USJ folks battle-ready against development of TM land

I support the move by the residents to retain the land as a reserve for public utilities (telecommunications purposes).

During the previous state assembly, I urged the state planning authority to provide reserve land for public utilities (telecommunications purposes) for any development order in the future.

Developers should also prepare high-speed fibre optic cables as part of the infrastructure development in addition to the normal infrastructure such as electricity, water, sewage facilities, telephone lines etc.

The mushrooming of illegal telco towers and base stations are the effect of poor urban planning where the previous planning authority failed to anticipate the future needs of the country in terms of telecommunication.

In view of the rapid development of the telecommunications industry, the state needs to urgently preserve land for public utilities (telecommunications purposes).

The same goes for this reserve land at USJ6 Subang Jaya.

Positive response to Najib’s billboard call

PRIME Minister Datuk Seri Najib Tun Razak’s recent call to do away with billboards featuring him and Cabinet ministers has received positive response.

Selangor local government research and studies committee chairman Ronnie Liu said billboards should not be erected aimlessly.

He said the billboards should be able to furnish relevant information that would be of benefit to the public.

“There is no point in displaying a giant-sized image of the Prime Minister or ministers without the information needed,” he said.

Liu agreed with Najib who said that public funds were being wasted by having too many billboards that bear the image of the PM and his ministers.

He said the images of the individuals should not be overplayed as this would not serve the purpose.

Kuala Lumpur mayor Datuk Ahmad Fuad Ismail said that he would have to wait for further clarification on Najib’s call not to have faces of politicians on billboards and banners.

The mayor said 90% of billboards in Kuala Lumpur were owned by the private sector with the balance by various ministries.

“Billboard owners would normally get help from the private sector to put up the visuals including those from the ministries,” he said.

“We have to get more details such as does it include all politicians, including MPs, before we can proceed further,” Fuad said.

The Kuala Lumpur City Hall (DBKL) had recently issued an ultimatum that billboards in Kuala Lumpur must comply with DBKL guidelines and owners who fail to do so were given a maximum of three months to take them down.

Fuad said the guidelines issued in December last year gave importance to factors like safety, location, design and visuals displayed, including aesthetic value.

He said a one-stop centre would be set up at City Hall soon to manage all matters related to billboards including licences.

Meanwhile, Petaling Jaya mayor Datuk Mohamad Roslan Sakiman said the city council would wait for directive from the government to take further action.

“We will have to wait for the directive or further clarification before taking the next step,” he said.

The billboard industry in Petaling Jaya was recently revamped in an effort to weed out unscrupulous operators with the launch of billboard guidelines that will be adopted by other local councils in the state.

Kampung Tunku assemblyman Lau Weng San said he had no objection to the Prime Minister’s call on not putting politicians’ photographs on billboards or banners.

However, as such billboards are normally contributed by the outdoor advertisers to fulfil their social corporate responsibility, they should still be used to spread social awareness messages.

“If the authority does not put up photos of politicians, the billboards should be put in good use to spread public awareness campaign such as anti-crime and road safety,” he said.

Najib’s call received immediate response from Perbadanan Putrajaya (PPj), the local authority for Putrajaya.

PPj city services director Datuk Ghani Ahmad said billboards erected in areas under the jurisdiction of the local authority were brought down soon after Najib made the request.

“However, we have no authority over similar visuals in private buildings and within office complexes or compounds,” he said.

Mapping crime hotspots in PJ

PETALING JAYA: Crime hotspots here will be mapped as part of efforts to make the city safer.

Yesterday, the Petaling Jaya City Council presented the police with an Australian-based geographic information system (GIS).

The system will be used to map crime hotspots in Petaling Jaya by analysing data from recent police records.

The outcome from the mapping exercise will then be used to identify areas which would need better policing.

This would include placing more closed-circuit television (CCTV) cameras, setting up police beat base and increasing patrols.

The use of GIS to map crime hotspots is among the 23 steps listed under the Petaling Jaya Safe City programme which was implemented in 2004.

Selangor Crime Investigation Department deputy chief Assistant Commissioner Khaw Kok Chin said between Jan 1 and Feb 15, last year, about 1,307 cases were recorded on the crime index for Petaling Jaya.

However, there had been a slight reduction during the same period this year which saw only 1,167 cases.

"There's a slight decrease in the crime index but we want to reduce the numbers further and with the mapping system, we are a step closer to achieving this," he said.

Khaw also said that theft, car theft and house break-ins were the three most common crime in residential areas.

Among the areas with a high theft rate are Section 5, Taman Medan, Desa Mentari, SS3 and Sea Park.

Petaling Jaya mayor Datuk Mohamad Roslan Sakiman said RM43,500 had been allocated in this year's budget.

He also said 22 CCTV cameras had been fixed around the city and 30 more were expected to be installed this year.

Apart from mapping of crime hotspots and the installation of CCTV cameras, the Petaling Jaya Safe City programme also includes cleaning and tidying up concealed and unkempt areas, sharing of information between local authorities and the police and lighting up of potential crime areas.

"A team has also been formed to look into crime-related matters in Petaling Jaya.

"It is led by Kampung Tunku state assemblyman Lau Weng San," added Roslan.

I declare

Sprint Highway sent me a small box-type hamper a few days ago.

Sunway Sdn. Bhd also sent me a huge hamper one week before Chinese New Year. I guess the hamper worth close to RM500.

I sincerely thank those from the corporate world who appreciate our work for the past one year by sending gifts to my office.

For those who wish to support us, gifts are not necessary next year as it is already good enough by giving your vote to DAP.

As for gifts and hampers given to my office, I foresee very little use for myself. the gifts and hampers will be donated to the my lucky draw program in my Chinese New Year open house in the names of the donours.

A letter from a worrying parent from SS1

I received a letter from Puan NorXXXXXXX KamaXXXXXX to complain about the worsening illegal gaming shops in Sungai Way new village.

The most shocking point is that while it is expected that these gaming shops pollute the hearts and minds of our children in the village, it seems like the pollution has spreaded to other areas like SS1.
I am not going to allow these shops to exist in my area and I will go all out with the Police and the council enforcement to close down all these illegal gaming outlets.

Dear YB Lau Weng San
ADUN Kampung Tunku, PJ
No.77, Jalan 20/9,Tmn Paramount,
46300 PJ.

I’m NorXXXXXXXX KamaXXXXXX from Jalan SS1/XX of Kg Tunku. I’m a mother to four adolescences. For over 2 decades I’ve seen lots of changes and improvements in Petaling Jaya specifically in Kg Tunku and Sg Way. But Lately, I observed that the negative culture is growing fast than the positive one. Our surroundings give big impact to the future and nation especially the youngsters. Many bad activities likes gamble, illegal game machine, prostitution, drugs and robbery are cause by poor monitoring especially from police. They are not only failed to control but even some of them were support or involve in those bad/illegal activities.

It’s happen to my own 14 yrs old son who spends lots of time and money to the video game shop although with school uniform. After receive complain from his school, I spied him for a week and get the answer that bring me to Sg Way. I saw many people especially students entering one video game shop at No 291, Jalan SS9A/2 Sg Way. I took initiative to interview few of them and tried to frighten them but they said ‘no worries, police are their friends and also the regular custormer to come. They did mention few names like policeman Kamarul, Jamil, Azman and Shamsul (known as Panjang) and they are from Sg Way Police Station. Therefore, I confuse either to make police report or not and also worry if they mark me.

I’m Sure many parents in Sg Way, Kg Tunku and Kelana Jaya, no matter race and level have faced the same problem like me. The activity at video game shop can leads to more negative activities such as stealing, rape and swindle. Who to be blamed? Of cause parents are fully responsible for their kids and teachers responsible for their students but this will not happened if police also do their job and be more responsible. People lost respect to Police because of all the negative attitude and mentality show like selfish and irresponsible. They abuse the authority given to them.

YB, I beg you to take this matter and problem seriously before more students get spoil and more parents will suffer because of irresponsible policeman and video game business owner. Your prompt action is appreciated.

Thank you and regards,
NorXXXXXXX KamaXXXXXX.
Kg Tunku, Petaling Jaya.

Lady Luck moves in with China dolls

PETALING JAYA: Houses of sin have begun taking root in the city. Gamble downstairs, have sex upstairs.

Lady Luck and China dolls have both taken up home, offering the naughty the best of both worlds under one roof.

That is the offer available at certain houses in Section 17 and Sungei Way, turning these neighbourhoods into a "mini Las Vegas".

These shop lots-turned-casinos are tempting men from all over the Klang Valley, drawn by the prospect of trying their luck downstairs and something steamier upstairs.

These premises operate as coffee shops at the back of the ground floor while the first floor is filled with women from China.

That such sleazy places exist in relatively sedate middle-class neighbourhoods has sparked anger among city officials, politicians and residents.

PJ enforcement officers, councillors, and state assemblymen were shocked when they discovered four "bet and sex" shops in Jalan 17/8, 17/12 and 17/10.

A total of 118 gambling computers and two snooker tables were recently seized by enforcement officers from these premises. The authorities also learnt that prostitution was also carried out by these gaming shops.

In Jalan SS9A/2, Sungai Way, there are similar "bet and sex" places, which even draw older citizens.

Kampung Tunku assemblyman Lau Weng San said: "Women come to my office and complain that their husbands, fathers and brothers are wasting their money at these places. It is sad to hear their pleas as many families have been affected.

"I see police cars on patrol but I'm puzzled why they aren't taking any action. The activities are very obvious.

"When the arcade owners see me coming, they quickly go into hiding and stop their operations but not when they see the police officers. Enforcement officers need to instill fear in them," said Lau.

Illegal hawkers appeal for licences

ABOUT 30 unlicensed petty traders are hoping that the Petaling Jaya City Council (MBPJ) will give them permits to continue trading outside the SS2 market in Petaling Jaya.

“Some of us have been in the area for more than 10 years. I tried to apply for a licence but was rejected by the MBPJ,” said Nancy Loke, 51, who has been selling Nyonya kuih and chee cheong fun in Jalan SS2/62 for the past five years.

For the past two weeks, MBPJ enforcement officers were stationed at the area along Jalan SS2/62 from 7am to 11am to deter the traders from setting up their stalls.

There are 138 licensed hawkers in the SS2 morning market.

“My grandfather has been selling rice and dry goods in the area for more than 10 years and I took over the business from him. I tried a few times to apply for a licence in 2005 but did not get it,” said Tang Chin Hong, 25.

“We’re only asking for the MBPJ to allow us to trade on the two sides of this road and we’re not even obstructing traffic,” he said.

“The MBPJ should have prior consultation with all parties concerned before carrying out enforcement against these unlicensed hawkers who have been trading here for more than 10 years and provide them with an alternative solution,” Petaling Jaya Utara MP Tony Pua said.

Pua said the traders were merely trying to make a living.

“Times are hard and these are the people in need. This is their livelihood so the MBPJ should give them the permits and at the same time obtain revenue from the licence fees,” he said.

However, the licensed traders within the market are not happy with Pua’s proposal, saying that with the competition from the hawkers outside, their own business will be affected.

“Business has been slow for us, especially from Monday to Friday. If the unlicensed hawkers are legalised to operate, our business would be further affected,” said Hawkers Association vice-chairman Khiew Yoon Chin, 42.

Another trader, who only wanted to be known as Siao, said customers walking towards the market would buy goods from the stalls outside the market and that would mean less business for the legal traders.

Kampung Tunku assemblyman Lau Weng San, meanwhile, said he had raised the matter at the MBPJ full board meeting on Nov 27.

“This kind of blanket policies (to get rid of illegal hawkers) should only be implemented after discussions with both the licensed and unlicensed hawkers.” he said.

“The ruling cannot simply be applied everywhere in PJ. The hawkers are more than happy to apply for a licence if only they are given a chance,” Lau said.

He said besides the traffic concerns, the hawkers should be given trading permits as long as they kept the cleanliness of the roads and were not competing with the existing hawkers in the market.

“The issue would be brought up at the next committee meeting of the MBPJ,” Lau said.

According to MBPJ public relations officer Zainun Zakaria, strict enforcement needed to be carried out because of cleanliness problems.

She said the council was weeding out illegal traders in the city and would look into the possibility of giving out licences to the illegal traders in the SS2 market.

Victim pays for burglars' shopping spree

PETALING JAYA: Lai Kim Lan, 24, had her house broken into and her valuables stolen. But that was not the end of her woes.

For among the items the robbers took from her home in Petaling Jaya was her rarely-used credit card.

The robber purchased jewellery and home electrical appliances amounting to RM3,400 with her credit card.

Lai, an electronic designer, is now pressed by her credit card company to pay RM3,600 including interest. The company is refusing to discuss better payment terms and is blaming Lai for being negligent, said Lau Weng San, Kampung Tunku assemblyman.

Lai's house was broken into on May 13 and she lodged a police report the same day. She realised her credit card was missing the next day and rushed to the bank and was relieved to find that no transactions had been made.

But then her bank statement arrived -- with records of four transactions conducted on May 13.

"The statement showed a transaction at a petrol station amounting to RM20, two transactions amounting to RM1,884.9 at an electrical appliances shop and RM1,559 at a goldsmith. All transactions took place in Klang.

I immediately lodged a report at the bank. To my surprise the bank said that although I lodged my police report on May 13, I only reported my credit card missing on May 14," said Lai.

She has also submitted a letter from her superior stating that she was at work while all those transactions were being made.

Lai said the bank did not call to verify the transactions although all the signatures on the bills were different. She said no verification phone calls were made to her before the purchase of the expensive items with her credit card.

Lai has received a notice by the bank to pay the sum in full in 14 days.

"It's impossible for me to pay the sum, the bank should be more understanding," said Lai.

Assemblyman Lau said: "I will write to the financial mediation bureau in Bank Negara to assist the victim."

First batch of aid for Kg Tunku folks

KAMPUNG Tunku assemblyman Lau Weng San and PJ Utara MP Tony Pua recently distributed the first batch of aid from the Selangor state government to the poor and representatives from welfare homes in Lau’s constituency.

Forty families and two welfare homes - Rumah Hope and Lovely Disabled Home - comprised the first batch of recipients. Lau said the remaining goods would be distributed in the coming weeks.

Each poor family received one 5kg bag of rice, 1kg of sugar and one can of sweetened creamer, while each welfare home received 50 units of rice, sugar and sweetened creamer.

“Each assemblyman will be given 700 units of the three items to be distributed in their constituencies. Most of those who will be receiving the aid in my constituency come from Sungai Way and Sri Aman,” Lau said, adding that the aid distribution to welfare homes was done on his own initiative.

“Those who qualified for the aid are mainly families who have a household income of less than RM1,500, but consideration is also given to families of school-going children with a certain income who are in need of the aid as well,” Pua said.

Lau said registration for the aid was still ongoing, and families who would like to apply need to attach a copy of documents like identity card, payslip and children’s birth certificates.

He cautioned that the assemblymen have the right to take back the aid should the applicants supply false information.

To register, call Lau’s service centre at 03-7875 4724 or Damansara Utama assemblyman Dr Cheah Wing Yin’s service centre at 03-7875 0555.

Meanwhile, Lau said that all Petaling Jaya city councillors’ committee meetings have started, or will be held within this month, including the One-Stop Centre committee meeting represented by councillors Derek Fernandez, Assoc Prof Dr Melasutra Md Dali, Robert Tan and Halimey Abu Bakar.

“The MPs and assemblymen have been invited to sit in on the meetings as observers,” Pua said.

“Now that we have a proper channel, a lot of the complaints that have been brought up over the past few months will be brought up again at the committee meetings,” said Lau.

“Most of the major issues will be channelled via the councillors, who have been assigned their respective zones in PJ and will be working closely with the assemblymen.”

He also welcomed the public to send him questions which he could submit for the next state assembly, which is scheduled to be held from Aug 20-22.

Each assemblyman is allowed to send in 10 oral and 10 written questions. Submission deadline is July 30. The questions should be sent via his email lauwengsan@gmail.com.
