问题。

身为前甘榜东姑州议员兼前八打灵市议员，黄世豪在向媒体发言之前应该检查清楚。如果黄世豪不愿向本人查询，他至少也应该向市议会查询清楚，而不是通过媒体诬赖市议会。黄世豪本身也非常清楚，该花园的毗邻就是前斯里阿曼木屋区。虽然木屋区早已拆除，木屋区居民也搬入附近的斯里阿曼廉价组屋，但是该区仍然保有前朝政府为他们兴建的建筑物。市议会确实有意把该处的建筑物拆除，然后承建新的市议会礼堂，毕竟21区东南亚花园并没有一个像样的礼堂或居民活动中心。

惟这项计划除了耗资庞大，也必须确保居民赞成这项计划。在还没有得到居民赞成之前，市议会不能贸然动工。黄世豪本身应该非常清楚他就是在同样的情况下约10年前在SS1兴建一座礼堂，结果工程进行一半才知道该地属于私人地段。

21区东南亚花园居民协会本来在前朝政府的安顿下于2007年年尾在东南亚花园商业中心停车场置放有关货柜箱，同时让该居协拥有充足的空间进行活动。不幸的，该商业中心业主一年后要求居协搬离该处。居协只好在匆忙之下搬离该地，市议会基于情况紧急，再加上21区已经没有任何政府空地，所以才展示允许居协把货柜箱暂时安顿在27路草场。经过一年多的努力，本人通过惹耶斯兰市议员的协助才获得市议会的允许把获所重新搬回22路，让居协能够重回东南亚花园的中心地带。

本人谨此通过这则文告以正视听。

Council Attending To Recreational Needs Of SEA Park Residents

MBPJ is trimming and cutting down wild trees and grasses growing at an open public park located at Jalan 21/27, SEA Park today.

My office lodged a personal complaint to the council and reported that the park was not well maintained since several years ago although MBPJ has been maintaining other parks quite well.

The overgrown grasses and tree branches had blocked motorists' views and even streetlights at night and pose danger to motorists, pedestrian and children playing in the playground.

The park, though small, is the only public park available at Petaling Jaya SEA Park. Most lands in this area are fully developed and there is barely any open space or public parks available for people in SEA Park.

I congratulate the council for attending to the recreational needs of the people in SEA Park.

派红包封和红灯笼，刘永山拜访东南亚花园庆新春

（八打灵再也27日讯）民主行动党甘榜东姑州议员刘永山日期率队拜访灵市21区东南亚花园，拜访该区的巴刹小贩和商家，派送红包封和红灯笼予商家欢庆新春佳节。

许多商家和小贩都能够认出刘永山，并趋前和他问号，并互相祝福。刘永山过后向每一个小贩档口问好祝贺，并向每一位小贩和顾客分发精美设计的红包封。刘永山现场一共派发约2000个红包封和100个大红灯笼。

刘永山说，今年除了派发红包封之外也派发大红灯笼给每一名商家和小贩，以便趁新春佳节装饰店面和档口，吸引更多顾客和增添农历新年的气氛。

陪同刘永山的还包括八打灵再也市议员惹耶希兰、张文强、行动党东南亚花园支部主席甯生、财政韦可奇以及其他支持者。

26th Jan, Petaling Jaya – DAP Kampung Tunku state assemblyman (ADUN) Lau Weng San was welcomed with open arms during his walkabout at the commercial areas of Section 21 SEA Park in Petaling Jaya on Sunday morning 23rd January 2011.

Many among the traders, business owners, customers and residents recognised Lau when he approached to shake hands and wish them “Gong Xi Fa Cai” (Wishing You A Properous New Year).

Lau Weng San went on a stall-to-stall visit at the SEA Park wet market and visited the shops and coffeshops in the commercial areas handing out Chinese New Year lanterns and angpow packets to traders and business owners in conjunction with the upcoming Lunar New Year. A total of 2000 Ang Pow packets and 100 lanterns were given to shoppers and traders.

The people were smiling and greeting their YB (Yang Berhormat). They were excited and happy in the interaction with their “wakil rakyat” (elected representative). Many enthusiastically posed for photos with their YB.

During the walkabout, the people spoke to him and some of them used the opportunity to highlight their problems and concerns.

Assisting Lau in the two-hour-long walkabout were Petaling Jaya City Council (MBPJ) councillor Jeyaseelan Anthony, Darren Tiong, supporters and volunteers who completed the occassion at 10.30 am with light meal and drinks at Khoong Restaurant in Jalan 21/17.

SEA Park is in the Kampung Tunku constituency. Lau Weng San said this is an annual gesture to greet the people of Kampung Tunku and SEA Park especially for the auspicious festive season. Unlike last year, Lau Weng San gave lanterns to traders to decorate their shops and stalls to make it more attractive for shoppers in conjunction with the upcoming Chinese New Year celebration.

市廳建議數地段供選擇，東南亞花園居協快有會所

（八打靈再也17日訊）自1年前租賃地段合約屆滿后，八打靈再也廿一區東南亞花園居協面對會所“居無定處”窘境，隨著八打靈再也市政廳亮綠燈后，預料問題可于本月18日獲得解決！

東南亞花園居協主席顏文凱指出，八打靈再也市長拿督莫哈末羅斯蘭于本月9日，在其辦公室召見居協代表，就此事進行磋商，尋出解決對策。

他說，市長在對話會上，向他們建議6個位于輕快鐵軌道一帶的地點，並決定于本月18日再度召開會議，商討6個地段的利與弊。

“不過，市長告訴我們，上述6個地段，只供短時期置放會所，一旦市政廳能找到更好的地點，會興建一座民眾會堂，讓居民使用。”

民眾會堂後方最理想

他說，市長在會議上表明，相信只有將居協會所置放在阿曼花園民眾會堂后方（靠近化糞池）是最理想的地段。

他接受《中國報》訪問時時，希望市長能在已定下的日期，解決該會所落腳處問題，以免問題再度拖延下去。

顏文凱指出，一旦居協獲得“落腳處”后，將繼續主辦各項拉近居民聯繫的活動。

“這一年來，我們被迫淪落到沒會所辦活動地步，或需要租借場地，情況悽涼萬分。”

他說，居協重新投入服務后，居民將有管道投訴民生問題，如此一來，將有助降低當地民生問題。

新聞背景：居無定所1年

八打靈再也廿一區東南亞花園居協會所，1年前開始面對“居無定所”窘境。

該花園居協原本是向發展商租用空地為居民服務，但較后不獲續約，被迫搬到在21/27路小草場，惟遭斯里阿曼組屋居民投訴，指居協貨櫃箱阻擋組屋居民視線，容易發生罪案，結果貨櫃箱多次遭不明人士破壞。

居協委員較后尋求八打靈再也市議員及該區州議協助，最終居協成功與市政廳進行對話，市政廳同意另尋他地安置會所，但事隔3個多月仍未有回應。

會所居無定所后，該協被迫取消各項節慶活動，居民更以為居協已解散，令居協委員苦惱不已。

配合世界环保日‧刘永山巴刹派环保袋

（雪兰莪‧八打灵再也）民主行动党甘榜东姑州议员刘永山说，配合6月5日世界环保日，他今天（6月7日）前往东南亚花园巴刹派送500个环保袋，让民众和前来购物的主妇，共同为地球环保尽一分力。

民众热烈支持

环保袋颜色鲜艳，置放容量大，获得民众热烈支持，500个环保袋在短短10分钟内被抢拿一空。

刘永山说，他实行民主行动党宗旨“取之于民，用之于民”，善用选区拨款印制1000个环保袋来响应环保运动。

他补充，除了在东南亚花园早市巴刹派送500个，另外500个将在双溪威新村派送。

他将加印环保袋在其他选区派送。

“派送环保袋的目标主要针对购物的妇女，鼓励她们使用环保袋，减低依赖塑胶袋。”

No water supply on 14th October 2008

The Chinese Press reported that there will be no water supply on 14th October in various places in Petaling Jaya and Kuala Lumpur. Most of these places are in my area. For people living in SS1, SEA Park, Paramount Garden, Lean Sen Garden etc please save some water for consumption on the same day. 

Reckless driver in Sea Park PJ

Today is a frustrated day for me.

I was on my bike entering Sea Park Shell petrol station to fill up my bike as it is running low on fuel.

I was riding pass through two cars on my left and right, only to discover that the pumps were occupied. I have to ride through them and go to the other side for my petrol.

When I was riding though, the drive of the car on my left, a light yellow Honda Accord, opened! I managed to avoid it but unfortunately I lost balance and almost fallen to the ground on my right. Lucikily the Toyota Prado on my right is right at the place to support me.

I turned back, trying to talk to the middle-aged driver of the Honda Accord. I told him it was not right for him to open his car door without looking back to check whether there are any vehicle approaching.

He seemed to be stunned with my action. Yes, I always do that whenever I met up with some reckless drivers who do not give a damn to motorcyclists even though they are at fault.

He refused to wind down his window although I told him to do that so that I can talk to him. His car door is half-opened (in fact, it is always in closed position). I told him he is at fault. He told me I should not ride pass between cars. I told him I was looking for my pump, the law did not prohibit me to ride pass between cars. I rebut him that he should be the person to ensure that there is no approaching vehicles from behind, whether it is a car or a motorbike.

He refused to layan me and even told to go away. I was very angry but I controlled my emotion. I told him that he is at fault and asked him to admit it with an apology.

He refused to talk to me. I have no way but to take his car photograph. He was lucky that he managed to block my camera (I can't remember the car plate but it is something like WMT 9???. For those who use to patron Sea Park Shell Station, please watchful of any light yellow Honda Accord carrying plate number WMT 9???). I warned him not to touch me. I told him I am not saying anything but merely doing what I should do.

This incident tells us that there are still a lot of reckless drivers in town. They could have the money to buy luxurious cars worth six figures but they are having a mentality of less than four figures, probably their driving licenses are also bought through illegal means. Such arrogant driver is a classical example.

If this can happen on a YB, how about those normal motorcyclists?

灵东南亚花园交通灯迟迟不亮

（八打灵再也6日讯）交通灯罢工一个月，灵东南亚花园居民急跳脚。

灵东南亚花园居民今日向雪州行动党秘书刘永山投诉，市政厅一个月前在Jalan 21/1和Jalan 20/13靠近布特拉轻快铁百乐花园车站交接处所装置的交通灯超过一个月依然亮不起来。

居民投诉说，他们是由于这个地区是交通繁忙的车道，因此已经多次要求市政厅交通规划组在这个十字路口装置交通灯，希望能够控制车流量和汽车的行驶速度，降低该区的车祸发生率。

但是，市政厅在接获居民的投诉后才在一年后在该区装置交通灯，本来以为交通灯在去年12月尾装置之后可以启用，但是居民引颈长盼整整一个月依然看不见交通灯亮起来。

刘永山在接获投报后前往现场视察。他在现场致电市政厅交通规划组和交通灯承包商。后者向他指出交通灯不能运作乃国能尚未为交通灯接驳电源。

刘永山指出：“市政厅和承包商必须和国能联手合作，确保国能电供能够作出配合才一起施工，而不是让居民白欢乐一场。”

他认为，市政厅不能因为大选即将来临，为了国阵国州议员的胜算，才来回应居民长达一年为处理的民生投诉。这种草草施工的态度恰好显示国阵糖果政治的愚味。

这也显示即便是民生问题也必须得到在野党的监督才能迎刃而解。

刘永山将会在下周农历新年过后前往国能办事处要求国能从速接驳该交通灯电源，方便市民。
