“人民良知”面对国阵“钱势”的终极挑战 29/04/10
乌雪国会补选已经尘埃落定，民联在华裔选民不离不弃的支持之下，面对国阵1.6亿的狂攻依然打了一场漂亮的战役，可以算得上虽败犹荣。民联三党成员之一的行动党更应记一大功，因为无论纳吉如何使出浑身解数企图威逼利诱华裔选民，行动党最后不仅保住原有的铁票，更比308大选提升了超过12%的华裔选票。
现在全国人民的视线已经开始转移至东马的诗巫，因为那将是另一场“人民良知”面对国阵“钱势”终极挑战的艰苦战役。很多人不甚看好行动党在诗巫补选的胜算，这种看法虽然落于悲观，但在某种程度上却是正确的。行动党在诗巫国会战役中除了1986年曾经奏凯以外，多年来都是屡战屡败的战绩，更印证了上述的说法。
每届大选行动党候选人不单单需要面对国阵强大的竞选机器和金钱政治，更得面对非华文主要媒体对国阵的过分偏袒。再加上政府机关如警方和选举委员会经已沦为国阵的鹰犬趋势，每个行动党的候选人无不战至焦头烂额。最后纵然胜出也已经到达心力交瘁之境。
这次民联派出行动党籍候选人黄和联出征诗巫补选，他的征途比任何人更加艰难。因为黄和联除了必须面对上述种种不利因素之外，还得面对刘会耀家族挥之不尽的亿万家财。民联在乌雪补选中面对1.6亿的金钱政治已经穷于应付，在诗巫的补选可能需要面对双倍的压力。
民联唯一能够在诗巫战役突围的希望，将抉择于选民一念之间。只要诗巫的选民能够向乌雪的华人选民看齐，不受国阵金钱政治所影响，投票时依据良知和国家利益的大前提之下投下手中神圣的一票，刘氏家族在诗巫也并非完全不能被击败的。所谓牵一发而动全身，民联能否在来届大选入主布城，诗巫的成败将成为一个关键的因素。祈求诗巫的选民能够万众一心，在这次的补选中给国阵和纳吉来一个当头棒喝，则马来西亚兴旺有期矣。

国阵尚欠乌雪人民至少570万拨款

我们国阵主席兼首相纳吉兑现承诺，拨款300万令吉给乌雪叻思华小，但是这并不等于国阵已经兑现所有承诺。

在乌雪国会议席竞选期间，国阵所承诺的拨款不仅仅是首相这笔拨给叻思华小的300万令吉，副首相兼教育部长慕尤丁、马青总团团长兼副教育部长魏家祥以及马华署理总会长兼卫生部长廖中莱也在竞选期间各自许下许多承诺。

一些比较难以量化的拨款和必须花更多时间落实的项目暂且搁置不谈。我们就以可量化的直接拨款（direct grant）来说，国阵尚有570万令吉分别拨给华小、华团以及医院的拨款尚未兑现。

这570万令吉的拨款是：

1. 纳吉4月23日宣布拨给乌鲁音广东义山的9万令吉；

2. 慕尤丁4月23日宣布拨给新古毛竞明华小的150万令吉（行动党当天晚上的晚宴就因为副首相这笔拨款而无法在竞明华小礼堂举行，被迫迁至新古毛新村民众会堂）；

3. 慕尤丁4月23日宣布拨款46万令吉给新古毛36个民间团体和宗教组织；

4. 魏家祥4月21日拨款30万令吉给龙邦华小提升和翻新校舍；

5. 慕尤丁4月16日宣布拨款300万令吉兴建武吉柏伦东武吉丁雅华小；

6. 廖中莱4月4日拨款35万令吉为新古毛议员增添4架洗肾仪器和提升设备。

乌雪区的选民还必须努力向国阵追讨这570万令吉。

另外，部分媒体把一些属于州政府的拨款或行政优惠列为是次乌雪国会议席补选的‘糖果’或‘礼物’，这是不正确的。这写被列为‘糖果’的项目包括：

1. 乌雪6所华小获得19万令吉拨款；

2. 双文丹新村4户人家申请地契获准；

3. 108户乌鲁安南SKC园丘家庭获得地契

4. 73名年长者在州政府“乐龄亲善基金”下获得37万2500令吉

这4个项目都是州政府的常年拨款，以及在前任乌雪国会议员逝世之前就已经批准的土地地契申请，和补选没有关系。例如，州政府在2009年就已经宣布每年固定拨款4百万令吉给州内的华小。州政府在拨款19万令吉给乌雪区的华小同时也拨款给沙白安南、瓜雪以及瓜冷三个县的华小，原因是这四个县是州内比较贫穷的县。

乐龄亲善基金（Mesra Usia Emas）是民联州政府自执政以来推行的活动。州政府每一个月都在每一个县分发1500令吉的款项作为该基金的第二期拨款。至于双文丹和SKC的地契，州政府是在乌雪补选前就已经批准。州政府分发地契刚好遇上补选纯属巧合。

Time for IPCMC

I read with grave concern on the news of a teen shot dead by police in Shah Alam in the early hours of last Monday.

Whether there is any wrongdoings on the police or it is a genuine police case, the police and the Federal Government ought to come clear, open and transparent on the saddening incident.

There should be no delay in establishing IPCMC to probe all cases of power abuse and police brutality of the force itself.

"People First,Performance Now" should be honoured with true actions.

「保留原校、爭取分校」任務尚未成功，白小保校工委會繼續操作

我們感謝董總向來的合作。同時也歡迎董總依據白小贊助人大會的議決，把「救救白小基金」轉設為「白小保校工委會大學貸學金」，不 過工委會認為工委會「保留原校、爭取分校」的任務並沒完成，因此工委會將繼續操作發揮「保留原校、爭 取分校」的精神，直至達致目標為止。

今天，白沙羅新村的白小原校的華小，並不是原有的白沙羅華小，而是從他州關閉後搬來的中華華小；白沙羅華小的真正的辦校准證，已被移到數公里外的麗陽鎮白沙羅華小。

白小原校的校門重開，不過校名卻改為中華華小，這如何叫做成功「保留原校」？

麗陽鎮白沙羅華小看似白小分校，不過辦校准證卻是白小原校的，這怎麼叫做成功「爭取分校」？因此，白小保校工委會認為「保留原校、爭取分校」任務尚未成功，工委會將繼續操作。

白小事件在2000年爆發時，村民一開始的保校抗爭意願，並不完全獲得華社的認同。當時，很多人都認為：「以小換大（校地）」關閉白小換取更大的校園，以緩和八打靈再也華小爆滿窘境，有何不可？

白沙羅新村村民和全國各地華小畢業生一樣，對自己母校一草一木總有一分感情。如果換著大家，一間好端端正常操作的母校，突然關閉而搬到隔鄰的社區，以搭建更多教室來容納更多學生，大家願意讓母校關閉嗎？為甚麼我們的母校要關閉，搬到另一個地方去？是誰列下「華小只能關一間，才能開一間」的歪理？

當年，白沙羅新村村民基於社區需求和母校情結，堅決不肯關閉白小原校，加上政府並沒有宣佈新校地位置，反而要迁到萬達鎮和培才二校共校，所以村民展開保校運動如神廟教學、帆布課室、剃頭護校、教部請願、絕食抗議、警方扣查、千人宴會、義跑等。

白小保校運動的意義，是成功打造「社區華小」的概念、粉碎「以小換大」的迷思，也讓政府從此不敢用關閉白小的模式，來關閉任何一間有學生來源、有需求的華小。

今天，政府要搬遷任何一間微型華小，都要原校的每位家長簽名，答應讓政府關閉原校，再搬到其他有需求的社區去。

話說回頭，為何我們要迎合「關一間，開一間」的歪理？為何我們的園坵微型華小，要千里迢迢穿縣越州搬遷到都市？

我們要問：「華小，為何你總是搬遷？」為何我們的華小，不可以干脆豪爽一點，「要關就關，要開就開」？座落麗陽鎮的華小叫做白沙羅華小，為何不叫麗陽鎮華小；座落蒲種山莊山崗上華小，為何不叫蒲種華小，反而叫做哈古樂華小？這一切一切，就是「關一間，開一間」歪理在作祟，這也是爆發白小事件的禍首。

這個歪理，讓白小原校深受其害，所以，白小保校工委會的運動，可以因為借用中華華小的辦校准證重開校門，而就此解散工委會和結束「保留原校，爭取分校」運動嗎？

未来白小要正式重开。5-1-2009雪兰莪州行政议员兼白小保校工委会顾问YB刘天球答应：“只要有一天民联政府执政中央一定会正式重开白小，另觅合适的地方 安置中华小学，也将华教体制正常化，而非以取代的方式经营华小”。

马华公然挑战州政府权威、霸占村委会会所

我接获巴当加里Bukit Chandang村民投诉，即马华公会日前在该新村村委会会所张挂党旗，并且霸占该会所成立马华乌雪国会议席补选行动中心。

据了解，这座村委会会所坐落在公共工程局保留地，意即该地段属于政府地。前朝政府一直没有转换该地的土地用途。

新上任民联政府则在2008年发函给各土地局，要求土地局和地方政府把地方上所有被政党人士霸占的民众会堂以及村委会会所一律归还给土地局和地方政府管理。

目前，根据乌雪土地局的估计，国阵在乌雪县依然还有至少8所获所尚未正式归还给地方政府或土地局。

至于这所位于巴当加里Bukit Chandang的村委会会所。乌雪土地局也曾经循例要求马华把会所归还给土地局。

土地局也曾经挂上配有雪州政府徽章的村委会匾牌，但是马华公会一直并没有完全清空会所里面的物品。

直至现在乌雪补选，马华公会公然明目张胆地把雪州政府徽章的村委会匾牌取下，然后挂上本身政党的匾牌和党旗。这种行径与挑战政府威信无异。

马华这种做法并不是第一次。在周日，行动党上议员拉马克里斯南在乌雪武吉莲花花园民众会堂举行每周一次的社区服务，竟然发现国大党主席三美威鲁已经抢先占用该会堂进行活动，结果被迫把社区服务搬至大树下进行。

我希望马华领袖能够在土地局尚未向他们采取执法行动之前完完全全把这座民众会堂归还给土地局，同时把党旗和支会招牌取下，挂回村委会的匾牌。

如果马华需要使用该会所，马华应该依循程序向土地局或村委会申请使用，并支付合理租金。要不马华可以租借店屋作临时行动中心，无需使用如此手段霸占政府会所。

STOP BN Taking Over Selangor

I wonder how long non-UMNO component parties in BN can tolerate UMNO any longer.

In an inaugural BN Selangor convention held in Shah Alam, UMNO, the dominant parties in BN arrange their leaders only to sit on the stage and address the convention.

Though representatives and senior leaders from MCA, MIC, PPP and Gerakan are invited to the stage later when PM arrived in the afternoon, representatives from MCA Kapar could not stay any longer and leave the convention when Tanjong Karang MP, Noh Omar said that non-Malays should be grateful that they were granted Malaysian citizenship.

Is Noh Omar in the spirit of 1Malaysia?

Not even MCA, MIC, PPP and Gerakan are not invited to sit on the stage and to address the convention, their senior leaders were asked to sit together with the crowds.

Is this how UMNO respect their friends in BN?

And about the speakers...Utusan Malaysia Chief Editor Zaini Hassan and Chinese Muslim scholars Riduan Tee Abdullah spoke and presented their views and findings.

They are connected to UMNO or UMNO-linked circle. Why MCA, MIC, Gerakan and PPP-linked scholars and thinkers are not invited?

Why was the whole convention dominated by UMNO? Why MCA, MIC, Gerakan and PPP are ot invited to participate in organizing the event?

I had the privilege of being involved in two PR conventions. First, the national PR convention and second, the Selangor PR convention, held not so long ago.

All component parties in PR were involved. Not one party was sidelined.

How could MCA, MIC, Gerakan and PPP's grassroot hold their heads high when their leaders are not respected by UMNO?

How could MCA, MIC, Gerakan and PPP expect to win back Selangor when their leaders are not respected at all?

It is the right time to STOP BN taking over from taking over Selangor.

砂州选举——现在就拉票！

种种迹象显示砂劳越州选举将会在今年之内举行。虽然全国课题能够左右砂州人民的投票情绪，但是砂州的选举气氛、文化以及课题和西马可谓大相径庭。

话虽如此，这并不意味着西马领袖不能扮演积极的角色。

在上次州选举，唯一发酵的全国课题就是汽油价格每公升上涨30仙。其余课题还包括，中央政府支付州政府的石油开采税过低、砂劳越土著捍卫本身传统习俗地拥有权（Native Customary Land Rights）的课题、砂州政府是否延长地契（砂劳越大多数土地都是为其66年的地契，上次州选许多）等等。

其他课题还包括砂州首长泰益玛目的家族长期垄断砂州的经济资源等等。例如，整个砂州的洋灰供应乃是由CMS洋灰私人有限公司所垄断。其价格也较西马贵。西马洋灰价格是每50公斤7或8令吉 ，有时价格降至4令吉。反之砂州洋灰的售价是每50公斤装1包12.5令吉，

因此，是次砂州选举，西马执政的民联政府在策略上更应该展现亮丽的政绩给东马选民看，尤其是土著选民。

土著选民首先关注不外是传统习俗地拥有权（Native Customary Land Rights）对砂州达雅族，甚至沙巴卡达山族是非常重要的。例如，

1. 霹雳州民联在倒台之前取消所有在务边约2000名原住民社区附近进行的伐木和种植活动，归还迪遮400亩被征用进行伐木活动的祖传土地给原住民，

2. 霹雳州政府也宣布归还大约500亩被前朝政府保留做植物园计划的祖传土地给美罗甘榜樟（Kampung Chang）原住民，

3. 霹雳州和雪州民联政府成立一个原住民土地权利特工队，以正式承认州内所有原住民的风俗地。

4. 这两州也设立一名特别的原住民官员，以处理州内所有原住民问题；

5. 此外，雪州政府也决定不再针对龙溪Sagong Tasi原住民祖传地案件进行上诉，让世代居住在该地的原住民有权利继续居住。

砂州国阵政府却完全不承认他们的权利。自70年代以来，砂州国阵政府开始大肄砍伐和开发森林和剥夺原住民习俗地，一些和官员勾结的伐木商甚至获得者十万公顷以上的伐木权。砂拉越土著更是被彻底的边缘化。

另外，西马各民联政府应该主动出击，召集在各自州属定居、升学、嫁娶或就业的沙砂子民，并定期和他们交流，让他们了解民联的政策。

民联不应该等到砂州选举才拉大队去砂州拉票，反之现在就应该在各自州属部署策略。

The 12th general election did not only result in the change of government in four states or the lost of Barisan Nasional two-thirds majority in Parliament. It brought along many practices never seen before in the government system.

In Selangor a body under the state assembly was formed to monitor theuse of public funds.In the federal Parliament the increase presence of opposition representatives has resulted in more serious debates.

Today Umno and Barisan Nasional has started speaking the language of change. However, the real reform process is not as easy as voting on polling day.

雪州道路情况不佳‧平均每月100宗投诉

（雪兰莪‧巴生）雪州公共工程局总监卡米尔布艾表示，当局去年平均每月接获100宗关於道路的投诉，显见州內道路的情况，不令人满意。

他说，雪州公共工程局去年总共接到1132宗投诉，也就是每个月平均接近100宗投诉。

他相信隨著政府今年拨款4600万令吉给当局，当局將能用来改善州內的道路。

卡米尔布艾週一（3月22日）在雪州政府常月集会上致词时表示，今年是第9大马计划的最后一年；在第9大马计划下，雪州公共工程局至今进行了175项州级工程，总共耗资16亿令吉。

雪州大臣卡立过后在新闻发佈会上，提醒公共工程局必须善用政府的每一分拨款。

他指出，雪州对於公路发展的要求相当高，目前雪州的州际公路长达4000公里，联邦公路1000公里，公共工程局应该善用政府拨款来改善州內的道路。

Residents gathering in SS3 goes on despite rain

IT was raining heavily but spirits were high as about 100 residents from Jalan SS3/72, 74, 76 & 78 in Petaling Jaya gathered for a get-together recently.

The event was organised by the pro tem neighbourhood watch for roads SS3/ 72, 74, 76 & 78 in a bid to promote and get to know their neighbours.

Present at the event were Petaling Jaya Utara MP Tony Pua, Kampung Tunku assemblyman Lau Weng San and Petaling Jaya OCPD Asst Comm Arjunaidi Mohamed.

During the gathering, issues like security, crime rates and police efforts were highlighted.

Lau pointed out the pro tem committee would not be affected by the gated and guarded guidelines.

Recently, the Selangor state government had come out with the draft for gated and guarded guidelines.

He said the committee had engaged with patrol services and had not closed up any roads.

“In the guidelines, it is stated that 85% of the community must support gated and guarded community.

“We are gathering feedback from the residents associations and rukun tetangga,” he said at the event.

Lau said the crime rate in SS3/72, 74, 76 & 78 had reduced since last year and the committee had at least 95% of subscription for security.

He also spoke about the lack of police personnel at the Sungai Way station, which covered a large area.

Speaking on security and crime, Pua added that Klang and Petaling Jaya had the highest crime rate in the state.

However, the rate has gone down in local areas in half a year due to visible police presence like patrolling and road blocks.

He said engaging in security services were expensive as residents tend to fork out a lot of money each year.

“With more police presence we hope the crime rate will go down,” he said, adding that the General Operation Force from Bukit Aman have been brought in to help until the number of local police officers were increased.

According to Arjunaidi they were trying to cope with the crime rate and now they are concentrating on hotspot areas like Seapark and Damansara.

He said the crime rate was much lower in areas like SS3 & 5 but gave an assurance that they were beefing up personnel in Seapark and Daman-sara.

“We have more people in Seapark, Damansara and Kampung Subang.

“To my understanding, there are plans for Kelana Jaya and Sungai way as well,” he said.

Proposed Draft Version of Gated and Guarded Community Guidelines By Selangor State Government – feedbacks required

I have received a copy of draft version of gated and Guarded Community Guidelines last Friday from the Selangor Properties and Housing Board (Lembaga Perumahan dan Hartanah Selangor, LPHS). All elected representatives are given a copy of the guideline and are given 14 days to reply the board if there is any comments or suggestion pertaining to the guidelines.

The Federal Government, under the Ministry of Housing and Local Governments, has numeriously spoken on the subject but a proper guideline has not been revealed for discussion with stakeholders.

However, Selangor State Government under Pakatan Rakyat has taken the lead on this matter and formulated the proposed draft guideline after months of discussions with stakeholders.

GST Forum in PJ – More Information Despite Federal Government Putting Off GST For Second Reading in Upcoming Parliament Session

The Kampung Tunku State Assemblyman Service Centre will be organizing a forum on GST entitled "No To More Taxes, No To GST" on 17th March 2010, Wednesday in Crystal Crown Hotel, Petaling Jaya.

The Federal Goverment has already tabled the GST bill in the parliament for first reading during the previous parliament session intended to implement GST in mid 2011. GST has been heavily criticised as a repressive taxation system which will have an effect on all people. That means all citizens despite varying income level are entitled to pay GST on all purchases except on certain items.

Although the Second Finance Minister Ahmad Husni Hanadzlah announced yesterday that the Federal Government will put off the tabling of the controversial for Goods and Services Tax (GST) bill for second reading when Parliament resumes its sitting on Monday as the Federal Government needs more time to gather feedback from the people and.

Still, we believe that the people deserve more information on the implementation of GST as its implementation is just a matter of time. We shall not forget that the idea of implementing GST was first tabled by the Federal Government under the then Prime Minister, Tun Abdullah Ahmad Badawi in 2006.

This is another round of public forum organised by Pakatan Rakyat to enlighten the people on the adverse effect of GST.

Return the third vote to the people and sovereignty to local councils

Prime Minister Najib Razak's statement yesterday that local council election are not necessary as they would only lead to politicking which does not benefit the people, contradicts his vision of putting the people's interest first. If the performances of local councils are far below the rakyat's expectations, then Najib should "release" the federal government's tight grip on local councils.

Najib also said that it is more important for local authorities to concentrate on improving their services to the people rather than be involved in politicking and campaigning.

One of the reasons why local councils nationwide are not living up to the expectations of the people is that they are limited by all sorts of financial constraints and administrative rulings set by the Federal Government such as the Ministry of Finance and so on.

Most of the major functions of local councils are heavily dictated and influenced by the Federal Government. These functions include local councils' procurement processes, solid waste management contracts, the implementation of Certificate of Completion and Compliance which has taken away the role of local councils in granting Certificate of Fitness for Occupation, etc. On top of that, most senior positions in local councils are filled by candidates from the Civil Service Department.

There is also a ruling that restricts local councils in terms of the selection of contractors. For example, small projects are only open to Class F contractors and Alam Flora's agreement with local councils is restricted to Bumiputera contractors only. Local councils no longer handle sewerage discharge and treatment as it has been placed under Indah Water Konsortium (IWK), a national sewerage company, wholly-owned by the Minister of Finance Incorporated. Furthermore, the construction of schools and other building structures that are funded by the Federal Government do not require planning approval from local authorities.

The Federal Government should return sovereignty to local councils and the state government, including the right to select their own officers without interference from the Federal Government's Civil Service Department.

It is the local councils and the state governments that understand the needs and requirements of the local community much better than the Federal Government. The Federal Government ideally should only have the right to enact laws and parliamentary bills, to provide legal uniformity in running municipalities. Even in those areas, the Federal Government cannot function alone without proper consultation with the various state and local authorities.

It is the time to return the third vote to the people and the Federal Government must be prepared to return sovereignty to the local councils so that they can run the municipalities for the benefit and interest of the stakeholders in the local community.

Memperkasa Pakatan Rakyat Selangor

Esok merupakan ulang tahun kedua Pakatan Rakyat mentadbir negeri Selangor.

Dalam kita menyambut ulang tahun yang kedua ini, jangan sekali kita lupa tentang perjuangan dan pengorbanan oleh rakan-rakan seperjuangan kita dalam menjadikan Malaysia sebuah negara yang lebih baik.

Kebelakangan ini, beberapa orang pelompat atau pengacau parti telah keluar daripada Pakatan Rakyat. Tindakan mereka ini telah membelakangi mandat yang disandarkan oleh rakyat kepada mereka. Kita mengutuk dan membidas tindakan mereka yang keji ini dan kita menuntut mereka meletak jawatan dengan segera.

Wakil rakyat dipilih oleh rakyat atas parti yang mereka wakili dan bukan atas orang perseorangan mereka sendiri. Mereka yang keluar parti ini saya anggap mereka ialah golongan yang kecundang.

Mereka tidak pernah ditahan di bawah ISA, tidak pernah diusik SPRM, tidak pernah digantung daripada jawatan wakil rakyat, tidak pernah dipenjara mahkamah, tidak pernah dipukul FRU, tidak pernah disepak polis malahan tidak pernah disirami air gatal FRU.

Topik yang saya bincangkan ialah "MEMPERKASA PAKATAN RAKYAT SELANGOR".

Apa yang dimaksudkan dengan perkataan "Memperkasa"?

1. Berpegang teguh terhadap konsep Merakyatkan Ekonomi Selangor (MES).
   
2. Mengambil pendekatan pertengahan untuk mendapat sokongan terbesar daripada rakyat pelbagai kaum dan agama.
   
3. Memperkasakan perang media dan Internet Pakatan Rakyat
   
4. Bermuafakat dalam pembentukan dasar dan keputusan kerajaan
   

Berpegang teguh terhadap konsep Merakyatkan Ekonomi Selangor (MES).

MES merupakan satu bentuk pendemokrasian ekonomi di mana sumber-sumber kekayaan negeri dikongsi bersama dengan rakyat. Di bawah konsep ini, kerajaan negeri telah memberi bantuan kepada rakyat hampir dalam semua segi merangkumi semua lingkungan umur warga Selangor, baik dari bayi yang baru kelahiran, remaja yang masuk ke IPT, golongan wanita yang tertindas akibat keganasan domestik, serta golongan usia emas yang sudah lama menyumbang kepada pembangunan negeri Selangor.

Bahkan kerajaan Selangor juga melancarkan pakej rangsangan ekonomi yang melibatkan lima sektor utama, merangkumi hampir segala aspek keperluan kehidupan rakyat Selangor, sama ada di desa atau di kota.

Belanjawan kerajaan pusat mencecah RM200 bilion setahun manakala kerajaan negeri Selangor hanya membelanjakan sekitar RM15 bilion setahun. Dengan pendapatan yang begitu banyak, kerajaan pusat masih ingin menaikan tarif elektrik, harga petrol, melaksanakan GST dan sebagainya yang hanya akan membebankan rakyat jelata.

Pakatan Rakyat juga perlu berusaha untuk mengimbangi kuasa dan sumber ekonomi antara kerajaan pusat dan kerajaan negeri. (Contoh Perlis)

Mengambil pendekatan pertengahan untuk mendapat sokongan terbesar daripada rakyat pelbagai kaum dan agama.

Langkah ke hadapan ialah dengan mengambil jalan tengah yang menyediakan peluang yang saksama, inklusif dan tiada lagi diskriminasi. Konsep "Middle Malaysia" atau Malaysia Pertengahan ini sebenarnya mempunyai keserasiannya dengan konsep "PAS Untuk Semua" yang dilaung-laungkan oleh rakan-rakan kita dari PAS. Secara kebetulan, kita mendapati bahawa sesama kita rupa-rupanya terdapat lebih banyak kesamaan daripada perbezaan. Semua parti harus menolak puak pelampau yang sengaja mengucar-kacirkan agenda perjuangan Pakatan Rakyat.

Peruntukan DUN Kampung Tunku untuk tahun 2009 begitu membanggakan, masyarakat Melayu dan Muslim di DUN Kampung Tunku terbela. Muslim di DUN Kampung Tunku hanya 20% sahaja tetapi masyarakat Muslim mendapat 25% daripada peruntukan kawasan saya dalam bentuk "Direct Grant". Lebih daripada 40% peruntukan digunakan untuk kebaikan dan faedah seluruh rakyat, termasuklah projek-projek infrastruktur. Dan apa yang mungkin sdr-sdri semua tidak percaya ialah Masyarakat Tionghua dengan 68% daripada bilangan pengundi pula mendapat 26% peruntukan. Peruntukan dan bantuan diberi berdasarkan keperluan dan bukan berdasarkan warna kulit atau agama.

Memperkasakan perang media dan Internet Pakatan Rakyat

Pakatan Rakyat perlu bertindak pantas dan cekap dalam menangkis serangan bertubi-tubi oleh BN dan cybertroopers mereka yang sentiasa menyebarkan fitnah. Rakan-rakan kita yang mempunyai blog, facebook dan twitter haruslah lebih tekun berkongsi pendapat dan idealisme PR dengan rakan-rakan yang lain di medan internet.

Kerajaan juga boleh mensyaratkan bahawa setiap satu projek pembangunan, khususnya projek perumahan di luar bandar, infrastruktur untuk pemasangan broadband perlu disediakan supaya rumah-rumah ini siap dilengkapi dengan sambungan Internet yang pantas. Semua anggota PR juga tidak boleh melalaikan Selangorkini. Semua perlu mengedar Selangorkini ke seluruh pelusuk Selangor, khususnya di kawasan-kawasan yang kita kalah.

Bermuafakat dalam pembentukan dasar, Jujur dalam membantu rakyat

Ketiga-tiga parti harus mengurangkan perselisihan faham antara mereka dan perlu sering berdialog dan bermuafakat dalam menghadapi segala cabaran. Pemimpin-pemimpin PR perlulah jujur dan berintegiriti dalam menjalankan tugas awam. EXCO perlu mendengar rintihan daripada rakyat, pemimpin di peringkat akar umbi juga perlu berdikari dan berusaha dan bukan selalu menunggu suapan idea daripada pimpinan atasan.

Misalnya di peringkat PBT kami memahami bahawa masih terdapat banyak perkara yang masih belum menepati keinginan rakyat. Maka PBT di Selangor juga perlu diperkasakan dan kalau boleh kita bebaskan terlebih dahulu PBT ini daripada pelbagai redtape daripada kerajaan pusat khususnya dari segi pengurusan kewangan PBT. PBT juga perlu menepati jiwa dan citarasa rakyat di peringkat akar umbi dan dalam konteks ini, saya berpendapat adalah wajar PBT dipilih rakyat.

Majlis Pakatan Rakyat Selangor merupakan antara yang terawal ditubuhkan berbanding dengan PR di negeri-negeri yang lain. Kita semua dalam situasi yang sama. Berat harus dipikul bersama dan ringan juga perlu dijinjing bersama.

Ayuh! Rakan-rakan seperjuanganku, marilah kita melibat-gandakan usaha kita untuk memastikan PR menang dalam PRU ke-13.

Bukankah Kuala Lumpur di tengah-tengah Selangor? Bukankah Putrajaya di tengah-tengah Selangor? Bukankah kita sudah menawan Selangor? Askar-askar kita sudah berada di Kota Darul Ehsan menunggu arahan untuk menakluk kerajaan pusat

Maka marilah kita bunyikan semboyan halilintar Pakatan Rakyat dan menawan kerajaan pusat untuk kebaikan anak-anak muda kita.

BBC membidas tindakan keluar parti dan menyokong penuh kepimpinan Tan Sri Khalid Ibrahim

Ahli-ahli Kelab Penyokong Kerajaan (BBC) Selangor di sini ingin melafazkan sokongan kami terhadap Pakatan Rakyat (PR) Selangor dan kepimpinan Dato' Menteri Besar Selangor, Tan Sri Dato' Seri Khalid bin Ibrahim.

BBC juga mengutuk sekeras-kerasnya tindakan keluar parti oleh ketiga-tiga orang Ahli Parlimen kawasan Bayan Baru, Nibong Tebal dan Bagan Serai, iaitu Zahrain Hashim, Tan Tee Beng dan Mohsin Fadzli Samsuri, yang sekarang merupakan Ahli Parlimen bebas.

BBC melihat tindakan yang membelakangi mandat yang diberikan rakyat ini sebagai sebahagian daripada rancangan Barisan Nasional (BN) untuk menghalang hasrat rakyat dan menghancurkan PR.

Kejadian ahli-ahli parlimen mengisytiharkan mereka hilang keyakinan kepada PKR dan mahu membina "barisan indipenden" bukanlah suatu hal yang terjadi tiba-tiba. Tindakan pelompat ini didorong oleh imbuhan kewangan. BBC percaya bahawa sebab-sebab yang diberikan oleh mereka merupakan alasan semata-mata untuk menutup kelemahan-kelemahan mereka sendiri.

BBC yakin dengan kepimpinan Tan Sri Khalid Ibrahim dan barisan EXCOnya yang telah bekerja keras untuk membangunkan negeri Selangor. Di bawah konsep besar "Merakyatkan Ekonomi Selangor", kerajaan PR Selangor telah membawa perubahan dalam mentadbir kerajaan negeri berbanding dengan kerajaan dahulu. Pelbagai program telah dilancarkan untuk memanfaat golongan anak-anak kecil, pemuda yang menuntut di IP, golongan usia emas dan sebagainya.

BBC juga memainkan peranan yang penting dalam membentuk dasar-dasar kerajaan. BBC juga bergiat aktif dalam kesemua jawatankuasa tetap dan jawatankuasa pilihan khas yang ditubuhkan Dewan Negeri Selangor untuk memantau pentadbiran. Mesyuarat PR Selangor diadakan dua atau tiga minggu sekali untuk membincangkan perkara-perkara berkenaan dengan pentadbiran kerajaan negeri dan mesyuarat PR di Selangor merupakan antara yang terawal diadakan berbanding dengan PR di negeri-negeri lain.

Bagi menunjukkan komitmen dan perpaduan sesama kita, Pakatan Rakyat Selangor juga akan mengadakan Konvensyen PR Selangor yang pertama pada 7 Mac 2010 di Dewan Jubli Perak, Shah Alam. Semua wakil rakyat PR Selangor dan pemimpin-pemimpin pusat akan bersama kita dalam konvensyen itu sempena ulang tahun kedua PR mentadbir Selangor untuk berwacana tentang halatuju pentadbiran negeri Selangor.
