（八打灵再也7日讯）雪州甘榜东姑区州议员刘永山将在9月8日（星期六）和9月9日（星期日）早上9点到中午12点假双溪威新村村委会礼堂举办选民登记运动，欢迎村民和其他地区尚未登记成为选民的马来西亚公民前来登记。

另外，雪州选举委员会也将在9月9日（星期日）当天前来双溪威新村礼堂处理更换投票地点的申请。对此，任何欲转换投票地点的选民也可以在周日当天前来选委会的柜台提出申请。

刘永山也提醒市民，不管是申请成为新选民，还是申请更新投票地点，申请者必须亲自携带本身的正版身份证前来申请。

他说：“选委会将会根据身份证上的地址为选民登记，因此选民必须确保身份证的地址是最新和正确的地址。”

目前，部分想要更换投票地点的选民担心，如果现在提出申请更换投票地点，如果这期间举行选举，恐怕名字将不会出现在选民册。

刘永山呼吁选民不用担心，根据法律，如果这样的情况出现，选民还是回到旧有的投票地点投下神圣的一票。

“虽然首相最近暗示今年11月可能举行全国大选，但是如果选举不在11月进行，反之在明年2月以后举行，那么现在登记投票的选民可能还有机会在明年可能举行的选举投票。”

根据选委会的数据，我国还有332万符合资格的国民还未登记成为选民，其中雪兰莪州就占58万为全国榜首。

因此，甘榜东姑州议员刘永山呼吁双溪威新村和附近花园的居民尤其是年轻人踊跃响应这项选民登记运动。以便能够在大选时能够进行国民义务，选出自己想要人民代议士和政府。

A new access road currently under construction from Paramount View condominium in Section 22, Petaling Jaya to link to Jalan 21/27 SEA Park is part of the condominium project plan approved in 2005 by Petaling Jaya City Council (MBPJ) and the developer is complying with a court order which ordered that the approved plan be followed.

The approved plan called for Jalan 21/27 to be used as exit road and Lorong 22/44D as entrance and exit road. Lorong 22/44D has been built but residents staying along Jalan 21/27 were against the construction of the access road to Jalan 21/27 as they worried it will bring traffic congestion to the area.

These facts were make known to reporters and nearby residents who were present at the press conference called by Kampung Tunku state assemblyman Lau Weng San at a field near the condo recently.

“The access road will only allow one-way traffic from the condo to exit into Jalan 21/27,” said Lau who called for the press conference in response to a report in “The Star” dated July 26, 2012 which reported that residents in Section 21 SEA Park opposed the access road being built. In the same report Petaling Jaya Utara (PJU) Community Service Centre chairman Dato’ Dr Wong Sai Hou called for MBPJ to issue a stop-work order and resolve the matter.

Lau showed copies of the court order and the condominium project plan which was tabled and approved by MBPJ councillors at its full board meeting on August 30, 2005 to members of the media present.

The approved plan called for the use of Lorong 22/44D as entrance and exit road and Jalan 21/27 as exit road. Lorong 22/44D had been built but residents staying along Jalan 21/27 were against the exit road to Jalan 21/27 currently under construction as they worried it will bring traffic congestion to the area.

Lau said that the access road has to be built as per the court order. However he will hold discussion with the Joint Management Body (JMB) to resolve the matter.

“The JMB may no use the access road due to extra operational cost. I will try to get their goodwill not to use this road perhaps to use it only for utility access.”

Also present at the press conference was MBPJ councillor zone 19 Jeyaseelen Anthony.

“We have to abide by the court order. The developer is building the access road to link to Jalan 21/27 as per a court order,” said Jeyaseelen.

MBPJ had extended twice the temporary Certificate of Fitness (CF) issued to the condo which was occupied since November 2010. The developer is now building the access road to link to Jalan 21/27 SEA Park to comply with the court order and to obtain full CF for the condominium from MBPJ upon completion of the access road.

The developer of Paramount View condominium had filed for a judicial review against stop-work orders issued by MBPJ on the construction of access roads following objections by affected residents and this had caused a delay in the issuance of the CF for the 233-unit condominium which was fully completed in May 2009.

In the same year, it obtained a court order from Shah Alam High Court that the original MBPJ 2005 approved plan be followed, which is to use Lorong 22/44D as entrance and exit road and Jalan 21/27 as exit road, and all stop-work orders issued by MBPJ be cancelled.

MCA busy putting blames against us for wrongs they did in the past

My predecessor, Datuk Dr. Wong Sai Hou must be really busy nowadays going around Sea Park Petaling Jaya, putting blames on Petaling Jaya City Council (MBPJ) and me for allowing the developer of Paramount View Condominium (PVC), Sri Aman Development Sdn. Bhd. to build an access road linking PVC with Jalan 21/27, Sea Park, Petaling Jaya.

He claimed that MBPJ is "not transparent in the manner they go about approving projects". He further said that "all views must be taken into account before approvals are given to construct new roads". He also said that "projects must not be pushed through as it affects the people's quality of life."

I find his statement reported in a newspaper owned by his political party is rather misleading and frustrating, as if he has got no role to play in this.

During BN's time in 2005, MBPJ approved a layout plan with the reference number KJB-P/PJ/2005/20-1 which shows that there shall be an access from PVC to Jalan 21/27. The layout plan was approved on 30th August 2005 by MBPJ full council meeting. It was also shown another access from PVC at Jalan 22/44. The developer started promoting the project. Interested buyers and investors bought and signed the Sales and Purchase Agreement (SPA) based on this layout plan.

The developer tabled amendments in 2007 and subsequently obtained their approvals from MBPJ. Among the changes are to allow only one access road for PVC, which is to be built at Jalan SS 1/25, instead of two access roads at Jalan 21/27 and Jalan 22/44.

In 2008, there was a change in Selangor state government and subsequently all the 12 local councils under Selangor state government also changed hand to Pakatan Rakyat. Before 2008, BN Selangor had a practice, that the local assemblyman (ADUN) will automatically be appointed as councillor in his/her local council.

As for Kampung Tunku, the then ADUN was none other Dato' Dr Wong Sai Hou himself. Being the then MCA PJU Division Chairman, Wong Sai Hou was also the party whip for MCA councillors in MBPJ. He was also a member of MBPJ One-Stop Centre (OSC). OSC is a special committee to evaluate and approve authority submissions for all developments in Petaling Jaya.

In 2009, the council had a number of unhappy encounters with the developer. The residents surrounding PVC also shared the same predicarement. Two stop-work orders file issued against the developer in 2009. The developer challenged MBPJ's decision via a judicial review filed at Shah Alam High Court.

Shah Alam High Court made a ruling via MT5 - 13 - 13 - 2009, that the two stop-work orders must be withdrawn immediately. The developer was allowed to use Jalan SS 1/25 as temporary access during construction. Once construction is completed, the developer has to commence the construction of permanent access road according to the the 2005 layout which I believe is the layout that was presented to buyers.

The construction of the first permanent access road at Jalan 22/44 was completed last year despite several protests by local residents. The construction of the second access linking PVC to Jalan 21/27 is about to start. It is also stated in the planning approval that the construction of the two access roads form part of the conditions to be fulfilled in order to comply with the issuance of Certificate of Fitness and Occupany (CFO). That means as of today, PVC has yet obtained its CFO and it is still sitting on it temporary CFO.

Therefore, it is most shocking and even frustrating to know that Wong Sai Hou is now turning his gun against MBPJ when he knows very clear that the construction of the access road linking PVC to Jalan 21/27 was already approved by the city council during his time.

Although it is widely understood that such access road is not suitable and will increase traffic volume along Jalan 21/27 and Jalan 21/35, the court order shall be complied with in full to avoid "contempt of court".

Nevertheless, I maintain the stand that the decision of whether to use the access road or not is in the hand of the Joint Management Body (JMB) or PVC, which consist of buyers and residents of the condominium mainly. I believe all parties concerned and discuss and find a win-win solution to resolve this matter.

Ucapan penangguhan tentang peruntukan kerajaan untuk menyelenggara rumah pangsa kos rendah

Saya selaku ADUN Kampung Tunku telah menyampaikan satu pemberitahu untuk memohon kebenaran ucapan penangguhan mesyuarat akhir persidangan di bawah Peraturan Tetap 16(2) pada 9 Julai 2012, di mana isi kandungan ucapan adalah seperti yang berikut:

“Kerajaan Selangor harus memastikan pemilihan kontraktor penyelenggaraan rumah-rumah pangsa kos rendah dijalankan betul.

“Kerajaan Selangor telah melancarkan program ceria pada tahun 2010 di mana sehingga sekarang kerajaan memperuntukkan wang sebanyak RM9.7 juta untuk menyelenggara bangunan, bumbung dan lif rumah-rumah pangsa kos rendah di Selangor di bawah program Ceria.

“Rumah Pangsa Sri Aman di Seksyen 22, Petaling Jaya telah dipilih sebagai salah satu rumah pangsa yang menerima manfaat di bawah program ini di mana JMB berkenaan telah diberi peruntukan untuk membaikpulih dua lif yang telah rosak.

“Malangnya pembaikpulihan kedua-dua lif ini terpaksa melalui pebagai kesulitan. Pertama, kontraktor yang dilantik oleh SIC Berhad pernah berhenti bekerja beberapa kali dengan alasan bahawa bayaran kos penyelenggaraan tidak dilakukan secara berkala.

“Semasa saya mencampur tangan untuk menyelesaikan kemelut ini, saya difahamkan oleh pegawai SIC bahawa perkara tentang cara bayaran dibuat tidak termaktub dalam perjanjian antara SIC dengan kontraktor berkenaan. Selain itu, saya difahamkan bahawa semua kontraktor yang dilantik hanya akan mendapat bayaran penuh selepas menyelesaikan tugas mereka.

“Kesulitan yang kedua ialah kontraktor berkenaan enggan menyerah beberapa komponen elektronik yang diperlukan untuk memantau perjalanan motor lif berkenaan melainkan JMB bersetuju untuk mengambil mereka sebagai kontraktor penyelenggaraan selama dua tahun.

“Hal ini bertukar menjadi lebih rumit apabila JMB yang selama ini tidak berpuas hati dengan prestasi kontraktor berkenaan memutuskan untuk tidak mengambil kontraktor ini sebagai kontraktor penyelenggaraan. JMB kemudian telah mengupah sebuah kontraktor yang lain yang difahamkan mampu bekerjasama dengan JMB dengan bayaran yang lebih munasabah.

“Kesulitan tertimbul sekali lagi apabila kontraktor lama membuat aduan kepada Jabatan Keselamatan dan Kesihatan Pekerja (JKKP) bahawa lif-lif yang sedang berfungsi sekarang di Rumah Pangsa Sri Aman tidak boleh berjalan tanpa perjanjian penyelenggaraan di mana ini adalah dilarang di bawah undang-undang yang sedia ada.

“Kerajaan telah melakukan dua kesilapan dan perlu mengambil langkah-langkah sewajarnya untuk mengelak pisang berbuah dua kali.

“Pertama, bagi mengelakkan sebarang pertelingkahan yang tidak menguntungkan sesiapapun, kerajaan harus menyatakan dengan jelas dalam perjanjiannya tentang cara pembayaran caj penyelenggaraan kepada kontraktor. Malangnya, perkara ini tidak disebut dalam perjanjian.

“Kedua, kerajaan juga harus memastikan bahawa prestasi kontraktor dipantau lebih rapi dengan melibatkan pihak JMB dalam usaha ini. Kerajaan juga harus mempunyai pakar dalam bidang ini untuk membantu memantau prestasi kontraktor-kontraktor yang dilantik dan tidak terpesong oleh kontraktor-kontraktor yang tidak berkelayakan.”

No plans to repossess land

THE state government has no plans to repossess leasehold land where the tenure is to expire over the next few years.

Mentri Besar Tan Sri Khalid Ibrahim said so long as those owning leasehold properties pay a premium of RM1,000, they need not worry about their properties.

“Some of those who own properties in Selangor where the lease is to expire in 20 years time are afraid that they would lose ownership of their homes.

“They need not worry as the owners can extend their lease at the Land Office,” Khalid said at the state assembly sitting yesterday.

The Mentri Besar was responding to a question by Lau Weng San (PR-Kampung Tunku) who said some leasehold property owners in Petaling Jaya were afraid that a caveat might be placed on their properties once the lease tenure expired and the state might repossess their land.

“The public need not worry because houseowners could transfer the land to the next of kin by just paying the premium of RM1,000. However, if the lot, land or house is sold to another person, the premium will be calculated on the market value at that time,” he said.

He pointed out that land in Selangor is expensive and the premium is calculated based on the current price value.

“However, the state does not charge a high premium for leasehold properties owners,” said Khalid, when answering a question by Yap Lum Chin (PR-Balakong) on how many leasehold owners in Selangor paid the RM1,000 premium to extend their lease.

To date, there are 356 applications in eight districts amounting RM356,000 that have been approved since June 2011.

The breakdown from the districts are as follows — Hulu Langat (136), Kuala Selangor (89), Petaling (65), Gombak (48), Klang (6), Hulu Selangor (5), Kuala Langat (4) and Sepang (3).

Khalid added he would meet residents as well as district and assistant district officers in Petaling Jaya on premium to be charged for cemeteries in the district soon.

Weeding out illegal banner menace

LOCAL authorities around the Klang Valley seem to be fighting a losing battle against illegal banners that are being put up at every nook and corner.

From SS2 in Petaling Jaya to Bandar Puchong Jaya and all the way to Old Klang Road and Cheras, these illegal banners are being put up by irresponsible people opting for a cheap method to advertise their products.

While illegal money lenders have been boldly putting up their banners and stickers all around the city, the latest product to make its way into the scene are sex toys and sexual enhancement creams.

If you think only these shady businesses put up illegal banners, then you would be in for a surprise.

All around towns and cities, there are banners for kindergartens, restaurants, warehouse sales, tuition centres and language courses, to name a few.

Even big-name developers, shopping malls and electronic brands have put up professional looking banners without a license.

To identify legal banners, most councils issue a license in the form of a sticker that is attached onto the banners that would be put up.

Local authorities have pumped in a lot of resources to remove these illegal banners and stickers but none seem to have found a workable and effective solution.

Most have a schedule for taking down these banners but new ones would be put up almost as soon as the truck full of banners leaves the location.

In Petaling Jaya, the task of taking down these banners was first given to Alam Flora but it could not cope and the Petaling Jaya City Council (MBPJ) has since taken back the responsibility.

Kampung Tunku assemblyman Lau Weng San had in 2008 started a programme where residents were rewarded between RM1 and RM5 (from his constituency development fund) for each banner taken down and brought to his office.

The programme was fairly successful and helped to rid commercial areas like Sea Park of the unsightly banners but Lau had since stopped the programme when the MBPJ came up with their own to tackle the issue.

To try to nip the problem in the bud, MBPJ offered a reward of RM250 if the public informed the council when they saw someone putting up banners and the perpetrator is caught red-handed.

While it showed MBPJ’s effort in tackling the problem, catching these sneaks red-handed is not as easy as it sounds and so far, only a handful have been caught and charged.

Last year, the Subang Jaya Municipal Council teamed up with the Malaysian Communications and Multimedia Commission (MCMC) to cut off the lines of numbers found on illegal banners and other councils like MBPJ and the Kuala Lumpur City Hall (DBKL) followed suit.

The move has yet to show any signs of effectiveness because it takes some time for the lines to be cut off.

More importantly, prepaid phone lines are available cheaply in Malaysia, with most telecommunication companies offering a start-up pack for less than RM10.

Perhaps the root of the problem is that banner printing services are available very cheaply.

Even these printing companies have been aggressively advertising their services on illegal banners put up all around neighbourhoods and commercial centres.

Maybe the local authorities should make it harder for these companies to print banners by making it mandatory for them to see a banner license before printing, failing which they should be fined heavily.

Another method is to impose stringent guidelines for these banner-printing businesses when issuing a license to them.

With no effective form of measure in sight so far, the councils need to look at the problem from all angles and work together with the relevant agencies to come down hard on those involved in putting up illegal banners.

BCorp may want to take the loophole but wait....

Pakatan Rakyat led Selangor State Government has again taken the lead in combating social ill.

This time the riches local council in Selangor, Petaling Jaya City Council ruled that they shall be no sport betting outlets operating within its area.

However, there are reports that Berjaya Corporation Berhad (BCorp), the holder of the sport betting license, may just open counters for sport betting too in existing Sport Toto gaming outlets which offer 4-digit betting.

On hindsight, it seems to be correct but if we examine it closely and purely on the perspective of business licensing, the business licenses issued by MBPJ to Sport Toto are meant for 4-digit betting and the license is issued to "Sport Toto Malaysia Sendirian Berhad".

On the other hand, the license holder for sport betting is Ascot Sports Sdn. Bhd. which 70% of its stake are owned by Berjaya Corporation Berhad (BCorp).

So, there are two different companies altogether although the two are owned by the same parent company, BCorp.

In terms of licensing, the business licenses issued to Sport Toto Sdn. Bhd. by the council cannot be shared with Ascot Sports Sdn Bhd. Moreover, according to section 107(2) of the 1976 Local Government Act, local councils have right to exert certain conditions in granting the licenses. Such license can be withdrawn at any time deemed suitable by the councils

Selangor local councils mount barrier against sports betting

Several local councils in Selangor have moved to freeze the license of gambling premises which offer sports betting, in what appears to be a cascading wave of protest against the federal government legislation.

Starting with the Petaling Jaya City Council (MBPJ) on Tuesday, the movement appeared to have spread to Selayang yesterday and Ampang Jaya this morning, with both acting to disallow sports betting in their respective jurisdictions.

Speaking to reporters after their full-board meeting, councilor Latheefa Koya said that they acted under Section 101 of the Local Government Act which covers issues concerning health, safety and convenience.

Latheefa, (left) who is also PKR information chief, said that sports betting is detrimental to mental health and turns sports into an unhealthy activity.

According to Selayang councilor Lee Khai Loon, local councils can bar the activity by controlling through the issuance of premise licenses, which stipulates the type of items that can be traded.

"Existing gambling premises like Sports Toto list lotteries as their trading item, not sports betting.

"To add sports betting as a trading item, operators have to apply to the local council and our stand is to reject such applications," he said, adding that the decision was unanimous.

Khai Loon, who is also PKR Youth information chief, added that the council will close down premises reported offering sports betting.

"We have 24 councilors who, with the help of the public ,will act as the eyes and ears for (the Selayang Municipal council)," he warned.

No round-the-clock bets

On top of controlling trading items, Ampang Jaya councilor Lee Shok Jing said that the council, whose vote on the issue was also unanimous, is also using the premise license to limit the trading hours of gambling operators.

"We expect that with the FIFA World Cup, punters will want to place bets around the clock, so we are limiting the trading hours to ensure that this does not happen," she said.

The councils will also not approve license applications for new gambling premises, with all the decisions made regarding sports betting taking immediate effect.

破坏份子新年前夕破坏八打灵再也SS3区14路有盖篮球场

八打灵再也SS3区14路有盖篮球场前日晚上遭不负责任人士以汽油焚烧球场表面覆盖蓄意破坏！

我是在除夕早上接获居民投诉之后便直接前往现场巡视破坏程度，并立即通过市议员通知市议会以及向警方报案。

这座篮球场已不是第一次遭不负责任人士破坏。数个月前，这座有盖篮球场的六根柱子也遭人蓄意涂鸦。

在这一次的破坏中，我们现场发现这群破坏份子以汽油焚烧篮球场的表面覆盖的一部分，并且还发现厕纸粘帖焚烧的部分。破坏份子似乎尝试要在球场表面覆盖以汽油焚烧的方式写出“LUV U”字眼。

我不排除这是不负责任情侣为配合2月14号情人节而选择在这座有盖篮球场的表面覆盖以汽油焚烧拼字眼的方式向情人示爱。

我严厉谴责这种不负责任的行为。这座篮球场是SS3居民运动的好场所。平时除了年轻男女在这里打篮球之外，乐龄人士和妇女也在早上和傍晚在这里排舞。

目前市议会尚未确定损失情况，相信如果要修理篮球场损坏的表面覆盖，轻则购买相同的表面覆盖漆料重新为整个篮球场油漆，重则必须必须花费巨额，重新以有塑胶地坪、沥青（混合石子）表面、橡胶、磨石子水泥地面等材料重新铺设该篮球场表面覆盖材料。

我强力谴责这群破坏份子把个人的快乐建立在其他人士痛苦之上。警方将会在2月24日在同样地点举行警民对话，我届时将呼吁警方能够多加人手解决SS3的治安问题。

Keadaan Jenayah Di Taman Bahagia, SS3 Petaling Jaya Serious

Pusat Khidmat ADUN Kampung Tunku, YB Lau Weng San akan mengadakan pelbagai langkah untuk mempertingkatkan keselamatan di Taman Bahagian SS3/59, Petaling Jaya.

Saya telah melawat ke Taman Bahagia SS3/59 yang terletak berhampiran dengan stesyen LRT Taman Bahagia, Petaling Jaya dan sempat bertemuramah dengan beberapa orang penduduk di Taman Bahagian tentang keadaan jenayah yang semakin parah di kawasan ini.

Ini adalah kerana saya telah menerima panggilan telefon daripada beberapa orang penduduk di Taman Bahagia ini dalam beberapa minggu yang lepas dan kekerapan kejadian jenayah yang meningkat secara mendadak ini menunjukkan keselamatan di Taman Bahagia telah bertambah serious khususnya apabila musim perayaan mula menjelang tiba.

Penduduk yang ditemui rata-rata mengatakan bahawa kebanyakkan penjenayah ialah penumpang motosikal dalam lingkungan umur 14 hingga 30 yang selalu memecah masuk ke dalam rumah, meragut dan memecah kereta.

Kes yang terbaru ialah satu insiden yang melibatkan sebuah kereta Toyota Celica yang dicuri kesemua empat tayar dengan sport-rimnya serta sterling pemandu kereta.

Kejadian jenayah yang semakin serious menyebabkan penduduk-penduduk di Taman Bahagian SS3/59 takut untuk keluar daripada rumah mereka kerana mereka takut mereka akan menjadi mangsa terhadap penjenayah-penjenayah ini.

Mereka juga mengesyaki bahawa penjenayah-penjenayah ini merupakan penyenayah berulang dan cara mereka melakukan jenayah adalah amat pantas.

Seorang penduduk bernama Teo Li Cheng, yang juga merupakan anggota Rukun Tetangga SS3 mengatakan bahawa beg tangan beliau telah diragut semasa keluar dari rumah.

Komuniti harus sedar untuk menjaga keselamatan sendiri demi kesejahteraan bersama.

Kes jenayah sering berlaku di kawasan persekitaran Taman Bahagia .Menurut kata penduduk Taman Bahagia,. Tayar kereta juga selalu dijadikan target dan dicuri.

Salah seorang penduduk bernama Fong Chek Seng berkata terdapat seorang penduduk wanita kini mempunyai forbia semasa keluar dari rumah kerana dia pernah dirompak oleh dua orang penjenayah yang menggunakan parang.

Semasa saya meninjau keadaan di Taman Bahagia, saya telah memberitahu pemberita-pemberita bahawa sebagai langkah permulaan saya akan menyumbang lebih 200 wisel keselamatan kepada penduduk-penduduk di sini sebagai langkah berjaga-jaga.

Selain itu, saya akan menulis kepada MBPJ, PDRM, TNB dan Prasarana untuk membincangkan cara-cara untuk mempertingkatkan aspek-aspek keselamatan di kawasan itu khususnya menambahbaik system lampu jalan pada waktu malam.

Ketiga, saya akan meminta kepada PDRM Daerah Petaling dan Balai Polis Sungai Way untuk mempertingkatkan rondaan di kawasan ini.

Selain itu, saya turut menyeru pihak PDRM di Bukit Aman untuk mempercepatkan permohonan MBPJ untuk mengadakan pasukan Polis Bantuan MBPJ yang terdiri daripada 100 orang anggota penguatkuasa MBPJ untuk menjalankan tugas-tugas rondaan keselamatan demi mengatasi masalah kekurangan tenaga polis di Petaling Jaya.

Saya telah memaklumkan perkara ini kepada Ketua Balai Polis Sungai Way, Inspektor Ravi melalui pesanan ringkas (SMS) dan maklum balas daripada Inspektor Ravi ialah beliau akan mengarahkan anggota-anggotanya untuk menjalankan rondaan yang perisikan di kawasan ini. Selain itu, beliau telah bertemu dengan tuanpunya-tuanpunya kedai di Taman Bahagia ini dan meminta mereka untuk memaklumkan kepadanya dengan cepat melalui telefon bimbit jikalau mereka ternampak sesiapa yang mencurigai di kawasan mereka.

Selain itu, satu pertemuan di antara penduduk dengan Ketua Polis Daerah Petaling akan diadakan pada akhir bulan ini untuk mencari jalan penyelesaian bagi mengatasi masalah jenayah di SS3, Petaling Jaya.

PETALING JAYA City Council full board meeting: Relief for TAMAN AMAN residents

THERE was some relief for residents who had been fighting against the Paramount View condominium development, at the Petaling Jaya City Council full board meeting yesterday.

Kumpulan Ikram Sdn Bhd has proposed that SS1/39 be the entry point - rejecting the developer' earlier proposals of SS1/25, SS1/26 and 22/44 in Taman Aman - bringing joy to residents who had complained that these roads were too narrow to support the increased traffic flow.

Kampung Tunku State assemblyman Lau Weng San said: "This is the best option, so the residents around the area should be happy with this."

But issues still remain as SS1/39 is a long and wide stretch which does not connect directly to the condominium.

"Whether the main access should be connected to another point, like 21/1, needs to be studied further," said Lau.

PJ mayor Datuk Roslan Sakiman said the developer and the residents would be called in this week to be informed of Ikram's findings.

On another aspect, he said the developer was issued a stop-work order last Friday for laying sewage pipes without the council's approval.

"They appear to have got the approval from Indah Water Konsortium Sdn Bhd, but have not got one from us. We don't know where exactly the pipes will be laid. That's why we issued them with the notice," said Roslan.

A construction site located next to 1-Utama and 1-World Hotel worked on Sunday and this breaches the local by-law and JKKP's regulations.

Residents complain of poor garbage collection and maintenance

WHILE the debate continues with regard to waste management contracts in Selangor, the quality of services rendered in certain places has dropped.

One such area affected by the shoddy services provided by Alam Flora contractors is Section 7 in Kota Damansara, Petaling Jaya.

Academic consultant Dr Mahmud Abdul Wahab, 47, said the contractors previously collected rubbish in their area three times a week, on Monday, Wednesday and Friday.

“The contractor was changed a few months ago and rubbish collection became irregular. Sometimes, they will come once a week,” he said.

He said his neighbour even had to resort to buying extra rubbish bins because the existing one was full.

Another resident, Sim Chew, said that he even had to take his rubbish to a public dumpster once because the smell became unbearable.

Both have been living in the area for more than a decade.

Mahmud said the condition at the nearby Section 7 flats were even worse, with rubbish piling up at the common dump areas.

Sim added that the services for cleaning drains and cutting grass were also slacking, and some areas were overgrown with lalang.

“Sometimes, the drains get clogged and many areas have become a breeding ground for mosquitoes,” Sim said.

Mahmud said whenever they complained to the Petaling Jaya City Council (MBPJ), they would be directed to Alam Flora.

“We pay assessment to the MBPJ so they should be accountable when services are not up to par,” Mahmud said.

MBPJ councillor A. Thiruveng-gadam had earlier spoken out against the state government’s policy of appointing Alam Flora contractors based on quotas to the Pakatan Rakyat component parties.

Local government, studies and research committee chairman Ronnie Liu had refuted the allegations.

Kampung Tunku assemblyman Lau Weng San had previously released a statement saying that he had sent a letter to Selangor Mentri Besar Tan Sri Khalid Ibrahim expressing the DAP’s view on the matter.

“DAP Selangor has been suggesting to the government to adopt an open-balloting system instead of recommending contractors based on political parties quota,” Lau said.

“Selection of credible contractors must be the top priority. Of late, cleanliness has dropped in certain municipalities like Subang Jaya, Sepang, Sabak Bernam and Kuala Selangor, where the contractors are appointed in accordance with party quotas,” Lau added.

Spruce up at Sri Aman apartment

The spirit of neighbourliness was strongly felt at Taman Sri Aman Apartment, SS1, Petaling Jaya, on Saturday when the residents came out in full force to clean up their area.

Led by Petaling Jaya Utara MP Tony Pua, Kampung Tunku assemblyman Lau Weng San and Petaling Jaya city councillor Ramakrishnan Suppiah, the residents sweated it out to scour the apartment where three dengue cases have been reported in the past months.

Alam Flora sent its workers to lend a hand, Fumakilla Malaysia Berhad sponsored the mosquito repellent products while the Petaling Jaya City Council’s (MBPJ) trucks and equipment facilitated the operation.

“This is the only place in my constituency reported to have dengue cases. The situation in areas under the MBPJ is not serious as compared with other municipalities in the state,” Lau said.

He urged the residents to take care of cleanliness in their houses and the surrounding area, adding that he was also following up on other problems they faced, such as leaking pipes and the setting up of seven more shops on the ground floor that have taken up motorcycle parking space.

He also bought a fogging machine, aerosol and mosquito liquid vaporiser for the residents.

Walkabout by Lau an eye-opener

GUARDRAILS, bus shelters, streetlights and re-routing of the traffic flow are some of the plans in the pipeline for parts of SS1 in Kampung Tunku Petaling Jaya.

This was decided after Kampung Tunku State assemblyman Lau Weng San went on a recent walkabout around several congested roads in the old neighbourhood.

For the past few years, residents have been complaining of problems that have been affecting them, but nothing has been done.

Lau met residents who briefed him on the frequent accidents at the junctions of Jalan 1/36 and Jalan 1/32 and Jalan 1/36 and Jalan 1/26.

They also expressed concern over the heavy traffic flow on Jalan 1/36 that made it dangerous for pedestrians to cross the road.

"I will propose to Petaling Jaya City Council that guardrails be placed at the junctions to help minimise accidents," Lau said after the walkabout.

He acknowledged that motorists coming from nearby areas like SS5, SS4 and SS3 used Jalan 1/32 and Jalan 1/38 as shortcuts to get to other parts of PJ and the Federal Highway. This made conditions worse at the already congested roads in the neighbourhood.

To alleviate the traffic snarl along Jalan SS1/ 22, Lau proposed that traffic emerging from SS1/26 should be allowed to only turn left on to the main road.

Getting to PJ New Town or Old Town or to the hospitals like University Malaya Medical Centre is also an acute problem for these residents as bus services are sorely lacking. "There has to be an efficient bus service here. I will be contacting RapidKL soon," he said.

Due to the high crime rate in the area, residents are asking for more streetlights, which Lau also promised to look into.

THE developer of Paramount View Condominium will have to meet all the criteria set by Petaling Jaya Municipal Council before it can get its Certificate of Fitness (CF).

Although it is their prerogative to apply for the CF, they must settle all outstanding matters following the dispute with surrounding residents over the entry points to the condominium, said the council’s deputy president Puasa Md Taib.

“Foremost, they have to settle the access road to the condominium issue first before we can give them any approval,” he told Malay Mail yesterday concerning the developer’s statement that they would be applying for a CF soon.

The project, comprising a 12-storey block with 233 units, is located some 30 feet behind four double-storey bungalows along Jalan 22/44 in Taman Aman, Petaling Jaya. Residents there claim the proximity violates the local authority’s building by-laws.

Puasa stressed if the developer did not solve these problems, they should not submit the application for the CF.

“They must meet our regulations.”

On April 17, Malay Mail reported that the developer Sri Aman Development Sdn Bhd, claimed they had obtained the approval to use SS1/25 as the entrance in 1993 and 2005 and that residents had no right to deny them of this access route.
Malay Mail had also reported that owners of four bungalows had demanded an estimated RM4mil in compensation from the developer for damages to their homes.

One resident, who declined to be identified, said the council’s Engineering and Town Planning Department had visited the area and wanted the developer to fix the damages to the bungalows and construct a wall behind the affected houses as requested.

The council also requested the developer rectify the ineffective drainage system and repair roads in the vicinity which had become riddled with potholes.
