PJ Ah Longs linked to two money-lending rings

PETALING JAYA (Aug 24, 2011): Police said today investigations show that loanshark or Ah Long activities in the district are linked to two major syndicates involved in illegal money-lending.

Petaling Jaya Commercial Crimes Investigations Department chief DSP Mazelan Paijan said this was based on checks on telephone numbers on the stickers, flyers and banners illegally placed on lamp posts, telephone booths, building walls and other places by runners of illegal money-lenders.

He said police found 77 mobile phone and fixed-line telephone numbers of various telcos on the advertisements they had collected from various locations in Petaling Jaya and learnt that it pointed to two illegal moneylenders based in Klang and Pandan Indah.

He said police had called the phone numbers and summoned the suspected runners of Ah Longs but they often denied knowledge of being involved in loanshark activities.

Mazelan was at the Sungai Way police station here today where he headed a joint-operation with the Petaling Jaya City Council (MBPJ) to tear down and remove stickers and banners placed by loansharks in the district.

"Although Ah Long activities have slowed down and are not rampant in PJ, we are being proactive in carrying out such prevention measures especially at this time when loan sharks are introducing special loan packages they promote as 'Raya loans'.

"Festive seasons are often a target of Ah Longs as they know people need money for the celebrations," he said before kicking off the operations at Dataran Mentari at Bandar Sunway where dozens of public utilities and properties have been scarred by the loanshark advertisements stickers.

He urged the public who spot those sticking such advertisements to call the police or MBPJ.

MBPJ also has an ongoing campaign where those who tip-off the council on such acts will be rewarded with RM100.

However, the measly reward will only be paid out if the culprit is caught and there is sufficient evidence to charge him in court.

马华是否变得越来越不重要，以致他们连最基本的数据也无法掌握清楚？

我对某些人士最近针对本人在州议会所提出的问题而通过媒体抨击本人和雪州民联政府感到非常惊讶。

我是在4月的雪州州议会针对州政府打算在八打灵再也SS8的一片土地上进行一项称为“PJ Elevated City”的项目而发问，尤其是州政府曾经提到该项目也涵盖兴建能够容纳1万名工友的宿舍。

数日前，雪州马华公会公共投诉局主任汤木指责本人更加关心外国人的住宿问题，并且利用外国人作为理由来发展该地段。

其中一家英文网络媒体“Free Malaysia Today”甚至引述汤木的谈话，即“八打灵再也的人民要小心！”以及“他们正夺走你们的土地”。其法律顾问林春景律师更指出这项计划将会严重打击出租屋子给外劳的双溪威新村村民收入。

他们的言论再次显示马华公会在公共议题方面极其低落的论述能能力，因为他们的领袖无法掌握最基本的数据。这也显示马华领袖杂乱无序的政治思维，一直他们往往为了争取上报，以致他们的言论和文告往往漏洞百出、甚至毫无根据。

事实上，“Petaling Jaya Elevated City”是州政府打算通过雪州发展机构（PKNS）所推出的综合性发展项目。这意味着政府要兴建的不仅是工友宿舍而已，也包括商业大楼、休闲设备以及各类型的高密度住宅区。

马华也抨击州政府没有提供足够的房屋给雪州子民。他们更以联邦政府最近推出的22万房子作为所谓的“反面教材”来揶揄雪州民联政府。

马华这个说法一再显示他们的弱点，因为雪州民联政府确实最近在万宜推出面积介于750至850平方英尺，价格不超过10万令吉的保障住房（affordable housing）。负责掌管房屋发展的雪州行政议员伊斯干达表示这项计划将有雪州发展机构（PKNS）全权发展。一般来说，保障住房的面积是介于750到850平方英尺之间。无论从面积和舒适程度来说，保障住房将比过去的廉价组屋还要更好。

更重要的就是价格。雪州政府推出的保障住房售价为10万令吉，即比中央政府推出的“我的第一家园”房屋还要便宜至少12万令吉。难道这不是民联政府为民提供更多保障住房的努力吗？如果不是，那么马华公会又有什么道德制高点来抨击民联政府，尤其是联邦政府推出的房屋比雪州发展机构的保障住房还要贵至少12万令吉？为何马华能够对这点视而不见，听而不闻？还是马华公会真的变得越来越不重要，以致他们连这最基本的数据也无法掌握清楚？
我在州议会提出这个问题，乃是因为双溪威新村的外劳人口过度密集。双溪威自由工业区的厂家所聘用的外劳女工大多都是居住在双溪威新村的外劳宿舍。在双溪威新村600家屋子之中，有至少100家屋子已经改造成数层楼高的印尼女工的宿舍。每一间宿舍至少容纳60至100名女工。这造成双溪威新村的人口过于密集，也导致许多社会问题如卫生问题、基本建设问题等等。当我们几乎每天都接获村民的投诉之际，雪州马华却批评州政府兴建外劳宿舍将会影响本地房东的收入。这证明马华与草根人民的生活严重脱节。

对雪州来说，除了要吸引本地和外来投资之外，州政府也必须提供充足的人力资源，包括知识型员工来推动雪州的经济发展。因此，学州政府已经要求所有工业园的发展商，包括雪州发展机构承建足够的员工宿舍，以避免引发更多潜在性的社会问题。这也让工业园的管理层能够更有效地管理工业园内工作的外劳。

迄今，雪州依然缺乏将近6万名员工，这显示投资者依然对雪州充满信心。无论如何，我们不能满足于现状。如果州政府无法协助投资者解决他们的问题，投资者将会舍我们而去。总的来说，雪州必须时刻保持竞争力方能吸引投资者。为了证明这点，我引述前新加坡财政部兼首相署秘书长严崇涛在其书《一名状元与公共政策的制定》的一篇文章，这本书的第64页提及双溪威自由工业区：

“就在这个时候，曾振木成功吸引手机先驱摩托罗拉考虑在新加坡设立他们的海外生产大本营。后来摩托罗拉告诉我们他们的公司不允许设立职工会的政策之后，我们的喜悦就变成失望。当我们无法劝告全国职工总会即使在原则上接受这个要求之后，摩托罗拉专项马来西亚八打灵再也投资。我每次上吉隆坡出席货币局的会议经过摩托罗拉工厂时，我都会感到妒嫉。”


我谨此附上我在州议会针对这个项目所获得答复：

a) Mesyuarat MTES pada 16hb September 2009 telah memutuskan pembangunan di tanah milik Kerajaan Negeri dan MBPJ seluas 20 ekar perlu dibangunkan dengan mengambil kira keperluan Western Digital (10,000 unit asrama dan 3000 tempat letak kereta) dan MBPJ (bengkel dan pejabat) .

Tapak cadangan akan berfungsi sebagai “service centre” bagi perindustrian FIZ. Kawasan ini akan dibangunkan dengan kemudahan perdagangan, rekreasi dan perumahan berkepadatan tinggi (apartmen/apartmen servis/studio apartmen). PKNS telah dilantik sebagai pemaju dan MBPJ adalah pemilik sebahagian tanah.
Konsep pembangunan yang telah diluluskan oleh MTES pada 15hb Jun 2010 merangkumi komponen-komponen berikut :-
i. Hostel penginapan bagi 10,000 pekerja
ii. Tempat letak kereta tambahan sebanyak 3,000 petak untuk kegunaan industri sedia ada
iii. Kegunaan perdagangan (pejabat, retail, service apartment) dan
iv. Perumahan jenis apartmen

Kemajuan projek setakat ini masih diperingkat pengemukaan pelan cadangan dan penetapan tapak gentian bengkel.

MCA becoming more irrelevant when they can’t even get their facts right on Petaling Jaya Elevated City

I am very surprised to read some of the criticisms thrown at me and the state government on an issue that I had raised in the previous state assembly and recently in a press conference.

I asked in the state assembly during the April session a question on a proposed development named “PJ Elevated City” on a piece of land in SS8 Petaling Jaya, especially on the part of the construction of hostels which accommodate more than 10,000 factory workers.

A few days ago, Selangor MCA public services and complaints bureau head Theng Book accused me of being more concerned about foreigners than Malaysians, and using the foreigners as an excuse to develop the land.

Theng Book even said “Watch out, people of Petaling Jaya” and “They are taking all your land”, as reported in Free Malaysia Today, an online news portal. MCA legal adviser Lim Choon Kin, also pointed out that the project will drastically affecting the income of house owners in the area, who rent rooms to foreign workers.

Their statements reflect the poor performance of MCA leaders in dealing with issues as they cannot even get their facts right. This is only to show that MCA leaders are in desperado mode that they have to get themselves some quick media exposure, even if they have to issue partially wrong or totally wrong and unfounded statement.

As a matter of fact, “Petaling Jaya Elevated City” is a mixed development comprising not only the said hostels for factory workers but also commercial and recreational facilities as well as various high density residential projects.

They also accused the state government of not providing enough affordable homes to the people of Selangor, citing example that the federal government cares for the poor people by providing affordable homes which are to be sold at RM220,000 a unit.

This is another example on how irrelevant MCA is as they cannot even get the fact correct again. The Selangor PR state government Selangor had in fact launched an affordable housing scheme in Bangi not too long ago. Iskandar Samad, the state EXCO in charge of housing, told that the project will come under the Selangor State Development Corporation (PKNS) and this affordable housing scheme actually has houses that are bigger (750 to 850-sq ft) and more comfortable than low-cost houses, which are only 660-sq ft.

More important is that the maximum cost for each house is RM100,000, which is RM120,000 cheaper that houses built by the federal government under “My First Home Scheme”. If this is not PR’s commitment to provide more affordable homes to the people, then what authority does MCA have to criticize PR when homes to be built under “My First Home Scheme” are sold at RM120,000 higher than PKNS’ affordable homes? MCA cannot be so ignorant to ignore this fact or is it that they are becoming more and more irrelevant that they can’t even get their facts right?

The reason why I raised this question during the previous sitting of the State Assembly is because of the over-population in Sungai Way new village caused by a huge influx of factory workers who are mainly foreigners. No more than 100 houses out of 600 houses in the new village are converted into multi-storey hostels. Each hostel can easily accommodate 60 to 100 workers and the whole new village is over-crowded and choked with all sort of social, cleanliness and infrastructure problems. When we receive complaints from villagers almost on a daily basis, MCA Selangor’s criticism that the state government’s move is affecting the incomes of the locals who rent out their premises to foreign workers simply shows how disconnected MCA are from the ground.

More over it is very important for Selangor, not only to attract enough foreign and domestic investments, but also to supply sufficient labours, including knowledge workers to fuel the economic growth in Selangor. Therefore, the Selangor state government has requested all developers of industrial parks, including PKNS to also provide enough accommodation for both foreign and local workers to alleviate any potential social problem. This will also enable the management of the industrial parks to better manage foreign labours working in the industrial parks.

The fact that Selangor still lacks 60,000 workers proves that investors are still confident with Selangor. However, we shall not take things for granted. Investors will leave for better environment if the state government is incapable to fulfill their requirements. In short, Selangor must be competitive enough to attract investments.

In order to substantiate this, I would like to provide an extraction of a write up from Ngiam Tong Dow, former Permanent Secretary (Administrative Vice-Minister) of the Singapore Ministry of Finance and the Singapore Prime Minister’s Office. In his book entitled “A Mandarin and the making of public policy: reflections By Ngiam Tong Dow”, he wrote in page 64 and I quote:

“Around this period, Motorola, the handphone pioneer, was successfully wooed by Mr Chan Chin Bock to consider Singapore as one of their offshore manufacturing bases. Joy turned to anguish when Motorola told us that their company had a ‘no union’ policy. When EDB could not persuade the National Trade Union Congress (NTUC) to accept this even on principle, Motorola left for Petaling Jaya, Kuala Lumpur (KL) in Malaysia. Every time I went to KL for Currency Board meetings, the gleaming Motorola factories on the way to town turned me green with envy.”


I hereby attach a copy of the answer I have from the State Government to further clarify the matter.

Happy Chinese New Year and a big thank you.

We are coming to the end of the Chinese Lunar Calendar Year and we will be celebrating the year of Rabbit in a few days. First of all, I wish to thank all my supporters, followers, volunteers (especially those from TunkuCAT) and staffs of DAP Selangor and my office for their tireless effort in assisting me to carry out my duties as an elected representative as well as party port-folio holder.

I also wish to thank JKKK Seri Setia and the twon councillors under my constituency, Ir Darren Tiong and Jeyaselan. They had been very cooperative and helpful with my constituency works.

There were many riddles and challenges for the past one year but together we managed to go through the thick and thin of it.

My office will be closed from 2nd to 6th February 2011. We will continue to serve the people on 7th February.

Pakatan Rakyat PJU Hari Raya open house a hit among PJ residents

The Hari Raya Aidilfitri open house organized by Pakatan Rakyat Petaling Jaya Utara (PR PJU) with the cooperation of ADUN Kampung Tunku was a hit as more than 1,500 residents of all races thronged the MBPJ Multi-Purpose Hall in Jalan SS3/14, Taman Universiti on Friday 1st October 2010.

The open house received a good response as people of different races and religions attended the event and got to meet the Pakatan Rakyat party leaders who took the opportunity to foster closer ties with their guests.

Visitors to the open house which started at 8 pm were feted with a sumptuous spread of delicious and mouth-watering treats such as fried mee-hoon, ayam rendang, satay ayam, roast lamb, curry puff, roti booom and mooncakes, among others, to reflect the muhibbah spirit.

雪州马华高调问政，变成以毫无事实根据发言的‘搞’调问政

雪州马华公共投诉局副主任张胜富昨日召开记者会抨击本人拒绝协助八打灵华人义山公会位于229路挡泥墙倒塌的问题坐视不理，甚至没有能力解决有关问题。

对此，本人郑重澄清，八打灵华人义山公会从来没有向本人或本人助理投诉有关事项。既然公会不曾向本人投诉，那么本人从何协助？

因此，我呼吁张胜富应该本着良心讲话，而不是故意制造课题来博取廉价宣传。他也不应该为了高调问政而随便拿一些不是课题的课题向本人开炮，尤其是义山公会不曾向本人求助解决挡泥墙倒塌的事情。

如果张胜富所言属实，那么我挑战他拿出证据，证明华人义山公会曾经向本人求助，而本人拒绝协助。要不然，他应该针对这指责向本人和义山公会道歉。

第二，张胜富抨击本人分不清财政部管理的供应商执照和工程部管理的F级承包商执照。其实，问题出在张胜富并不明白我当天的谈话，我的问题并不是哪一个部门管理什么执照，而是由中央政府控制的F级承包商在若干年前就已经被冻结，导致民联执政雪州之后，雪州政府因为受限于的基建工程依然只能公开给现有的F级承包商招标，无法公开给没有F级执照的承包商下标。

为此，雪州政府曾经在2009年尝试注册本身的承包商（俗称雪州F级承包商或“Selangor F”），但是碍于这方面的权限是由中央政府控制（不管是财政部还是工程部），因此这个建议最终还是无法落实。

如果联邦政府能够开放F级承包商执照，我相信这将会为州政府省下更多金钱。

而且，张胜富的着重点实在太小了。马来西亚面对的问题不是哪一个部门管理哪一个执照，而是政府能否公平和透明地透过投标发放基建工程。

我奉劝张胜富以及其他马华头头在发言之前能够先调查清楚，而不是为了高调问政，最终变成以毫无事实根据发言的‘搞’调问政！

Mamak joints top pick for diarrhoea cases

PETALING JAYA: Indian-Muslim restaurants, or Mamak shops, are a common source of food poisoning in Petaling Jaya, according to a survey by Kampung Tunku assemblyman Lau Weng San and Merdeka Centre for Opinion Research.

The “Petaling Jaya City Council residents attitude and opinion towards food outlets on dining out, restaurant cleanliness and Petaling Jaya City Council performance pool” was conducted from 410 selected respondents aged 18 and above. They were interviewed for three days from June 10 via telephone.

The participants from Bukit Gasing, Bukit Lanjan, Damansara Utama, Kampung Tunku, Kota Damansara Seri Setia and Taman Medan.

“In one of the 30 questions posed to them, 15 per cent claimed they had suffered from food poisoning after dining out at food establishments in PJ for the past one year,” said Merdeka Center research manager Tan Seng Keat.

He said 30 per cent believed it was due to dining out at Mamak restaurants.

“Others recognised that the cause of food poisoning was due to eating at outdoor hawker stalls mostly along the streets and hawker stalls in coffeeshops, which stood at 15 per cent and 12 per cent, respectively,” he said, adding the survey margin of error was more than 4.9 per cent.

The survey was conducted via random stratified sampling method along the lines of electoral constituents, ethnicity, gender and age.

Respondents also cited open air food court and non-air-conditioned restaurants (excluding Mamak restaurants) as "dirty" with feedbacks standing at 34 per cent and 31 per cent, respectively.

Tan said hawker stalls, Mamak restaurants and open air food courts need to improve their level of hygiene.

"Cleanliness is the most important criteria for PJ residents to pick a place to dine at. People are particular about the cleanliness of food outlets, and the council's cleanliness guidelines and laws for food operators are moderate.”

'This is sabotage!'

THE Malaysian Muslim Restaurant Owners Association (Presma) have questioned the authenticity of the survey findings conducted by Kampung Tunku assemblyman Lau Weng San and Merdeka Center for Opinion Research.

Presma president Noorul Hassan told The Malay Mail he has doubts over the validity of the survey.

“This is sabotage and biased towards Mamak food joints! It’s totally unacceptable and it’s not fair to blame us in a survey which was just based on interviews and distorted facts.”

He said there could be other factors contributing to food poisoning as experienced by many of the respondents.

Claiming the survey was the latest ploy to discredit and damage the reputation of Mamak food operators in Petaling Jaya and nationwide, he said: “I believe it was never substantiated by medical evidence to show the respondents suffered from food poisoning as a result from eating at Mamak restaurants.

“They always get the blame. If it’s true we are unhygienic, I don’t think people will visit Mamak restaurants regularly. The level of cleanliness has improved tremendously and if not, it’s so much better than the other so-called reputable dining places,” he said, adding that 15 per cent with food poisoning out of 410 respondents was not a fair reflection of the whole survey.

‘Three-strikes’ rule

KAMPUNG Tunku assemblyman Lau Weng San (pic) said among the objectives of the research were mainly to obtain residents’ feedback on the ‘Three-Strikes’ enforcement rule for food establishments within Petaling Jaya City Council's jurisdiction.

“I was also interested to find out the public's satisfaction with the overall performance of the council regarding cleanliness at food outlets,” said Lau in a Press conference at the DAP headquarters yesterday.

He said the ‘Three-Strikes’ rule has yet to be implemented in Selangor since it was mooted a year ago by the State government.

“The rule stipulates that if a hygiene offence is committed more than three times in a year, the food establishment will have its licence revoked,” he said, adding that 91 per cent of the survey respondents agreed with the rule to be implemented.

He said a third of respondents were concerned that the rule would lead to potential power abuse or corruption by unscrupulous enforcement officers.

“I hope we could look at different perspectives of the survey and also for the Selangor government to have a better understanding on cleanliness at food outlets.”

民调410人‧91%赞成‧餐厅卫生差‧3次被揪应吊牌

（雪兰莪‧八打灵再也）行动党甘榜东姑区州议员刘永山动用选区拨款，聘请专家对八打灵再也市政厅管辖范围的餐饮环境卫生展开民意调查。410名受访者中，有91%居民赞成市政厅可能落实的“违规3次吊销执照”（3 Strike Rule）措施，另有33%居民则担心，新措施实行后，恐造成更多执法贪污问题。

独立调查中心是在6月10至13日，就“八打灵再也市政厅居民对餐饮店的態度和意见”进行调查，刘永山今日（週二，8月24日）召开记者会公佈这项民调报告，並邀请此中心研究经理陈承杰解说。

根据调查报告提及，有410名来自斯里斯蒂雅、美丹花园、武吉加星、甘榜东姑、百乐镇、武吉兰樟和哥打白沙罗等区域的各族男女接受调查。

卫生比食物美味重要

调查结果显示，绝大部份，即70%的受访居民认为，用餐环境卫生比食物美味、售价、地点等更重要，有80%女性比61%男性更赞同这项说法。

报告提到，约78%的受访者认为，快餐店、冷气餐厅、冷气饮食中心和没冷气的餐厅是卫生的用餐地点，而小食中心、嘛嘛档、露天小贩中心的卫生则被视为有待改善。

至於灵市餐饮店现有的卫生问题，大多数的受访者对餐饮店骯脏环境，包括桌椅、地板、排水系统、出现老鼠和蟑螂等感不满，其次则是对食物、餐饮用具、厕所、员工等卫生感到失望。

调查指出，大多数受访的民眾对市政厅可能实行的“违规3次吊销执照”措施，有一定认知，並强烈支持落实这项措施。

不过，逾有三分之一，即33%的受访居民担心，“违规3次吊销执照”的措施落实后，会导致更多执法人员滥权和贪污。另有54%的居民则相信，此措施可改善灵市餐饮店，而11%和3%的受访居民表示，对此事没意见和拒绝回应。

调查结果反映，有61%受访居民满意八打灵再也市政厅的整体表现，这是因为受访者认为，他们居住的地区能维持良好环境卫生（包括回收垃圾）、市政厅有效行动、良好基本设施等。

刘永山：应先听取民意

刘永山认为，八打灵再也市政厅落实“违规3次吊销执照”的严厉措施前，应听取民意和专业的详细民调。因此，他將把民意调查报告提呈给市政厅和雪州政府参考。

“我觉得，地方政府很多时候是以‘猜测’（tikam）的態度落实新措施，如果幸运的话就会取得良好反应，否则就会反效果。”

91%受访者赞同落实新措施

因此，他认为，地方政府在落实任何措施前，都应寻找专业和详细民调，以確保新措施展开后不会引起人民反感，以致市政厅的形象和名誉受损。

他说，他使用了“亲民计划”的2万令吉选区拨款其中一部份，聘请民调公司展开调查，他也因此意外发现，有51%的受访居民知道“违规3次吊销执照”措施，经解释后，有91%的受访者赞同落实这项措施。

至於有33%受访居民担心新措施落实后，可能导致执法人员滥权和贪污，他坦承，他曾在面子书上发佈有关调查时，也有不少公眾认同，指市政厅须小心处理此事，以免执法官员有机可乘，届时恐怕会有更多问题发生。

“这份民调报告，对市政厅而言非常重要，因此，我会提呈给八打灵再也市政厅和雪州政府参考。”

他说，八打灵再也市政厅已获准落实“违规3次吊销执照”的措施，不过，当局还未决定何时实行。
一旦这项新措施落实，餐饮业者须严格遵守30项经营指南，如业者一年內连续3次违规，执法单位將呈报有关的餐饮公会，並决定是否吊销业者的执照。

【独立新闻在线梁康撰述/苏晓枫摄影】民主行动党甘榜东姑州议员刘永山以其议员拨款资助独立民调中心（Merdeka Centre）向雪兰莪州八打灵再也市民进行民调，结果显示曾遭到民间反弹而搁置的“三犯即吊销执照”（3 strike rule）熟食小贩卫生管制措施，如今获得九成的民众认同。

独立民调中心是在今年6月10日至13日以电话访问方式，与八打灵再也市的410名18岁以上市民进行抽样民调，发现当中拥有91%的受访者认同，一旦熟食业者一年内违反三次卫生条规，执法单位可以吊销其执照，但反对此措施的受访者有9%。

无论如何，对于落实严厉卫生指南的看法，有33%的受访者担心，赋予执法官员上述权限将会出现贪污及滥权问题，另外，有54%的民众希望熟食业者能够提高卫生水平、11%受访者对于卫生指南表示不知情，以及3%受访者不予置评。

八打灵再也市政厅也是国内首开先河推行如此严厉指南的地方政府，这个指南列出逾30项熟食业者需遵守的卫生条规，一旦熟食小贩连续三次违规，市政厅可采取永久性吊销有关业者熟食业执照的严厉执法行动，甚至以后也不得再八打灵再也市内营业。

原本该指南早于去年三月通过，并原定今年六月落实，但是由于遭到餐饮业者的强烈反弹，而被逼搁置。

民调将呈给市政厅和州政府

民主行动党甘榜东姑州议员刘永山今日在行动党总部召开记者会上表示，上述指南目前仍然在修订阶段，并还需要再寻求雪州政府的通过才能落实。

刘永山（右图）说：“由于考虑到民众担忧执法官员滥权的贪污问题，市政厅如今还在修订条规，其中的一项修订建议时增加一项由社区小组组成的审核程序，才能定夺是否会永久性吊销执照‘三连犯’业者的执照。”

他也补充，有关社区小组将由八打灵再也居民协会联合会（APAC）、八打灵再也熟食业者公会及市政厅组成。

他表示，他是通过其州议员选区拨款的亲民计划项目赞助这项民调，并会把这项民调提呈给八打灵再也市政厅及雪州政府，以便在作出上述决策时用以参考。

值得一提的是，上述民调也显示，近半数，即高达49%的受访者不知道市政厅推出“三犯即吊销执照”措施，而知情的受访者为51%，显示当局的宣传工作仍然有待加强。

八打灵子民不满清洁工作

另外，民调也要求受访者评估八打灵再也市政局的整体表现，其中61%受访者满意，34%受访者不满意。不满意的受访者当中，提到数个原因不满意市政厅的表现，其中不满清洁工作（如垃圾收集）者占了24%，其次是缺乏效率（22%），接着依序为贪污（13%）、基本设施保养（9%）及熟食业者的卫生执法（9%）等。

刘永山说，市民仍然对垃圾收集工作不满；然而，事实上，市内的垃圾收集工作已非市政局的管辖权限，而是已私营化交由自然花乐（Alam Flora）公司进行，同时市政厅局并没有完全的监管权限。

他指出，虽然雪州民联后座议员俱乐部认为该公司的表现不佳，并要求雪州政府终止其垃圾收集的特许经营权合约，但是，他个人对于该公司在其选区的服务仍然感到满意，而不认为需要终止合约。

他也说，其选区的监督垃圾收集工作的方式是把该公司当地承包商的资料印成传单，并派发给地方居民，一旦出现垃圾收集问题，居民可以直接向负责的承包商投诉。

一点一滴把八打灵再也打造成世界级的宜居城市

自从民联州政府于去年年初宣布一揽子经济刺激配套，其中一项就是把八打灵再也部分地区重新发展之后，坊间开始关注八打灵再也这座开埠50多年城市的未来发展方向。

八打灵再也是在1952年开埠。当时的英国人为了解决吉隆坡人口过剩问题而在吉隆坡西南部的Effingham园丘开埠兴建一座依吉隆坡而立的卫星市，现称为旧区或“Old Town”。此后八打灵再也在人口规模和地理的重要性都经历了急剧的增长。现有的八打灵再也已经不再是依附吉隆坡的卫星市。

本文要探索的是，未来八打灵再也本身作为一座新兴的城市，到底要如何以本身独有的魅力打造一座与众不同的城市和国际接轨？当八打灵再也往前发展的同时，这座城市又正在面临什么挑战？官民之间有得如何解决这些问题？这些不仅是笔者和本文所要探讨的，恐怕也是接下来数十年八打灵再也市民必须思考的问题。

八打灵再也发展蓝图

八打灵再也市政厅管辖范围有两个发展大蓝图。第一个发展大蓝图涵盖大部分八打灵再也旧区（Old Town）和新区（New Town）范围。这个发展大蓝图早在数年前就已经在宪报上通过。第二个发展大蓝图则涵盖其余部分。

八打灵再也是雪州第二大城市。虽然是第二大城市，但是八打灵再也的人口稠密度确实雪州最高的一个。八打灵再也市政厅管理范围97.2平方公里，人口约60万人，平均每公顷62人。临近的吉隆坡市政厅管辖范围达244平方公里，人口约180万人，人口稠密度为平均每公顷74人。因此八打灵再也的人口稠密度已经和吉隆坡不分上下。（国家发展大蓝图National Physical Plan规定城市人口稠密度是每公顷25人，可见吉隆坡和八打灵再也已经超过国家发展大蓝图的限制）

交通拥挤

既然八打灵再也和吉隆坡一样高度发达、人口稠密度也和吉隆坡不相上下，那么八打灵再也的公共交通发展若和吉隆坡相比，也应该不相上下。可惜，现实情况却不是这样。联邦政府过去20年集中发展吉隆坡的公共交通发展，尤其是吉隆坡市中心的公共交通系统。目前吉隆坡市内有三条铁路干线，即布特拉轻快铁、实达尔轻快铁以及马来亚铁道局电动火车。反之，八打灵再也只有一条轻快铁干线

如果联邦政府不解决市内的交通拥挤问题，这肯定会影响八打灵再也的发展。再加上统计局发出的统计数字，大马每100人当中就有65人拥有车辆来代步！比例之高可谓惊人。我相信在诸如八打灵再也之类的城市地区，拥车族比例肯定比65人还要高。

八打灵再也的公路已经不能承担日益增加的私人轿车数量，因此搞好公共交通系统肯定是八打灵再也必须解决的第一个挑战。我们现在面对的问题就是，虽然州政府和市政厅有意提升市内的公共交通系统，可惜现有的公共交通系统有联邦政府掌控，因此州政府和市政厅只能配合联邦政府的政策。

无论如何，可以肯定的是，一旦八打灵再也的公共交通系统尚未提升，市内的各项发展计划肯定会受到影响。市政厅必须限制各项发展计划的建筑容积率。建筑容积率简称容积率，又称地积比率，是指总建筑面积对建筑用地面积的比值。例如，在1万平方米的土地上，有3000平方米的建筑总面积，其容积率为0.3。由于高层建筑的存在，容积率数值可以大于1。

根据维基百科全书，容积率是城市规划中的一个重要技术指标，它间接反映了单位土地上所承载的各种人为功能的使用量，即土地的开发强度。人口众多的地区往往建筑容积率较高。容积率越高表示土地的利用率也就越高，但是对周边的城市基础设施的压力也越大，因此不可能无限制的提高容积率，所以世界大部分地区对于城市的建筑容积率均有管制。

八打灵再也市政厅目前也限制各项发展计划的建筑容积率。许多发展商，甚至包括州政府子公司，一直埋怨市政厅把建筑容积率定的太低，导致他们的发展项目无法继续往上发展。这也是市政厅无可奈何的。

我们希望随着联邦政府打算延长柯拉娜再也轻快铁干线和武吉加里轻快铁干线至首邦市和蒲种之后，八打灵再也及其周边地区的交通拥挤将会大大缓和。

惟联邦政府也不能忽略八打灵市内的巴士服务。目前八打灵再也缺乏的正是一个市内巴士服务。RapidKL提供的巴士服务大多连接八打灵再也和吉隆坡两地的巴士服务。若有关方面能够考虑增加更多串行于市内的巴士服务，八打灵再也的交通拥挤肯定大大减少。

房屋需求

由于八打灵再也是一个商机处处的城市，因此连带而来的发展项目也刺激灵市的房屋需求，尤其是廉价组屋。

可惜的是，前朝政府所推行的廉价组屋出现许多漏洞，以致许多低下阶层的人民依然无法顺利拥有本身的房屋。

过去政府要求发展商履行社会责任承建廉价组屋的策略已经过时。反之，政府必须好好使用本身尚未发展的土地，承建各款式房屋以应付各类购屋者的需求。

但是，我们也得明白的是，前朝政府已经把许多珍贵的政府地廉价批给私人发展商。在商言商，私人发展商获得土地之后不可能让土地闲置，反之会尽可能从土地获得最大的回酬。这是人之常情，因此市政厅和州政府不可能要求发展商不发展土地，政府更不可能花费巨额向发展商收购土地，因为州政府的财政资源有限。虽然州政府可以通过法律途径强制征用这些土地，但是政府还需作出赔偿，更何况政府不可能每一次都强制征用土地，这将会影响州内的投资气氛和州政府的信誉。

因此八打灵再也出现许多小型发展项目（Pocket Development）。这些发展项目的特征是缺乏长远规划，以及为地方上已经成型的发展计划造成压力。市政厅能够做的就是限制这些项目的容积率，确保发展商和承包商无时无刻都遵守市政厅的准则。

宜居城市（Liveable City）概念

除了可持续性发展的概念之外，民联政府主导的八打灵市政厅正朝向”宜居城市“的概念前进。”宜居城市“意即也就是适宜居住的城市。判别一个城市是否适宜居住有多项标准，包括政治和经济稳定、卓越的医疗保健、优质的文化生活、舒适的环境、教育普及化、完善的基础建设以及良好的治安等等。

宜居城市概念是从可持续性发展概念上的一个突破。一个适宜居住的城市必定包含一定成分的商业和娱乐活动。八打灵再也的市民一直对市内的绿肺保存都非常敏感。其实根据马来西亚城乡规划局的规定，城市地区每一千人就要有两公顷的绿肺。以灵市60万人口来说，地方政府应该提供至少1200公顷的绿肺。

在保存绿肺的当而，市议会也必须思考如何提供更多的商业和娱乐消遣空间给市民。一个只有绿肺，没有娱乐和周日消遣活动去处的城市将不会是一个有活力的城市。一个城市也必须依赖相当程度的商业活动来维持和提升其生活水准。这就是打造宜居城市的宗旨。

其实，常年累月面对交通堵塞、治安败坏、缺乏绿肺等问题，八打灵再也的宜居指数可谓办的并不理想。当发展商都把廉价组屋建在偏远的地方，居住在这些地方的低下阶层人民在缺乏完善公共交通系统下该如何每日往返工作岗位呢？他们别无选择，只得依赖私人轿车。那么昂贵的汽油该由谁结账呢？幸好马来西亚还有政府津贴的汽油，所有我们的汽油比其他国家还有便宜。也因为这样说明为何马来西亚人民需要津贴汽油。当中下阶层人民三餐不得温饱的时候，他们就会心起邪念，铤而走险干起坏事来了。

州政府最近开始计划重新发展八打灵再也部分地区，以八打灵再也市变得更为有活力。这项努力和打造八打灵再也为宜居城市的努力是一致的。惟各方面都不能忽略以上环环相扣的因素。这些都是环环相扣的，因此州政府推出的城市复兴计划必须考虑这些因素。

自从民联执政以来，我们已经大幅度加强市政厅的实证透明度。以往许多居民投诉市政厅在没有好好地咨询居民前便草草批准各项发展项目，结果地方上的居民必须承担这些发展项目所带来的负面影响及其对周遭基本建设所造成的压力。现在，八打灵再也市政厅已经下重药，强制要求所有发展项目都必须以书面通知所有居民，同时设立告示牌告诉市民。涉及的居民及其代表团体如居民协会一般都会受邀列席市政厅的小组会议，参与讨论细则。

我希望这些努力将能够一点一滴地带动潮流，把八打灵再也打造成世界级的宜居城市。

Low cost house fiasco: Publishing names of owners is the first step towards clearing the mess of the past

The Selangor State Government has responded to the ownership of low cost houses by 500 unqualified Petaling Jaya City Council staffs that unqualified owners of low cost houses should return the unit to the state government.

It is high time that the state government should do something to rectify as much as possible mistakes of the previous government in allocating low cost houses in the state, particularly in highly developed cities like Petaling Jaya, Subang Jaya, Shah Alam and Ampang Jaya.

In fact, right after March 8th 2008, I have suggested to the state government to carry out a thorough audit in identifying the flaws in allocating low cost houses to the poor. Action plan suggested included conducting a house-to-house survey (banci) to identify whether the owners of the low cost houses are staying in the unit themselves or merely renting the unit to outsiders, especially foreign labours for extra incomes. Worst still, the survey is also to find out whether the units were sold by rent-seekers to other party at a higher price.

I have always stressed numerously that low cost houses are not commercial products but controlled items. Therefore, the sales of low cost houses, must be strictyly regulated by the state and not subject to market force.

In the case of unqualified council staffs owning low cost houses, I urge that the focus should not be placed on council staffs only but on a larger scope on “unqualified buyers” as I believe not only there are unqualified council staffs, but also politically connected individuals who such the units.

Thus, I welcome the suggestion from state EXCO on Housing, Building Management and Squarters, Iskandar Abdul Samad that the state will consider publishing a name list of those who own low houses for public scrutiny as this is the first step towards rectifying the mistakes and correct the “inherited sins” from the previous administration.

There are also many flaws in the previous “zero-squarters” programme and actions must be taken to correct these flaws step-by-step. In the past, a unit of low cost house is to be allocated for each registered squarter, meaning that the first criterion to qualify for a unit of low cost house is that the buyer must be a squarter first.

Unfortunately, this has neglected the rights of other low-income earners who eargerly want a unit of their low cost houses. Many times they have to rent houses or rooms from others and have to buy low cost houses from open market and pay huge amount of under table money.

Secondly, since low cost houses are mainly offered to first and second families of the squarters, some of them already have big houses outside. Allocating a unit of low cost house to them means giving them an extra income, is this fair? The state must have strict regulations on low cost houses whether these houses are built by the government or private developer, that these houses are to be meant for own stay and should not be sold or rented to third party.

刘永山送书给白沙罗中华小学

甘榜东姑区州议员刘永山，今早亲自把逾160本课外参考书，送到白沙罗中华小学，并即场派发给该校学生。

他强调，他今早前来白沙罗中华小学，并非搅局及搞破坏，而是来查看学校建设，并把冀各界人士别误会。

“我今早把参考书送来是协助学校建设，希望不会造成他人误会。”

刘永山说，他本来在前天（1日），想把探访信函传真给校方，惟后来发现校方仍未有电话及传真号码，唯有亲自把参考书送来。

刘永山今早前往巡视白沙罗中华小学学时，如是指出。

他续说，虽然学校设施未齐全，但他对学校目前现况感到满意。最重要的是，学生上课的教室及最基本设施已完成，让学生上课。

他说，至于其他目前尚欠的设施，如图书馆等的维修工程，可在学校开课后，继续进行。

So far, more than a thousand senior citizens in Kampung Tunku have registered for the Mesra Usia Emas programme, under which the state government would pay RM2,500 to the next-of-kin of senior citizens who passed away.

He said that about 8,000 of the 30,000 registered voters in Kampung Tunku were senior citizens.

Lau said the state government would look into providing medical benefits worth RM1,000 for senior citizens.

More than 200 people turned up at the Christmas gathering, including children from Rumah Hope.

The Megah Methodist Church Care Group carollers entertained guests as they tucked into the food.

Lau also handed out Christmas gifts to children below 12 years old during the open house.

双溪威村问题多

刘永山透露，为了双溪威新村长期扰人交通阻塞问题，除了改善及增设区内的停车场，也必须增加公共巴士川行该区。

“村民较多选用巴士代步，惟目前村内的巴士服务被一家巴士公司垄断。”

尽管如此，他指出，目前已有计划在双溪威新村的大草场改善为多用途广场，其中包括停车场，惟目前有待一些土地转换的问题解决，才能动工。

福利中心善款减少 雪政府依需求援助

（八打灵再也31日讯）雪兰州政府将依据州内福利中心的需求，尽力提供经济上的援助，以协助这些中心度过经济不景。

甘榜东姑州议员刘永山指出，目前全球经济放缓，热心人士都纷纷采取自保的措施，进而渐渐减少捐献善款予福利中心。

“区内大部分的福利中心都是靠公众的捐献维持开支。”

他指出，以目前的经济情况，州政府虽然不可能全面提供福利中心经济上的援助，不过，还是可以依据一些福利中心的需求，尽力提供援助。

“不过，我们会筛选一些规模较大及系统化的福利中心，以提供援助。”

他星期三上午在双溪威老人院分发新年礼品予老人们后，这样指出。

出席者还包括八打灵再也北区国会议员潘俭伟、双溪威新村村长陈有财、老人院福利委员会理事郑永明、叶观清以及曾桂梅。

刘永山今天共分派了价值1500令吉的日常用品与食品予60名老人，并祝他们有个快乐的2009年。

此外，由于福利局没有定时分发津贴予该老人院，刘永山将协助致函予福利局，希望当局关注分发津贴的问题，以解燃眉之急。

做官先做人，做人先聆听。

做官是一门学问，但是偏偏有人做官忘记一个最基本的道理，那就是要先学做人。

什么是做人？做人的道理有好多种，但是怎样也离不开‘聆听’这两个字。

做官先学做人，做人先学习聆听。

不管来人是谁、有没有道理、为官第一条道理就是先聆听。如果一个人不能够细心、耐心、用心聆听，那么他的官位肯定办不好。

可是马来西亚却有许多高官连着最基本的功夫也做不好，他们不只是不能细心、耐心、用心聆听，甚至聆听之后却跳转枪口反客为主。

最近一名高官为一所关闭8年的学校主持重新启用仪式，言谈之间戏言为难政敌。

堂堂一名大官，不仅不能用心聆听，反而还挑战别人辞职。人家问的问题都是技术问题，做得了大官的就要尽力回答，这并没不妥。

堂堂一名大官要开一间学校，竟然没有出动下属办事，反之却动用150 人志工团来清洗学校，更扬言会如期开课。

堂堂一名大官要开一间学校，竟然要等到最后一分钟才动工。广东人说：“唔急屎都唔掘屎坑”。

可是，不知为官的是不是被人点中要害，结果该回答的没有回答，反而处处摆款、顾左右而言他、一会儿挑战别人辞职、一会儿说别人选时间来参观、一会儿说别人鸡蛋里挑骨头、一会儿说别人事外行人、一会儿说要抛下歧见等等。

如果没有这150人来清洗学校，学校岂不是开不了？

连聆听别人的话都做不到，我们怎么期望他是一名好管？

呼吁魏家祥公布维修工程详情

副教育部长拿督魏家祥昨天措词强烈批评社青团在重开白小课题上搞廉价宣传。

他也指责社青团在特定时间或趁承包商休息时段才进入校內，然后断章取义地说维修工程完全没有进展，这並不会达到实际效果。

魏家祥说，白小原校修护工程已于18日下午开始动工，目前正进行维修课室、电路、水供及粉刷校舍的工作，有关承包商也保证将于2个星期内完成修护工作，并于2009年1月5日准时开课。

他也挑战社青团在校內搭帐棚24小时守候，留意未来十多天的维修工程进展。他也挑战如果白小原校能够如期冲开，我和李映霞等人应该辞掉议员职位，反之他将辞掉官职。

魏家祥也在言论中摆出他的“工程师”架子，说‘搞建筑的就知道这一规律，维修工程进行前就有一轮视察、度量工作’。

我对魏家祥的言论目瞪口呆，因为这根本不是为官者所应有的言论。

第一、 行动党并是在当天在针对重开工作访问学校，而是在数个月前就已经教育部缓慢的速度表示不满，并且在10月10日曾经拜访原校校舍，并发现原校校舍的维修工程肯定耗时数月，因此必须在10月份施工，以便赶得上在1月5日新学年开课启用。
第二、 社青团12月18日在此前往原校视察，并非是选择“特定时间或趁承包商休息时段才进入校內”。我们当天一行人是在上午10点踏入原校校舍。如果魏家祥认为上午10点是承包商休息时段，我建议魏家祥提早撤换承包商，以免丢官。
第三、 当天我们进入原校校舍确是遇到数位来自联邦直辖区公共工程部电工部官员。在访问之下才发现当局搞错，因为原校校址隶属雪州公共工程局，不是联邦直辖区，他不懂为何会被派来位于雪兰莪州的白小原校。这几位官员在纪录一些资料之后便自行离开。连这么简单的任务竟然也搞错，魏家祥还能够大言不惭地说原校能够在明年1月5日如期重开吗？
第四、 我不满魏家祥也在言论中摆出他的“工程师”架子。我本身在从政之前也是一名工程师。任何工程在进行之前必须先视察度量。这是常理，无需魏家祥这位专业土木工程师来告诉我们。问题的关键在于为何教育部要在最后一分钟才施工维修原校？

反之，我呼吁魏家祥能够公布以下详情：

第一、 负责维修工程的承包商；
第二、 维修工程工作范围（scope of work）；
第三、 维修工程时间表；
第四、 维修工程的合约价值；
第五、 教育部有没有针对这项工程公开招标，如果有，为何没有张贴在教育部网站？
第六、 除了教育部，公共工程部有没有针对维修工程向外招标？
第七、 为何当局要拖到12月18日在开始进行维修工程，尤其是政府早已经在年中公布将重开白小原校？

如果魏家祥能够针对这些问题一一回答，这才是为官者应有的态度。我们在拜访后至少发现以下必须进行的重要维修工程（照片可以从以下网站下载：http://www.facebook.com/album.php?aid=63277&id=691844174&op=6）：
第一、 更换现有的电路系统，校内许多电器设备已经不能使用。
第二、 必须清除现有建筑物的害虫，尤其是白蚁和老鼠，因为一部分校舍已经霉烂。

甘榜东姑州议员刘永山指出，八打灵市政厅的礼堂是他们以往没机会使用的，不过尽管执政雪州可以使用这间礼堂，但行动党仍坚持付租金，贯彻清廉的作风。

他表示，行动党将会继续致力要求恢复地方议会选举，为国家的独立奋斗，也是实现大选的诺言。

秘书长火箭晚宴展魅力‧“冠英”T恤5000卖出

民主行动党秘书长兼槟州首长林冠英魅力非凡，一件在10年前推出印有他肖像的T恤，拍卖叫价从100令吉竞投至5000令吉成交卖出。

行动党周三（12月17日）在八打灵再也市议会礼堂举行的“庆祝希望与改变的一年”晚宴，为行动党总部及白沙罗、白乐园区部筹款，当晚除了现场募捐之外，还拍卖一件T恤。

这件T恤是10年前林冠英入狱时，行动党推出以表达支持的T恤。衣服上印着“人人为你，你为人人”的字眼，及林冠英微笑的照片。

原来这是党员叶金水在收拾雪州行动党办公室时无意中发现，因此特别拿出来拍卖这件具有意义的衣服。

没想过前囚犯当首长

拍卖的价格从100令吉起，3个善长仁翁不断竞相争投这件衣服，价格不断上升，叫价到3800令吉后原以为就会成交，结果一个声音表示要以5000令吉投下，令全场哗然。

成功投得衣服的邱曜仲开心地在台上从林冠英手中接过衣服。他下台后对媒体说，他纯粹因为是支持行动党，所以就高价买下衣服。

此外，林冠英在致词时感谢大家的支持，他说，他没想过坐过牢的他有这一天会以州首长的身份与大家讲话。

他说：“改变国家并非不可能，没有任何事是不可能做到的。我也没想过今日（周四，12月18日）会以首长的身份讲话。虽然我坐过牢，但我为此感到骄傲。”

林冠英致词时获得出席者专注聆听，长达1小时的演讲没人中途离席，还踊跃的回答林冠英发问的问题，支持度非常高。

尽管经济不景人人紧缩荷包，但当晚的出席者都踊跃捐助款项助行动党整修办公室。

这场晚宴共进行了3小时，现场募捐共筹得8488令吉，加上拍卖衣服所得的5000令吉，总共为1万3400令吉。

That such sleazy places exist in relatively sedate middle-class neighbourhoods has sparked anger among city officials, politicians and residents.

PJ enforcement officers, councillors, and state assemblymen were shocked when they discovered four "bet and sex" shops in Jalan 17/8, 17/12 and 17/10.

A total of 118 gambling computers and two snooker tables were recently seized by enforcement officers from these premises. The authorities also learnt that prostitution was also carried out by these gaming shops.

In Jalan SS9A/2, Sungai Way, there are similar "bet and sex" places, which even draw older citizens.

Kampung Tunku assemblyman Lau Weng San said: "Women come to my office and complain that their husbands, fathers and brothers are wasting their money at these places. It is sad to hear their pleas as many families have been affected.

"I see police cars on patrol but I'm puzzled why they aren't taking any action. The activities are very obvious.

"When the arcade owners see me coming, they quickly go into hiding and stop their operations but not when they see the police officers. Enforcement officers need to instill fear in them," said Lau.
