SELANGOR MAHU “STEP-IN” OPERASI SYABAS

Masalah kekurangan air tidak sepatutnya berlaku dan kerajaan Negeri Selangor meragui pengumuman cadangan catuan air oleh Syarikat Bekalan Air Selangor Sdn Bhd (SYABAS) kerana Pengawal Selia Air Negeri dan Ahli Lembaga Pengarah SYABAS tidak dimaklumkan.

Untuk menjaga kepentingan rakyat Negeri Selangor, Kerajaan Negeri telah meminta Dato’ Setiausaha Kerajaan Negeri bersama Pengawal Selia Air Negeri untuk memantau perkhidmatan air oleh SYABAS. Jawatankuasa ini akan minta SYABAS memberi laporan harian untuk menerangkan kedudukan air semasa.

Sementara itu, Konsortium ABASS juga akan diminta menyertai jawatakuasa ini yang mana syarikat itu akan memanggil pakar bebas yang berpengalaman semasa krisis air 1998 untuk memantau kesahihan laporan dan maklumat oleh SYABAS.

Perlu ditekan di sini, keadaaan sekarang tidak boleh disamakan dengan krisis air pada 1998 kerana tujuh empangan negeri di seluruh Selangor mempunyai kapaisiti air yang cukup dan melimpah.

Kerajaan Negeri menggesa supaya proses penstrukturan semula industri air diteruskan dengan segera kerana SYABAS jelas tidak berkemampuan untuk memberi perkhidmatan air yang baik kepada pengguna.

Ini jelas ditunjukkan apabila SYABAS setakat bulan April 2012, mempunyai tanggungan jumlah tertunggak kepada operator rawatan air dianggarkan sebanyak RM2.8 billion. SYABAS juga gagal menurunkan kadar air tidak terhasil (non-revenue water) kepada 20%. Tambah pula, laporan awal audit mendapati SYABAS tidak melaksanakan kerja-kerja capex (capital expenditure) mereka dengan baik.

Berdasarkan alasan di atas, maka Kerajaan Negeri telah sebanyak dua kali menghantar surat kepada Kerajaan Persekutuan pada 19 Disember 2008 dan 21 Januari 2011 untuk membatalkan perjanjian konsesi tersebut.

Oleh kerana Kerajaan Persekutuan tidak memberi sebarang maklum balas terhadap surat-surat tersebut, Kerajaan Negeri telah membuat keputusan mengunakan kuasa di bawah Klausa 32 dalam perjanjian konsesi untuk memberi notis kepada Kerajaan Persekutuan untuk Kerajaan Negeri “step-in” dalam operasi SYABAS.

Kerajaan negeri juga akan meneruskan usaha mencari sumber air alternatif seperti air tanah dan menambah baik kapisiti loji rawatan air sedia ada dengan mengguna pakai teknologi terkini.

无法负荷高水压常引发制水 旧水管何时可换？

《南洋商报》(八打灵再也15日讯) 雪州水供公司应立即改善双溪威新村的水供系统，尽早落实旧水管更换计划，解决该村的村民过去10年每天面对水压不足的情况。

民主行动党甘榜东姑区州议员刘永山说，雪州水供公司不定期调高村内水管的水压，但年久失修的水管无法负荷过高的水压，致使双溪威新村14路的地底水管经常破裂。

他补充，为修补水管而挖掘路面导致路面不平，路坑处处而影响市容，但如不调高水压，则造成该村的制水问题。

他今日在双溪威新村巴刹派柑和红包封予公众后，这么指出。

更换水管遥遥无期

他说，雪州水供公司在2010年时曾答应拨款，以更换该村的旧水管，并声称有关计划已获中央政府的首肯，而2011年4月23日也致函指出将在年末进行更换水管工作。

“但该公司同年12月6日来函指，尽管获得中央政府的批准，但至今仍没获得拨款，让旧水管更换计划又得无限期延长。”
刘永山：水供公司一再涨价 雪隆子民用贵水

刘永山说，雪州水供公司一再以“水荒论”向州政府施压，要求州政府批准兴建乌冷滤水站2工程，而州政府坚持先重组水务计划。

“根据合约，如水供公司一再持续调幅，到了2015年，人民必须多付比现有价格多72%，雪隆子民只能用贵水。”
没妥善管理滤水站

刘永山指出，据雪州政府水供公司和中央政府签署的合约，2009年已水费涨价37%，2012年再涨价25%及2015年涨价至20%。

他说，雪州水供管理局（LUAS）已多次表明，雪州原水足够让雪州7个水坝使用，却因该公司没有妥善管理滤水站，无法供应充足的净水和减少无效益水的流失，才会造成净水不足的问题。

另外，他配合农历新年的到来，向村民拜个早年，在双溪威新村巴刹送上100箱的年柑与特别设计的红包封。

（雪蘭莪‧八打靈再也15日訊）行動黨甘榜東姑區州議員劉永山呼吁雪州水供公司不要玩弄政治，反之應在過渡時期履行責任，提供高素質水供予雪州子民。

他說，雪州水供公司應立即提昇雙溪威新村的水供系統，儘早落實舊水管更換計劃，解決雙溪威新村村民每天面對水壓不足的問題。

“可惜的是，年久失修的水管，無法負荷過高的水壓，導致水管經常破裂，流失珍貴的水源，造成無效益水源流失。”

他星期日偕同雙溪威新村數名村委與居民視察水管破裂問題，以及派發蘆柑給村民後說，該村14路的地下水管經常破裂，導致水供公司必須常年修補水管，並因此而必須挖掘路面。

他說，柏油路被破壞後，為村民造成許多不便和無謂的浪費，該公司曾在2010年答應撥款更換村內的舊水管，並聲稱該計劃已獲得中央政府的首肯。

更換水管計劃擱置

“令人遺憾的是，水管更換計劃因為雪州水務重整談判陷入僵局而遭到該公司擱置，變成泡影。”

他說，在他和村委的爭取下，水供公司最終答應該計劃，惟可惜是在去年杪，該公司又回函表明有關計劃尚需獲得中央政府與雪州政府批准撥款才可動工。

他對水供公司作出的該項決定表示不滿和失望，因為該決定意味著更換舊水管計劃又要無限期延長。

他認為，要維修破裂的水管，長遠計劃就是更換水管，所以該公司不應再藉詞推搪和拖延兌現承諾。

他說，倘若雪州政府批准興建冷岳2濾水站計劃，那麼雪州人民最終必須承擔更高的水費。

“所謂羊毛出在羊身上，當局耗資40億令吉，從彭亨州運輸水來雪州，最終消費者將負擔這筆費用。”（星洲日報／大都會）

Leaky Sungai Way pipes to be replaced next year

PETALING JAYA: Residents in Sungai Way are fed-up of having to face problems of low water pressure.

They have sent a message to Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) that they will no longer tolerate any excuses for not replacing old pipes.

For the past four years, the pipes have been bursting under high pressure, and the residents claim Syabas has failed to respond to their pleas for help.

On Sunday, about 20 residents and traders staged a protest against Syabas in front of the Sungai Way market demanding that Syabas replaces the old pipes soon.

Also present was Kampung Tunku assemblyman Lau Weng San, Petaling Jaya Municipal Council (MBPJ) councillor Darren Tiong and Sungai Way’s Community Security and Development Committee (JKKK) chairman Ting Eow Hai.

“The Community Security and Development Committee has been urging Syabas to replace the old pipes for many years because the residents have been facing low water pressure,” Lau said.

“With the pipes still leaking to this day, the situation has become critical. We believe replacing them immediately is the long-term solution.”

Syabas corporate communications and public affairs executive director Abdul Halem Mat Som said Syabas was aware of the problems.

He added Syabas had taken action according to the standard operating procedure.

“However, as a long-term solution, Syabas has proposed the pipe replacement project, which covers 8km in Sungai Way New Village, be implemented immediately,” he said.

“The proposal has been approved by the National Water Services Commission (SPAN) and is scheduled for implementation early next year.”

Stop arm-twisitng Selangor state government, Syabas should improve its efficiency

I regret that Syabas has been launching some media campaign in the name of "water crisis" to arm-twist Selangor state government to agree to Langat 2 water treatment plant.

I urge Syabas to discard such heinous political games and concentrate on improving its efficiency and services to the people during this interim period.

Therefore, it is the responsibility of Syabas to immediately replace old pipes in Selangor, particularly Sungai Way new village where villagers have to bear with low water pressure and leaking underground pipes almost everyday.

Villagers start facing low water pressure several years ago. When PR first took over the state government, I have requested Syabas to examine the problem and find a quick solution to it.

The root cause of the problem is the old and expired underground water pipes in Sungai Way new village leak when the pipes, especially the one in Jalan SS9A/14 and Jalan SS9A/13 fails to sustain higher water pressure, causing leakages and higher Non-Revenue Water (NRW)

Although Syabas does come and resolve the problem immediately after receiving complaints, this is insufficient to resolve the problem. Syabas has agreed to replace the old pipes in Sungai Way in a letter addressed to the Sungai Way new village JKKK in April 2011. However, the JKKK was informed in December 2011 that the project has to be postponed pending financial approval from the Federal and State government. I do not know what kind of approval Syabas needs from Selangor State Government the state government usually is not involved in Syabas' old pipes replacement scheme.

I hope Syabas can immediately resolve whatever internal problems that they are facing and embark on the old pipes replacement scheme in Sungai Way new village. More importantly, Syabas has already promised to implement the scheme last year.

This is the real business that Syabas has to concentrate instead of playing politics by using "water crisis" as reason to mislead and arm-twist the state government of Selangor to give-in to their demands.

以“水荒论”恐吓雪州政府不负责任，雪州水供公司应专注提升效率

我对雪州水供公司最近一再以“水荒论”来威胁和恐吓雪州政府表示谴责，并呼吁该公司不要在玩弄政治，反之应该在过渡时期履行责任，提供高素质水供予雪州子民。

雪州水供公司更应该立即提升双溪威新村的水供系统，尽早落实旧水管更换计划，解决双溪威新村村民每天面对水压不足的问题。

双溪威新村村民每天面对水压不足的问题，经过各方多次投诉，雪州水供公司不定期调高村内水管的水压。可惜的是，年久失修的水管无法负荷过高的水压，导致水管经常爆裂，流失珍贵的水源，造成无效益用水。双溪威新村14路的底下的水管就是有关当局经常修补的水管。

常年必须修补也导致有关方面经常必须挖掘路面而破坏路面的柏油路，为村民造成许多不便和无谓的浪费。雪州水供公司在2010年就曾经答应拨款更换村内的旧水管，并声称有关计划已经获得联邦政府的首肯。令人遗憾的是，该公司曾经表示，随着雪州水务重整谈判陷入僵局，该公司将还会搁置更换旧水管计划，导致双溪威新村的水管更换计划变成泡影。

然而，在本人和双溪威新村村委会的争取下，雪州水供公司最终在2011年4月答应在去年年尾进行这项计划，惟在去年12月该公司致函村委会表示有关计划尚需获得有关方面拨款方可动工。我对雪州水供公司的这项决定表示不满和失望，因为这意味更换旧水管计划又要无限期延长。

雪州水供公司有正经事不干，反而却一而再，再而三地以“水荒论”恐吓雪州政府和人民批准兴建Langat 2滤水站，过滤从彭亨州输入雪州的水供。一旦雪州政府批准这项计划，那么雪州人民最终必须承担更高的水费。所谓羊毛出在羊身上，当局耗资40亿令吉从彭亨州运输水来雪州，最终消费者将负担这笔钱。

民联州政府的立场是不会在重组雪州水供计划中妥协，以及向中央政府的压力低头。州政府坚持先进行水务重组，主旨在於不让该公司调涨水费；因根据以前跟中央政府签署的合约，该公司若再持续调幅，到了2015年，人民必须多付比现有的价额多72%，雪隆子民到时候只能使用贵水。

根据以前雪州水供公司和中央政府签署的合约，2009年水费可以涨价37%，2012年再涨价25%，以及2015年涨价至20%，因此只有重组水务，把水的经营权归还给政府才能惠及人民。

更何况，雪州水供管理局（LUAS）已经多次表明，雪州原水足够让雪州7个水坝使用，却因为雪州水供公司没有妥善管理滤水站，无法供应充足的净水和减少无效益水的流失，才会导致净水不足的问题。

双溪威新村尤其是14路底下的水管因长久失修，经常破裂，造成流失珍贵的水源，也直接造成无效益用水量的增加，因此雪州水供公司此时此刻应该踏踏实实地履行他们的诺言，尽早更换村内的破旧水管，多做事少说话。

Water disruption in Petaling Jaya and Kampung Tunku

I have received calls from residents from Petaling Jaya and Kampung Tunku about water disruption especially in SS3 and SS1. Other places in PJ which are equally affected are SS2, SS4, Kampung Cempaka etc which are located in DUN Damansara Utama.

I was told that there was an 24-inch pipe burst occuring in Effingham reservoir. If I am not wrong, similar water disruption also occured in Subang Jaya about one month ago involving low water level at Effingham reservoir.

Yes, it is Effingham reservoir again and I don't understand what exactly is happening in that reservoir to the extend that two major water disruptions can take place in only one month?

I hope Syabas can come clear with their consumers and customers.

奉劝马华议员不要针对雪州水供课题说风凉话

雪州水供私营化导致人民必须承受昂贵水价是铁一般的事实，可是马华州议员却一直 顾左右而言他，态度令人失望！马华双溪比力州议员叶怡华谴责本人，若不能保证州政府接管之后水费不会上涨。叶怡华更表示如果民联政府不能作出这个担保，那么民联不应该责问马华是否认同雪州水费涨价的幼稚问题。

其实，民联的立场是反对前朝政府把雪州水供私营化，阻止私营公司Syabas每三年调涨水费牟取暴利。甚至本人的标题也在质问为何黄冠文对Syabas牟取暴利一事静若寒蝉！

我要问民联何时何日表示水费不能上涨？民联反对的是国阵的私营化计划、私营公司每三年大幅度调涨水费的政策、私营公司没有遵守合约以及联邦政府滥用纳税人金钱提供3亿2000万令吉免担保及免利息贷款予Syabas等等百害无一利的政策。如果叶怡华有阅读本人日前针对其同僚黄冠文所发表的文告，叶怡华就不会对本人作出错误的指责。

当雪州民联政府第二次以93亿令吉的献购价格收购雪州所有水务资产，当时雪州政府便表示可以马上降低水费5%，并且在未来的日子里继续减低。然而，中央政府却对雪州政府的这项要求不加以理会。随后拥有雪州水务控股（SPLASH）40%股份的金务大献议以马币108亿令吉收购雪州的所有水务资产，并把水价维持在原有的位置，而每年的涨幅仅为两至三巴仙。

如果一家如金务大的私人公司能够以比雪州政府稍高的价格献议收购雪州水务资产，而且还能把水价维持原位，以后涨幅仅仅2至3巴仙。可见Syabas一直以来所牟取的都是暴利！民联反对的恰好就是这一点。

民联政府也在谈判桌上一直让步，从当初57亿令吉的献购价格，然后升高至93亿令吉，联邦政府都是一直回避民联的价格，甚至当金务大提出108亿令吉的献购价格，联邦政府也无动于衷。直至今年11月，为展示诚意和打破谈判僵局，州务大臣再次表示只允许水价一次过上涨15巴仙，但是了联邦政府依然无动于衷。联邦政府如此动机，不外是告诉雪州人民联邦政府倾向于让Syabas继续掌管雪州的水供，以及Syabas可以继续根据现有的合约每3年调涨水费。

其实只要联邦政府要求部长陈华贵行使他的权利，决定把水供管理权交回给雪州政府，那么人民老早就可以享有更低廉的水费（原因乃Syabas过去所牟取的利润实在太高了）。为何国阵的部长不愿意这么做？为何马华的州议员针对这点连提一提的胆量都没有，反而通过媒体说风凉话？

为何黄冠文对Syabas通过朋党合约牟取暴利静若寒蝉？

本人对新古毛州议员黄冠文批评民联所号召的“还水于民”大集会是民联“一贯使用的政治把戏”感到不满。黄冠文也引用错误的数据指责民联没有清楚交代如何解决雪隆地区水供短缺的问题。他也说唯有解决了水供危机，雪州人民才可长期享用合理价格的水源。

黄冠文的文告无法说服民众雪州如何在2012年面对水供危机的问题。很明显地，黄冠文的说法是根据雪州水供公司的数据所作出的结论。问题在于，雪州水供公司的数据是否正确？雪州水供公司是一家获得前朝政府颁发水供特许经营权的私人公司，由这家公司所提供的数据是否具公信力呢？

第二，我不认同解决黄冠文的说法，即唯有解决雪州的水供危机，雪州人民才可长期享用合理价格的水源。黄冠文的说法简直支持联邦政府耗资13亿令吉兴建彭亨—雪兰莪跨州输水隧道工程。根据媒体报道，这项工程将从彭亨州的加叻公园通过蒂蒂旺沙中央山脉兴建水管输送水至雪州乌鲁冷岳。

能源、绿色及水务部长陈华贵说也说这条东南亚最大及最长的输水隧道长达44.6公里，直径达5.2公尺，建成后，每日可以输送18亿9000万公升的生水。他说，这项庞大的水供计划足以应付雪兰莪州、吉隆坡及布城水供至2025年；雪州将以每立方米马币10仙的价格向彭亨州购买生水，每五年进行检讨。整个计划估计耗资89亿令吉，其中39亿令吉是彭亨州建造水道、抽水站、输水管及水坝的成本，另外50亿令吉供雪州在乌鲁冷岳兴建第二座滤水厂。

我要问黄冠文，即使有了这项计划，人民是否因此必须缴付更加昂贵的水费？兴建成本是否会转嫁予老百姓的身上？

第三，跨州输水计划最早也得在2014年才竣工，但是黄冠文开口闭口就谈2012年雪州面对水供危机，既然如此，联邦政府还兴建跨州输水计划来干什么？黄冠文岂不是自打嘴巴？

第四，黄冠文可以抨击雪州民联政府“玩弄把戏”，但是为何黄冠文对雪州水供公司在过去数年通过朋党合约牟取暴利静若寒蝉？法庭也判决水供公司必须公开稽查报告，把事实告诉人民，为何水供公司不愿意公开报告，反之要求上诉推翻法庭的判决？到底水供公司有什么好隐瞒？黄冠文为何对这一连串不公事件视而不见？

大臣：盼收集逾10万户‧雪发动签名促“还水予民”

（雪兰莪‧巴生13日讯）雪州大臣丹斯里卡立表示，雪州若继续让雪州水供公司（Syabas）管水，雪州水价一定会再调涨；因此雪州政府极力要求重组水供工业，並把水供管理权交回给州政府是势在必行之事！

他说，只要州政府成功取回水供管理权，届时州政府则可控制水价並保持在合理价格水平，並且能为雪州子民提供更有品质的水源。

他今日出席“还水予民”运动主持推介礼时指出，雪州政府早前向中央政府提出的收购雪州水供工业的价格与条件是合理的，而且符合2006年水供法令，惟却遭中央驳回。

30日截止12月呈备忘录

“为了雪州子民的利益，雪州政府决定发起签名运动，誓要中央政府‘还水予民’，目標暂定至少要收集到超过10万户人的签署，截止日期为本月30日。”

他表示，州政府会於12月5日提呈这份备忘录，並到国家回教堂展开大游行，拉大队步行到皇宫，向中央政府反映民声，表达要重组雪州水供工业的意愿，对国阵政府施压。

雪苏丹拒出席开销大宴会对州机构是“好教训”

卡立说，雪州苏丹沙拉弗丁因雪州基金会40週年庆宴会开销预算超过30万令吉而拒绝出席的举动，对雪州各政府机构来说，是一个“好教训”。

“殿下要提醒大家，凡事都勿过於劳民伤財，更不要做无谓的浪费，应把钱花在正当的用途上。”

他表示，基於殿下不赞成该基金会铺张和奢侈的做法，进而拒绝出席宴会，他已促该基金会取消相关宴会。

出席者包括巴生区国会议员查尔斯、雪州高级行政议员郭素沁及雪州行政议员刘天球等。

2. RM 325 juta ‘hilang’ apabila perbandingan teliti dibuat antara kontrak yang dianugerahkan dari 2005 hingga 2007 dan akaun awam Syabas.
3. Pada Jun 2005, SYABAS melanggar perjanjian dengan menggunakan paip yang diimport daripada Indonesia bernilai RM 375 juta. Syarikat Indonesia tersebut dimiliki oleh Tan Sri Rozali Ismail, CEO Syabas. Gaji beliau adalah RM 5.1 juta setahun atau RM 425,000 sebulan.
4. RM 51.2 juta dibelanja untuk mengubah-suai pejabat SYABAS sedangkan Jabatan Kawalselia Air Selangor (JKAS) hanya meluluskan sebanyak RM23.2 juta.
5. Setelah kerajaan Selangor menghentikan Syabas dari menaikkan tarif air dengan mendadak, Syabas kini berhasrat menyaman Selangor untuk pampasan sebanyak RM 1 billion.

Apakah pelan Selangor?

1. Kerajaan negeri Selangor yang kini diterajui oleh Pakatan Rakyat berhasrat membeli balik konsesi air demi menjamin hak rakyat untuk mendapat air yang mencukupi pada harga yang berpatutan.
2. Aset awam seperti air harus dikendalikan oleh kerajaan yang berjiwa rakyat, bukan Syarikat yang hanya pentingkan keuntungan.
3. Empat syarikat swasta air akan dibeli balik dan diletak dalam satu badan di mana rawatan dan agihan air akan dilakukan oleh satu pengendali tunggal. Ini akan meningkatkan kecekapan dan mengurangkan tarif air kerana tiada isu "kos pemindahan".
4. Penekanan terhadap integriti dan ketelusan - seperti yang termaktub dalam Enakmen Kebebasan Maklumat yang diperkenalkan oleh kerajaan Selangor - akan mengelakkan dari sistem yang hanya menguntungkan kroni dan merugikan rakyat.
5. Dengan sokongan rakyat yang mencukupi, kerajaan Selangor akan mampu mendapat balik kawalan syarikat-syarikat air demi rakyat, menekankan integriti dan ketelusan, dan memastikan akses air yang mencukupi dengan harga yang berpatutan untuk semua lapisan rakyat.

Make audit report and concession agreement public to know whether Selangor faces water crisis

Energy, Green Technology and Water Minister Datuk Peter Chin Fah Kui should support the move to make public the audit report of Syarikat Bekalan Air Selangor Sdb. Bhd. (Syabas) and the water concessionaire agreement inked between Syabas, Federal and State Government in order for the people to know if Selangor is facing another water crisis in 2014.

Peter Chin yesterday blamed the Selangor State Government for delaying the development order application to construct a new water treatment plant named Langat2 in Hulu Langat district. The treatment is part of the project to channel raw water from Pahang to Selangor.

Peter Chin also said that the statement of Selangor Mentri Besar Tan Sri Khalid Ibrahim that there is sufficient water supply in Selangor till 2019 as misleading the public.

At the same time, Tan Sri Khalid Ibrahim also pointed out that the statistic produced by Peter Chin is based on a survey conducted by the Federal Government’s Economic Planning Unit (EPU) in 2000 named “National Water Resource Study (NWRS) Report 2000-2050”. He claimed that the data in NWRS is outdated and there should be a new survey to collect the latest data.

Peter Chin as the sole Sarawak United People’s Party (SUPP) federal minister should not protect and should not be seemed as protecting UMNO’s crony companies in dealing with water issues in Selangor.

If Peter Chin is sincere about resolving the so called “water crisis” in Selangor, Kuala Lumpur and putrajaya, then the only thing he can do immediately is to agree that both the Syabas audit report and the water concessionaire agreement signed between Syabas, Federal Government and Selangor State Government be made public for the sake of public interest, transparency and accountability.

Only that then we can know whether Selangor is really facing water shortage or not. Unfortunately, though the High Court has ruled that both documents are public documents, the Federal Government seems to be against the public’s right to know when it chooses to appeal to the Court of Appeal to reverse the ruling of the High Court.

Why can’t the Federal Government just follow the ruling of the High Court?

When both documents are made public, everybody will be able to know the fact. Why Peter Chin is seemed to be more interested on the progress of the RM9billion mega project to channel raw water from Pahang to Selangor?

Why is there a need and urgency for Peter Chin to protect UMNO’s crony companies and not resolve the current deadlock in restructuring the water service industries in Selangor first?

What does Peter Chin care most? The progress of the RM9 billion mega project or the welfare of 5 million Selangorians?

公开稽查报告及水供合约才知道是否面对水荒

陈华贵应该支持公开支持雪州水供公司（SYABAS）的稽查报告以及该公司和雪州政府所签署的水供特许经营合约，我们才能够知道到底雪州是否将会在2014年面对水荒。

陈华贵日前再次通过媒体放话，指责如果雪州政府一再拖延承建位于乌鲁冷岳的滤水站，以致拖延彭亨至雪兰莪跨州输水工程，将导致雪州、吉隆坡和布城在2014年面对水供不足的问题。

陈华贵也驳斥州务大臣卡立的言论，指他说州内水供足以应付至2019年是误导及混淆公众。

另一方面，卡立也指出联邦政府的数据是联邦政府经济策划单位于2000年所做的调查数据。他指出这项数据已经明显过时，因此州政府必须重新进行调查，以获得最新的数据。

陈华贵归为砂劳越人联党唯一一名联邦部长，实在不应该庇护巫统的朋党公司，公开向媒体发表如此政治说辞。

如果陈华贵有诚意要解决雪州、吉隆坡以及布城的水供问题，那么他立即须做的就是赞成公开雪州水供公司（SYABAS）的稽查报告以及该公司和雪州政府所签署的水供特许经营合约。

只有这样，我们才能够知道到底雪州是否真正面对水荒或水供不足的问题。可惜的是，虽然高等法庭已经宣判联邦政府必须公开这两项文件，可是联邦政府却选择违背人民的知情权，继而向上诉庭申请推翻高等法庭的决定。

为何联邦政府不尊重高等法庭的决定，公开这两项文件的内容，反而继续上诉要求推翻高庭判决？

当这两项文件被公开之后，普罗大众都会更了解州内的水供状况。为何陈华贵反而更关心耗费90亿令吉的跨州水供计划是否能够如期落实？

为何陈华贵必须出处庇护巫统的朋党公司？为何陈华贵不能优先处理和解决雪州水供业务重组，才来决定是否要继续这项昂贵的跨州水供项目？

陈华贵关心的是朋党公司的私营化项目及其工程的进展，还是全雪州500万人民的福祉？

陈华贵先生，你必须回答这些问题。

偷沙、水供——没那么简单

最近副首相对雪州的水供问题特别有兴趣。此外，他也针对雪州的偷沙问题特别关注。配合媒体，尤其是主流马来媒体的炒作下，再加上这个星期的雪州州议会，这两项课题顿时成为媒体关注的课题。

奇怪的是，问题炒了这么久，最后甚至有议员被驱逐出议会，为什么巫统老大哥纳吉没有出声，反而是老二慕尤丁却对这两项课题向雪州民联发难？

不要忘记，纳吉才是雪州巫统联委会主席。为什么这两项和雪州关系重大的课题不是率先由纳吉发难，反之却让慕尤丁自由发挥？

这是否和雪州巫统最近的内部问题有关联？雪州巫统的内部纷争又和其他巫统全国领袖的派系问题又有什么关联呢？巫统斯理沙登州议员兼雪州巫统财政沙甸迪曼会否因为雪州巫统内部的派系问题而辞职？为什么另一名雪州巫统领袖诺奥玛最近向媒体发言指责巫统州议员没有好好地扮演在野党的角色？

纳吉针对这些事件又会有怎样的动作或言论？

PRESS STATEMENT JULY 12, 2010: NO THREAT ON WATER SHORTAGE IN SELANGOR AND KUALA LUMPUR

The Selangor State Government considers the recent statement by Deputy Minister Muhyiddin Yassin as protecting his cronies from the rakyat. Muhyiddin Yassin accused the Selangor government of providing free water and not increasing water tariffs, which shows he is giving priorities to the concession companies instead of the people.

The problems of the water services industry in Selangor is the result of privatisation conducted by the previous Barisan Nasional government. Puncak Niaga (M) Sdn Bhd. (“Puncak”) and Syarikat Bekalan Air Selangor Sdn. Bhd. (“SYABAS”) did not have the efficiency nor financial capacity to sustain their operations of water services, such that in December 2009, the Federal Government gave a back-loaded interest free unsecured RM320.8 million loan to SYABAS. The Federal Government’s generosity to this private concessionaire has benefitted SYABAS indeed. Despite this lucrative loan, SYABAS is still experiencing problems in making its payments owed to the three water treatment operators in Selangor.

The Deputy Prime Minister seems to therefore be speaking on behalf of UMNO to protect the Chief Executive Officer of Puncak, Tan Sri Rozali Ismail, who also happens to have held significant positions in the party such as UMNO Selangor treasurer and Hulu Selangor treasurer. We have reason to believe that Puncak has provided a substantial amount of financing to UMNO and its group of supporters.

The Selangor State Government has long been prepared to resolve the water restructuring issue with numerous rounds of proposals submitted for discussion with the Federal Government. However, the stumbling block has always been Puncak and SYABAS, their inability to agree on a sum, and unfortunately their actions seem to be supported by the Federal Government.

The Deputy Prime Minister’s statement on water supply shortage is also untrue. The Pahang-Selangor water transfer project was based on consultants’ projection that Selangor would face a water shortage crisis. Our projections however show this is not the case. Even if there was a shortage possibility, there exist other alternative water sources which can be drawn from in a shorter period, including underground water, and treated water from rivers and lakes.

We hope that the Deputy Prime Minister will check his facts accurately before making any further statements. By giving in to the demands of water concession companies Puncak and SYABAS, this would have an effect of water tariffs for the people of Selangor, Kuala Lumpur and Putrajaya. His experience as a former Menteri Besar of Johor is also unsatisfactory, given that Johor has one of the highest water tariffs in the whole of Malaysia.

“Restructuring Process of Selangor Water Industry”

The briefing is to provide detailed explanations to the public about the restructuring effort of the water services industry in Selangor. Of late, four major water concessionaires, namely Syabas, Slash, Puncak Niaga and Abass have decided to turn to the Federal Government to negotiate for a better deal which could result in higher water tariff (as high as 37% according to agreement) for the people of Selangor and Kuala Lumpur.

The public briefing will be conducted in bilingual: Bahasa Malaysia and English, predominantly in English. In view of the short notice, I appreciate if you and your organizations could assist to mobilize and inform your members, friends and neighbors to attend the public briefing. Our panelists from the Water Review Panel appointed by the Selangor State Government will be present to brief the public.

Speakers will include Tony Pua and Charles Santiago, MPs for Petaling Jaya Utara and Klang.

雪州水供重组计划汇报会

有鉴于最近雪州政府与四家水供公司关于收购水务事项谈判触礁，再加上隶属中央政府的国家水供服务委员会在没有知会州政府的情况下单方面宣布和四家水供公司谈判收购事项，因此甘榜东姑区州议员办公室将于下周三在八打灵再也主办一场关于雪州水供重组计划的汇报会。这场汇报会将主要以英语和国语发表。

雪州政府之前已经成立雪州水供重组计划委员会，协助雪州政府处理收购水务公司的工作，但是直到如今，雪隆区的人民只能冀望能源、水务及通讯部长作出明确声明，给予州政府与水供公司谈判权力。

若部长能够能以人民利益为前题处理雪州水供重组计划，那么水费将不会暴涨，而且还可以在州政府的管理之下进一步降低水费。

因此，我们将举办巡回说明会，向人民讲解水供重组计划，借用人民力量向中央政府施压，夺回谈判权。

雪兰莪州和联邦直辖区（吉隆坡和布城）都是消费者，因此他们有权理了解整个收购行动的来龙去脉。

Taklimat penstrukturan semula industri air

Berikutan perkembangan terkini berkenaan dengan rundingan pembelian semula keempat-empat syarikat pembekal air di Selangor antara mereka dengan kerajaan negeri Selangor, ditambahkan dengan pengumunan unilateral oleh Pengurusan Aset Air Berhad (PAAB) untuk terus berunding dengan keempat-empat syarikat air ini, maka Pejabat ADUN Kampung Tunku akan mengadakan satu taklimat penstrukturan industri air negeri Selangor. Taklimat ini akan dijalankan melalui Bahasa Malaysia dan Bahasa Inggeris.

Kerajaan Negeri Selangor sebelum ini telah membentuk satu Jawatankuasa Panel Kajian Semula Air Selangor untuk membantu kerajaan negeri menguruskan hal ehwal pengambilan syarikat-syarikat air ini. Walaupun begitu, rakyat di negeri Selangor dan Wilayah Persekutuan hanya boleh mengharapkan Menteri Tenaga, Air dan Komunikasi untuk membuat satu keputusan yang jelas supaya kerajaan negeri boleh meneruskan rundingan dengan syarikat-syarikat air ini.

Jikalau Menteri dapat menimbang kepentingan rakyat dalam membuat keputusan ini, maka kadar tariff air di bawah pengurusan kerajaan negeri pasti akan menurun dan tidak akan dinaikkan.

Oleh itu, kami akan mengadakan sesi taklimat di seluruh negeri Selangor untuk menerangkan kepada rakyat apa yang berlaku sebenarnya supaya kerajaan persekutuan akan menunduk kepada kuasa rakyat dan seterusnya hak berunding terus diberi kepada kerajaan negeri.

Hal ini sedemikian kerana rakyat di Selangor dan Wilayah Persekutuan (Kuala Lumpur dan Putrajaya) merupakan pengguna-pengguna air dan mereka berhak untuk mengetahui kisah benar.
